Additional responsibilities include: A. Serves as the Assistant Division Commander and assisting in the formulation of EMS policies and procedures. B. Assists the EMS Division Chief with the planning and coordination of the Department’s EMS programs. C. Provides functional and line supervision for EMS Division personnel. D. Responds to major emergencies and participates as an on-call member of an Incident Management Team. E. Develops and reviews EMS budget requests. F. Coordinates the primary and continuing education programs for the EMS Battalion Captains. G. Ensures that the Department’s EMS resources are properly equipped, maintained, and staffed with trained personnel to meet the operational requirements established by State laws and regulations, and local policies, procedures, and protocols. H. Ensures that Department and City policies governing EMS operations are in compliance with State laws and regulations, and local policies, procedures, and protocols. I. Analyzes the Department’s EMS operations and recommending training, policy changes to improve the safety, efficiency, and effectiveness of EMS service delivery. K. FIELD QUALITY IMPROVEMENT SECTION.01 GENERAL The Quality Improvement Section is responsible for observing and evaluating Department members in the performance of their emergency medical services duties, to document these performances in order to recognize Departmental trends, and to recommend policy changes and any necessary training programs to improve performance..20 UNIT CAPTAIN-CAPTAIN I/PARAMEDIC A. Supervises Quality Improvement Section Analysts (Firefighter/Paramedic) and ensures the Quality Improvement Section functions are completed in a timely manner. B. Serves as the on-call Medical Liaison Officer. C. Assists the Section Commander in identifying current trends in quality improvement/quality assurance issues relative to the Department’s emergency medical services program..25 SECTION ANALYSTS-FIREFIGHTER/PARAMEDIC A. Performs retrospective, concurrent and prospective audits of emergency medical services operations by reviewing reports and related documents. B. Collects and enters State and local mandated data elements regarding quality improvement/assurance programs. C. Develops Departmental and Training Bulletins involving pre-hospital care policies, practices and procedures..27 SENIOR CLERK TYPIST/CLERK TYPIST Performs clerical and related duties for Section personnel. Enters data elements into a designated data base. -08. PUBLIC ACCESS DEFIBRILLATOR (PAD).01 GENERAL The Public Access Defibrillator (PAD) Program is responsible for the installation and maintenance of automatic external defibrillators (AEDs) in City facilities that are utilized by the public for business and recreation. The PAD Program provides training to City employees in how to use the AED and in CPR as required by State regulation..10 MEDICAL DIRECTOR As required by law, the PAD Program is under the medical direction of the Los Angeles Fire Department’s Medical Director. The Medical Director: A. Authorizes AED and AED configuration. B. Approves policies, protocols, and procedures. C. Oversees training, data management, quality assurance, compliance with State and local regulations, and notification to local EMS and/or other collaborative agencies. 1/1 OPERATIONS 5.20 PROGRAM MANAGER-SENIOR MANAGEMENT ANALYST I The Senior Management Analyst I reports to the Commander, Quality Improvement Section. The primary responsibility of this position is the planning, organizing, directing, staffing, and evaluating all aspects of the City’s PAD Program. Responsibilities include: A. Supervises civilian and uniform members assigned to the PAD Program. B. Prepares and administers the PAD Program’s annual budget. C. Conducts site surveys for deployment of AEDs, ensures maintenance of all AEDs, and oversees training and certification of City employees in use of the AED and CPR. D. Maintain all records relating to the deployment and maintenance of the City’s AEDs, as well as statistical data related to all incidents utilizing the AEDs. E. Prepares reports regarding the City’s PAD Program for notification to local EMS and/or other collaborative agencies. F. Develop liaisons with council-controlled and proprietary departments’ management, City Council members, vendors, instructors, and other agencies. G. Coordinate public affairs and other media-related conferences, programs, and press releases relative to the PAD Program. H. Represents management at meetings, such as with other governmental jurisdictions, City departments or bureaus, the Mayor’s Office, Commissions, City Council and its committees, and the American Heart Association..30 TRAINING COORDINATOR-MANAGEMENT ANALYST II Manages the training component for the PAD Program, including scheduling training Citywide and maintenance of records and data regarding training City employees on the AED and in CPR. Direct the activities of the Metropolitan Fire Communications (Metro). B. Direct the activities of the Fire Command and Control System (FCCS)/Radio Communications Network (RCN) Section. C. Oversee and manage the development and implementation of a computer assisted dispatch system and radio communications network that will meet the needs of the Department: 1. Negotiating with contractors for the development and implementation of the future state-of-the-art CAD systems. 2. Conducting business with private vendors and contractors in the maintenance and upgrade of the FCCS/RCN system, and maintaining liaison with other City departments. 3. Preparing the annual budget request for the project and responsibility for payment of completed work to contractors. 4. Researching and evaluating new developments in communications and computer assisted dispatch technology. -16. METROPOLITAN FIRE COMMUNICATIONS - COMMANDER.01 GENERAL Battalion Chiefs assigned as Section Commanders maintain platoon duty hours..50 RESPONSIBILITY The primary responsibility of this assignment on a platoon, is to supervise and coordinate the activities of Metro and includes: A. The deployment of all forces not committed to actual emergencies. B. Performing staff-work as assigned by the Division Commander. C. Assuring that Metro platoon duty Captains develop and maintain a high level of discipline and performance. D. Evaluates and recommends procedures for specialized dispatch communications problems. E. METROPOLITAN FIRE COMMUNICATIONS – DISPATCH SECTION PERSONNEL.01 CAPTAINS Captains are assigned to Metro on platoon duty. Their duties include: A. Supervising the operation of the Metro Dispatchers. B. Planning, scheduling and directing the training activities of the personnel under their command. C. Informing their command of, and requiring compliance with, Department orders, directives and policies..50 DISPATCHERS Platoon duty firefighters are assigned to Metro. Their primary duties include: A. Receipt of emergency and non-emergency calls for assistance from the public via the 9-1-1 telephone system. B. Providing a Spanish-speaking call taker on the dispatch floor at all times. C. Dispatching personnel, apparatus, and equipment. D. Maintaining a status record of all active duty apparatus. E. C. Participate as an active member of the Los Angeles Fire Department Terrorism Work Group and Hazardous Materials Coordinating Committee. D. Maintain liaison between local, state, and federal agencies. E. Coordinate the development of operational plans for high profile government, entertainment, and public facilities. F. Reviews appropriate classified and open source intelligence for current and developing threats. This includes developing and managing deliveries of specialized training designed to address response to chemical, biological, radiological, nuclear, explosive and weapons of mass destruction incidents (CBRNE/WMD), for both specialized operations teams and first responders. B. Provides logistical support for the systems and equipment employed by the hazardous materials, decontamination, and first response companies related to CBRNE/WMD response. C. Responds to hazardous materials incidents as needed to assist Incident Commanders as a subject matter expert and hazmat resource. Based on operational and training needs, the Battalion Chief has the responsibility to evaluate technical response procedures for effectiveness and make recommendations to improve effectiveness of hazardous materials resources and first responders. At times, conducting research and formatting analytical data is necessary to improve operational effectiveness. D. Interprets and applies codes and regulations found in local, State, and federal documents on fire and life safety issues as they relate to hazardous materials operations. E. The primary responsibilities of the Section include: A. Plan, conduct, evaluate and document large-scale training and compliance exercises. B. Conduct simulation-based training and exercises. C. Manage the Department’s Incident Command System (ICS) training program. D. Ensure Department compliance with National Incident Management System (NIMS) training and exercise mandates. E. RISK MANAGEMENT SECTION-BATTALION CHIEF.01 OBJECTIVE AND ORGANIZATION The primary objective of the Risk Management Section to augment the line functions of the Department by administering the Department’s In-Service Training Section, the Recruit Training Section, and the Quality Improvement Section. Specialized personnel assigned to Risk Management include the Department Safety Officer. An on call MLU representative can be contacted through Metro at any hour of the day..50 RESPONSIBILITY The Unit arranges medical assistance for members, maintains medical records, coordinates bi-annual medicals with the Occupational Health and Safety Division, represents the Department at pension hearings, responds as a part of staff to major emergencies and responds to members hospitalized due to IOD injury or illness. The Unit arranges necessary emergency care 24 hours a day and follow up care during regular business hours. It also assists members in their dealing with the Workers' Compensation Division of the Personnel Department. Directs the Department’s Stress Management Program. B. Responds to provide formal and informal debriefings for Department members exposed to critical incident stress. C. Provides in-service training to Department members who serve as Critical Incident Team members and Peer Support members. D. Conducts work site visits to inform members of the Stress Management Program and provide stress management recognition training. E. Conducts detailed research in the field of stress in the emergency responder setting. -55. DEPARTMENT SAFETY OFFICER.01 GENERAL A Captain II serves as the Department Safety Officer, reports to the Commander, Risk Management Section and maintains regular business hours. This officer routinely meets with the Fire Chief and General Manager on matters concerning firefighter safety..50 RESPONSIBILITY The duties of the Department Safety Officer include: A. Assuming overall responsibility for ensuring that the Department complies with Federal and State Occupational Safety and Health Administration (OSHA and Cal/OSHA) regulations and requirements for determining and evaluating Departmental alternatives relating to safety and health programs, rules and regulations. B. Conducting research relating to Department methods of compliance with Cal/OSHA requirements. C. Reviewing current and proposed OSHA and Cal/OSHA standards for applicability to local conditions. The Safety Officer attends hearings and submits written reports on changes that affect personal safety and protective clothing for firefighters. D. Reviewing National Fire Protection Association (NFPA) proposed standards on firefighter safety and submitting written comments or oral testimony on standards for firefighter safety. E. Evaluating and recommending proposals for safety equipment and clothing to determine effectiveness and value in fireground operations and effects on health and safety of members. F. Coordinating the Cal/OSHA yearly Departmental injury report. G. Investigating reported safety hazards within the Department and assisting field officers in eliminating safety hazards. H. Acting as the Department liaison with the Personnel Department’s Occupational Health and Safety Division and assisting the Personnel Department in adjudicating Cal/OSHA citations. I. Developing, coordinating and maintaining the Department’s Injury and Illness Prevention and Safety Program. The Department Safety Officer serves as the chair of the Department’s Injury and Illness Prevention 1/1 OPERATIONS 15 and Safety Committee and is responsible for maintaining the minutes of each meeting. J. Representing the Department in the Southern Area Fire Equipment Research Association (SAFER) meetings. May serve on the board of this organization as a “member at large”. K. Responding to major emergencies and unusual incidents to evaluate members’ safety as directed by the incident commander. L. Participating as a member of the Hazardous Materials Advisory Committee. M. Serving as the Department’s coordinator for the Material Safety Data Sheet (MSDS) program. N. Coordinating annual portable ladder inspections. O. Developing and authoring Department Safety Bulletins. P. Coordinating the Department’s annual Fire Facilities Inspection Program. Q. Coordinating accident investigations with the various Bureaus and serving as a member of the Department’s Special Incident Investigation Team (SIIT).
