## The IC's Strategic Goals The duty of monitoring and controlling the building systems to match the IC's strategic goals. This officer should be assisted by the senior building engineer and if available, a firefighter or officer to act as a communicator or coordinator. This group's ICS (Incident Command System) designation is the system's unit. ## The Operations Officer An operations officer, usually one of the first-arriving chiefs other than the IC, should be sent to the floor below the fire to assume direct command over operations on the fire floor and the floor above. Building blueprints should be available at the lobby CP, and a hard copy of the floor plan of the fire floor (and plans of the floor above) should be sent with the operations chief to the operations post. In this manner, communications between the CP and the operations post will have a common reference point. Early establishment of several channels of communication between the lobby CP and the operations post should be a priority. Radio communications in high-rise buildings are often inferior without special devices, such as post radios (fig. 18-45), cross-band repeaters or special antennas in the building. As an alternative, use building telephones, security radios (often designed especially for use in these buildings), or standpipe telephones. Due to the likely amount of radio traffic, use a separate channel to communicate between the operations post and the CP, one that isn't in use by companies on the fire floor. The purpose of the operations post is to take the strategy that is being developed by the CP and implement it on the fire floor while directing the specific tactics to be used.
