HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES – 012 January 1, 2022 NIMS COMPLIANT SOG Title: Drowning Revision: 5 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 3 PURPOSE The purpose of this guideline is to provide standardized and predetermined responses to all incidents classified as a drowning by Northwest Central Dispatch (NWCD). POLICY It shall be the policy of the Hoffman Estates Fire Department to follow this guideline. However, it may be altered to achieve a more appropriate response based on information received from NWCD or to achieve a faster response based on location and/or status of fire department apparatus and personnel. PROCEDURE For a reported drowning, the response will be as follows: DROW 1 District 21 Eng. 21, Tower 22, Amb. 21, and Bat 6 District 22 Area A - Eng. 22, Tower 22, Amb. 22, and Bat 6 Area B - Eng. 22, Tower 22, Amb. 22, and Bat 6 District 23 Eng. 23, Tower 22, Amb. 23, and Bat 6 District 24 Eng. 24, Tower 22, Amb. 24, and Bat 6 1 DROW 2 District 21 Dive 24, Boat, Eng. 21, Tower 22, Squad 22, Amb. 21, Amb. 22, and Bat 6 District 22 Area A – Dive 24, Boat, Eng. 22, Tower 22, Squad 22, Amb. 22, Amb. 21, and Bat 6 Area B – Dive 24, Boat, Eng. 22, Tower 22, Squad 22, Amb. 22, Amb. 23, and Bat 6 District 23 Dive 24, Boat, Eng. 23, Tower 22, Squad 22, Amb. 23, Amb. 36, and Bat 6 District 24 Dive 24, Boat, Eng. 24, Tower 22, Squad 22, Amb. 21, Amb. 22, and Bat 6 Note: No personnel will be allowed to ride in the back of Dive 24. When personnel are wearing any dive gear they will only be allowed to exit Dive 24 using the side box door. Within the Hoffman Estates jurisdiction: For all Dive 24 responses within Hoffman Estates, Dive 24 with boat will be brought to the scene by the crew from A24. The Shift Commander will determine how to best adjust staffing at Station 24 based on availability and qualifications of remaining personnel. Responses outside of Hoffman Estates jurisdiction: On duty divers will respond to Station 24 on rigs using lights and sirens as directed by the company officer. Note: DROW 2 incident will include all NWCD MABAS 1 Divers A. The Shift Commander may request additional apparatus in order to get three divers to the scene. B. For evidence recovery, the response will be as follows:  Boat with two divers. The use of on-duty personnel is at the discretion of the Shift Officer. Otherwise, off-duty divers should be called back and used. DEFINITIONS NWCD considers a drowning to include a person or persons in ponds, lakes, pools and vehicles in ponds, lakes and pools. 2 Drowning: Death caused by submersion and suffocation in a liquid. Drowning One Incident (DROW1) – Water incidents that involve contained bodies of water such as a pool or hot tub, etc. Drowning Two Incident (DROW2) – Water incidents that involve open bodies of water such as a lake or pond. EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
