2/7 EMERGENCY OPERATION/RECALL 1 2/7 EMERGENCY OPERATION/RECALL 2/7 EMERGENCY OPERATION/RECALL -01. GENERAL.01 PURPOSE To provide additional staffing for fire and/or EMS resources, including Command Staff and Officers, when and where they are needed. The actual Recall Process will be supervised by the Recall Coordinator and assisted by the Recall Staff. During business hours, recall will be implemented by the Underground Tanks Unit of the Fire Prevention Bureau. These members have been provided with an automated Department roster and speed dialers in order to select the appropriate members for recall. The system has been installed in the Metro Day Unit as the primary recall site. Any questions regarding recall once it has been implemented will be handled by the Recall Coordinator. The Metro Floor Captain should only be contacted as a last resort. After business hours, recall will be initiated by an Metro dispatcher and a fire company until relieved by the Recall Coordinator and staff. Back up recall sites are the Underground Tanks Unit on the 9th floor of CHE, FS-100 and FS-49. Designated fire companies will be trained on a quarterly basis to initiate the recall procedure..11 CONDITIONS AND AUTHORITY A recall may be initiated when in the opinion of the Metro Section Commander the shortage of staffed fire and/or EMS resources has become or is anticipated to become critical. The Metro Section Commander may request from the Fire Chief or Deputy Department Commander a Limited Recall to meet current and anticipated staffing needs. NOTE For the purpose of this Section, holding the off-going platoon shall be considered Recall. There are 4 phases of recall: These phases correspond with the Department Maximum Commitment Plan. Phase 1 is a state of preparedness. Phase 2 is a limited recall when 41 to 71 companies and/or 20 to 25 RA's have been committed to a major emergency(s). Phase 3 is a limited recall when 72 to 100 companies and/or 26 to 39 RA's are committed to a major emergency(s). Phase 4 is a Department-wide recall when more than 100 companies or 39 RA's are committed to a major emergency(s). EXCEPTION If, at change of platoon, companies or rescue ambulances are directly involved in an emergency operation where their relief is impractical, this shall not constitute a Recall..33 SPLITTING COMPANIES & RESERVE APPARATUS A. Metro has the authority to split companies as needed. The task force stations housing ready reserve engine companies shall be utilized in the splitting process. By splitting the task forces with ready reserve companies, it is possible to recall members to those stations to staff the truck and ready reserve triple. Recalling to fill each seat on the truck and ready reserve engine can provide significant staffing. This provides the flexibility of recalling to meet Department needs. Fireboats can be taken out of service and their personnel used to staff land companies at the discretion of the Fire Chief or Deputy Department Commander. A minimum of one large and two small boats shall remain in service. 2/7 EMERGENCY OPERATION/RECALL 2 B. Reserve Apparatus - Activating: When notified of a Phase 1 Recall, the Company Commanders in fire stations housing reserve engine equipment shall outfit the reserve engine apparatus with the fittings provided and with spare hose assigned..44 CONTACTING MEMBERS When calling off-duty members for Recall, normally the members of the platoon which will not be returning to duty the next day will be recalled first. If possible, recall members consistent with company complement, i.e., an entire crew (C-II, Eng., A/O, 3 F/F's or C-I, Eng., 2 F/F's shall be recalled from designated stations. Once the entire crew is ready for assignment, the officer shall contact the Recall Coordinator for further instructions if he/she did not receive them upon initial contact for Recall. The intent of this process is to limit the number of individuals contacting the Recall Coordinator to those crews that are ready for an assignment. The Recall Coordinator shall ensure that a Teletype notice is sent to all work locations with specific recall instructions for those members who have been recalled. This information will include a telephone number for the Recall Coordinator so that members can call for information. Members are discouraged from calling Metro unless absolutely necessary. In addition, a taped message at a designated telephone number shall be maintained for current Recall information anytime a Phase 1 Recall is placed into effect..50 RECALL SITES Circumstances may prevent members from reporting to their place of assignment. When recalled via telephone or the news media (Emergency Broadcast System), members will be given specific instructions on where to report. Samples of these instructions are: A. "Report to your assignment." B. "Report with your safety equipment to Fire Station." C. "Report with your safety equipment to Staging/Base located at." D. "Report to the Division I, II, or III designated Recall site located at." In the case of a catastrophic event, it may not be possible to contact off-duty members. If it is obvious that members should report for work and communications are down, members should report to Dodger Stadium which is the Department's primary Base location for extended events..55 MEMBERS NOT RECALLED The following members will not be recalled: A. Members on sick leave. B. Members on leave no pay. C. Members on disciplinary leave. D. Members assigned to Accounting. Members who are off duty for any of the above reasons shall inform the Recall Staff if contacted that they are off duty and ineligible for Recall. 2/7 EMERGENCY OPERATION/RECALL 3.77 RECORDS Members recalled shall ensure that they supply their place of assignment with the necessary information for entry in the station journal. This information shall include four items: A. Name. B. Time recalled. C. Time released. D. Recall assignment. Similar journal entries shall be made for members of the off-going platoon held for duty. The purpose of these records is to verify the information which will later be shown on the F-23 (Emergency Overtime Report)..88 REPORTS FROM MEMBERS Specific information for filling out the F-23 (Emergency Overtime Report) will be sent to all work locations via Teletype. Members who are contacted for Recall but do not report for duty shall forward a letterhead report to the Fire Chief through channels explaining such failure to report. EXCEPTION Members on sick leave, leave no pay, and disciplinary leave..90 PHASES OF RECALL Phase 1 - Preparation Phase 1 Recall Is a state of preparedness acknowledging the potential for Recall. Actions that should be considered are: A. Require members going off duty to take their personal safety equipment with them (Teletype). B. Pre-deploy ready reserve apparatus to pre-designated locations depending on the potential incident type. C. Notify all work locations of the potential incident (Teletype). D. Notify all support personnel and staff of the elevated state of preparedness and to be prepared for Recall. E. Relocate ready reserve apparatus to stations that will provide the optimum response flexibility. Have all officers call in reserve apparatus status to Metro, Verifing availability of hose and fittings. F. Pre-deploy companies to designated locations, i.e., brush = pre-deployed tactical teams and engines during extreme Burning Index (BI) conditions. Tactical Alert = increase number of resources in designated stations, i.e., Engine 21 and Task Force 102 at Fire Station 21, a task force at Fire Station 46, etc. (The term Tactical Team may be used in place of Task Force.) G. Recall Coordinator shall assess status of designated alternate Recall sites. H. Base Coordinator shall assess status of primary and secondary base locations. I. Off-duty members shall monitor the news media for Los Angeles City Fire Department Recall information. J. Division Commanders shall assess the status of the pre-designated Division Recall Sites. K. The Recall Coordinator shall initiate a recorded Recall message for members to contact. 2/7 EMERGENCY OPERATION/RECALL 4 Phase 2 - Limited Recall Phase 2 Recall Shall coincide with Resource Deployment contained in the Maximum Commitment Plan: 41 to 71 companies and/or 20 to 25 rescue ambulances committed to a major emergency(s). A Phase 2 Limited Recall may be necessary in the event that mutual aid companies are not available or are insufficient to meet the needs of the LAFD. Suggested forms of Recall might be, but are not limited to, the following: A. The Metro Battalion Chief shall ensure that all available automatic and mutual aid agreements for assistance have been exercised by the Department. B. Metro shall initiate the degraded mode of dispatching. C. Metro initiate Recall of the Recall Coordinator and Staff and of the designated number of members until relieved by Recall Staff members. D. Recall sufficient members to increase staffing on task forces, i.e., fully staff "200" Series engines. Utilize Fire Prevention Bureau and Special Duty personnel during business hours to accomplish the initial Limited Recall. Fire Prevention Bureau personnel are to be familiar with FPB Procedure No. 20, entitled "Bureau of Fire Prevention and Public Safety Recall." E. Recall sufficient members to staff the ready reserve apparatus. F. Recall sufficient members to staff reserve apparatus. G. Recall Coordinator shall recall the "Base Staff" as needed. H. Recall Coordinator shall provide specific information to recalled members on where to report. I. Recall Coordinator shall ensure proper dissemination of correct Recall information to news media (Emergency Broadcast System) through the Community Services Unit (PIO's and PSO's). J. Upgrade Recall recorded message to reflect new Recall Procedures. K. During normal business hours, utilize the Fire Prevention Bureau and Special Duty personnel to fulfill a Limited Recall. Phase 3 - Shift Recall Phase 3 Recall Shall coincide with Phase 3 of the Maximum Commitment Plan: 72 to 100 companies and/or 26 to 39 rescue ambulances committed to a major emergency(s). Considerations for a Phase 3 Recall are: A. Ensuring all Phase 2 goals have been met. B. Consider expanding on the Phase 2 Limited Recall to meet the current demand. C. Recalling an entire shift. Normally, the members of the shift which will not be returning to duty the next day will be recalled first. D. Recall sufficient personnel to initiate a 12-hour relief cycle at the designated base location. E. Through the Community Services Unit the Recall Coordinator shall update news media on current Recall information. 2/7 EMERGENCY OPERATION/RECALL 5 Phase 4 - Department-wide Recall Phase 4 Recall Shall coincide with Phase 4 of the Maximum Commitment Plan: More than 100 companies or 39 rescue ambulances committed to a major emergency(s). In case of a catastrophic event, a Department-wide Recall may be necessary. The Recall Coordinator shall ensure that the news media (Emergency Broadcast System) is provided with correct and precise Recall information for members of the Los Angeles City Fire Department. A Department-wide Recall will be made utilizing the news media (Emergency Broadcast System) as this is the quickest method of notification. Members are reminded that they are responsible for monitoring the news media for Recall information beginning with a Phase 1 Recall notification. Information on Los Angeles City Fire Department Recalls currently in effect will be broadcast continuously throughout the duration of the event.
