INTEGRITY & ANTI-CORRUPTION COURSE Kementerian Pendidikan Tinggi (Kursus Integriti dan Anti-Rasuah) KIAR 2.0 “ Building a Generation with Dignity, Integrity and Corruption Free ” 1 Module INTEGRITY AND ANTI-CORRUPTION COURSE: AN INTRODUCTION Concern for the YOUTH Malaysian Anti-Corruption Commission (MACC) Corruption Perception Study in Malaysia 2002 (494 student respondents) - A study was conducted by Universiti Kebangsaan Malaysia (UKM) in 2002. - The study measures society’s perception of corruption, tolerance for corruption, and experience with corruption. - Among the findings of the study, 30.5% of respondents are willing to accept bribes if there is power and opportunity. - Respondents were 494 Higher Education Institution (HEI) students. - The findings show students’ willingness to accept bribes, especially when they enter the working world. - Are the findings true? - Or were the students only saying it without intent? Corruption Perception Study in Malaysia 2002 (494 student respondents) - UKM’s study has become a reality. - The group of students (Year 2002) has entered the working world. - Their current age is around 35-40 years old. - Based on MACC records, the highest number of arrests is in youth groups (under 40). - This shows that the students’ responses in 2002 were true. - This fact is of great concern to the country. True statement!!! 49.7% MACC arrests involving youth in a period of five years (2018-2022). (2,363 out of 4,753 people) NATIONAL ANTI-CORRUPTION PLAN (NACP) 2019 - 2023 This 5-year plan was launched on 29 January 2019 by YAB Prime Minister. This plan is the government's policy and instructions regarding the prevention of corruption. NATIONAL ANTI-CORRUPTION PLAN (NACP) 2019 - 2023 - Period of 5 years. - The country’s main policy on anti- corruption. - This policy applies to all ministries, public agencies, Government-Linked Companies (GLCs) and private companies. - NACP overrides other plans, such as the National Integrity Plan (NIP) and Government Transformational Programme (GTP) NATIONAL ANTI-CORRUPTION PLAN 2019 - 2023 6 Strategies 17 Strategic Objectives 115 Initiatives NATIONAL ANTI-CORRUPTION PLAN (NACP) - NACP is a comprehensive plan that considers all sectors. - Focus on 6 areas: 1) Political governance- the leading cause that resulted in the 1MDB issue. 2) Public administration – 63.30% of information on corruption begins from here. 3) Public procurement – 42.84% of corruption cases occur in procurement. 4) Legislature and Judiciary – corruption cases must be dealt with by experienced Deputy Public Prosecuter (DPP) and judges. The cases must also be resolved immediately. 5) Law enforcement – the majority of MACC arrests in the public sector involve enforcement agencies. 6) Corporate governance – the private sector’s ecosystem must be clean from all forms of corruption. Introducing compulsory subject courses in higher education institutions (IPT) at the certificate, diploma and bachelor's Strategic level that emphasise the aspects of Objectives nationhood, ethics, civilisation, values, 2.4.7 integrity and philosophy. Strategic Objectives 2.4.7 This initiative is led by the Ministry of Education/ the Ministry of Higher Education.  MACC as the supporting role.  Higher Education Institutions (HEIs) are required to create subjects based on integrity and anti-corruption.  To achieve the initiative, the Integrity and Anti-Corruption Course is implemented and offered to HEI students. Anti-Corruption Programme in Higher Education Institutes Anti-Corruption Students Force 20Public 27 Educator's 55MARA 15Private universities institutions Educational universities Institutions *Until June 30, 2023 MACC initiative to educate students. - This group is “professional in the making.” - AMAR is a student club/association regulated by MACC. - AMAR was previously known as the Anti-Corruption Secretariat (SPR). - The name was changed to AMAR in 2018. - SPR/AMAR was established in 2007 following the Corruption Perception Study in Malaysia in 2002. - Currently, MACC focuses on establishing more AMARs at private higher education institutes. ANTI-CORRUPTION STUDENT VOLUNTEER CORP (KOR SUAR) Universiti Sultan Zainal Abidin (UniSZA) became the first public university in Malaysia to offer the MACC Volunteer Student Cadet Corps (Kor SUAR) course. Is a uniformed club that offers credit as a complement to students' graduation requirements. Collaboration between UniSZA and MACC. Launched on December 3, 2021. “ Students who successfully complete the session up to the fourth semester will be certified as Certified Youth Integrity Officers." - Tan Sri Azam Baki, 3 December 2021 - Course INTEGRITY & ANTI-CORRUPTION Courses offered to Bachelor/ Diploma/ Certificate students. Pilot project - Second semester of the 2017/2018 session (February 2018) at UKM. The 'experiential-based learning' approach. Lecturers - a combination of IPT lecturers and MACC senior officers. DECISIONS OF THE MEETING OF THE SPECIAL CABINET COMMITTEE ON ANTI-CORRUPTION (JKKMAR) SERIES 14 (April 19, 2021) Article 2.4 In order to empower efforts to improve integrity and anti- corruption specifically among the younger generation, the meeting agreed that the Integrity and Anti-Corruption Course (KIAR): Offered as an elective subject at Certificate, Diploma and Bachelor level in all Higher Education Institutions from 2021; and Next, KIAR is empowered to be offered as one of the General Studies Subjects (MPU) courses from 2023.
