Lieutenant Rank/Position
- The lieutenant is the commanding officer for their assigned company on their shift.
- Lieutenants have authority over personnel assigned to their company on their shift.
- Lieutenants do not have the authority to make permanent changes to a station, equipment, personnel, or apparatus without direct authorization from the company Captain.
Lieutenant Duties and Responsibilities
- Lieutenants cooperate with and carry out verbal and written instructions from the company Captain, station Captain, and District Chief.
- Lieutenants are responsible for performing all duties outlined in SOP 208 (Company Officer).
- The senior company Lieutenant is in charge of the company during the absence of the company Captain.
General Promotional Requirements for Lieutenant
- Engineers must serve at least 12 months at the rank of Engineer prior to the promotional exam date to be promoted to Lieutenant.
- Only probationary and permanent time account for time in grade while provisional time does not count.
- Engineers must have a Municipal Fire Inspector I certification from the Prevention Division that is current and maintained, prior to the promotional exam.
- Engineers must hold a current and maintained State of Florida Paramedic certification from the Suppression and Rescue Division prior to the promotional exam.
- Engineers must have completed NIMS Incident Command I-100 and I-200 prior to the promotional exam.
- Engineers wishing to promote to Lieutenant must have one of the following prior to the application deadline for the promotional exam:
- JFRD Fire Officer I (closed to new applicants as of 1/2/2019) from the Suppression, Rescue, and Prevention Divisions
- State of Florida Fire Officer I
- A.S./B.S. in Fire Science
- A.S./B.S. in EMS Management
- Any certification used to comply with the requirements of this SOP must be submitted to the Training Academy by the end of the application period.
- If not promoted after taking the exam, subsequent exam applications will require the same certifications.
- The Human Resources Department will audit each applicant after the closing of the application period.
Fire Officer I Certification Options
- A certification to become a Fire officer can be achieved in Three ways
- State of Florida certification (4 classes plus state exam)
- JFRD certification (7 classes)
- NFPA certification (nationwide program, varies by state)
- Members obtaining an associate or bachelor's degree in Fire Science or EMS Management from an accredited institution are compliant with this requirement.
- Current Florida Fire Officer requirements are on the Florida State Fire College website.
- Members certified prior to current standards adoption are compliant with the Fire Officer I requirement.
JFRD Fire Officer I
- This certification has five categories.
- Class substitutions may occur with Education Review Committee approval if a written request with a transcript/course description is sent to the Division Chief of Training.

Company Officer Rank and Position
- Company officers are in charge of a company and include Captains, Lieutenants, and Engineers riding out of position.
- Company officers provide immediate and direct supervision over personnel assigned to their company.
Company Officer Knowledge and Responsibilities
- Company officers are to be thoroughly familiar with and are charged with enforcing JFRD Rules and Regulations, SOPs, SAPS, SOGs, Civil Service Personnel Rules Regulations, and the Union Contract.
- Company officers ensure subordinates learn the required position knowledge.
- Company officers assigned to rescue and operations (suppression) divisions must have the following knowledge:
- Rescue: Detailed knowledge in emergency medical care and other emergency situations, along with street locations and building characteristics.
- Suppression: Detailed knowledge in fire prevention/extinguishment and related emergency situations, including street/water supply locations and building characteristics.
Overseeing Subordinates
- Company officers set good examples while ensuring personnel meet high JFRD standards.
- They guide and encourage subordinates.
- They offer positive and aggressive instruction and leadership.
- Excluding emergency situations, they interpret and explain JFRD Rules and Regulations, SOPs, SAPs, and SOGs to personnel accurately.
- They ensure subordinates follow all orders to the best of their ability.
- They treat all personnel fairly and address incompetence, misconduct, or neglect of duty.
- Company officers maintain discipline and harmony through proper supervision and interactions with subordinates.
Settling Disagreements and Handling Rule Infractions
- Disagreements are settled within districts following the chain of command.
- Requests to the Division Chief must go through the chain of command.
- Company officers ensure rules and orders are obeyed and promptly report violations with well-supported charges.
- Company officers initiate rule infraction charges, provide a copy to the individual, and forward the original report through the chain of command.
Additional Company Officer Duties
- With District Chief concurrence, company officers immediately relieve from duty any personnel under their supervision suspected of substance abuse.
- They implement the collective bargaining agreement provisions on drug and alcohol abuse, forwarding incident details to the Director/Fire Chief.
- Any company officer who fails to report these violation of which they have knowledge, will be held equally responsible with the violator.
Training Personnel
- Company officers train personnel to adhere to training division directives and relevant JFRD SOPs, SAPs and, SOGs.
- Conducting practical drills for probationary Firefighters and/or personnel newly assigned to the company on a permanent basis, covering all aspects of its apparatus and equipment with probationary Firefighters is Required
- A 90-day timeframe from assignment to cover these items will be given
- All personnel permanently assigned to their company, regardless of time of service, learns the information on territory outlined in SOP 212.05.03 (Probationary Firefighter).
- A 6-month timeframe from assignment will be given for them to give this required knowledge.
- Company officers must document all training in the daily log and within Target Solutions, including both employee satisfactory and unsatisfactory performance
Absence of Engineer
- The company officer will designate a Firefighter to operate the apparatus, provided the District Chief has not already done so.
- The officer will base the decision on the Firefighter's ability and knowledge of the apparatus and territory.
Personnel Evaluations
- Company officers must submit monthly probationary Firefighter evaluations, which determine whether the probationary Firefighter may become a permanent JFRD employee, and kept in the employee's headquarters personnel file..
- Evaluate all recently promoted officers and Engineers for 6 months.
- The company Captain and the District Chief must be in agreement for newly promoted Lieutenants and engineers.
Required Reports
- Company officers are responsible for all report information.
- They ensure all reports submitted are:
- In proper form
- Accurate
- Legible
- Complete (giving full information pertaining to the assignment)
- Completed by the end of the shift
- Company officers keep accurate records of equipment going to or coming from the repair shop. Acting officers sign reports that align with their role.
Maintaining Readiness
- Company Officers aid their crews when their crews are preparing their apparatus for duty and replacing back it back into service upon assignment termination.
- Officers ensure equipment remains in a readiness state under their supervision.
Interaction with Superiors
- Company officers refer all official JFRD matters through the chain of command.
- They must notify their District Chief if an apparatus goes out of service, unless it is used for training per the Training Bulletin.
- Company officers shall notify their District Chief of any unusual happenings or circumstances not covered by JFRD rules, regulations, policies, or procedures.
Inspecting and Maintaining Stations
- Company officers direct personnel in conducting fire prevention inspections within their company response territory.
- Company officers on each shift are responsible for the station's appearance.
- They must prevent water, electricity, and gas waste, and maintain station cleaning supplies.
Obeying other Duties
- Employees must perform duties required by their superiors
Engineer Rank/Position
- Engineers are the primary operators of JFRD apparatus.
- Engineers are in change in the absence of the company officer, unless the District/Battalion Chief designates otherwise.
Engineer Duties/Responsibilities
- They perform duties required by their superiors.
- Knowledge: Engineers require a thorough knowledge of apparatus operation to which they are assigned.
- Engineers need general knowledge of all major streets and buildings in the city.
- Those assigned to operations (suppression) shall know the location of:
- Streets
- Water supply sources
- Schools
- Commercial buildings
- High-life hazard structures in their first/second alarm territories
- Those assigned to the rescue division shall know:
- Streets
- Buildings (first and second due territory), along with access for hospital emergency rooms that JFRD uses
Additional Engineer Responsibilities:
- Engineers are responsible for the safe operation of their apparatus under both normal and emergency conditions while following SOG 402 (Vehicle Operations).
- Preventive Maintenance: Engineers have direct responsibility for company-level maintenance and the all equipment cleanliness of apparatus following the procedures in the JFRD Engineer Manual for apparatus, pump, EMS equipment, and aerial maintenance.
- Daily/weekly inspections of the apparatus are required and documentation is necessary.
- Apparatus Back in Service: Post assignment, Engineers will aid company officers and the crew when preparing apparatus for duty and quickly placing it back into service.
- Assist Company Officer: Engineers shall collaborate with company officers by giving relevant advice and suggestions and performance assistance that will aid/improve the efficiency of the company they are assigned to
General Promotional Requirements for Engineers
- Firefighters must serve 12 months minimum in their position before the promotional test date.
- Firefighters desiring promotion to the rank of Engineer must comply with:
- 1302 Apparatus Operations or Florida Certified Pump Operator
- 703 Aerial Operations or Florida Aerial Operations
- Submit the certification used to comply with the requirements of this SOP to the Training Academy by the deadline.
- Subsequent examinations will require the same certifications if the engineer is not promoted after taking the exam.
- The Human Resources Department will examine the engineer's application after the application period ends.
Firefighter Rank/Position
- Firefighters are the basic operational personnel of the JFRD.
Firefighter Responsibilities
- They perform all duties required of them by their Superiors
- They must have general knowledge of major streets and buildings in the city and water supply sources in the 1st alarm territory.
- They should know the location of schools, commercial buildings, and high-life hazard structures in the first and second alarm territories.
- Firefighters possess working knowledge of all basic fire service operational skills and how to operate the tools their assigned apparatus.
Training
- Under the direction of their company officer, Firefighters must participate in:
- Company drills
- Maintaining physical and mental health for assigned duties
- Firefighters are to complete all phases of JFRD in activities required by their company officer, District Chief, or the training division.
Additional Firefighter Duties
- Apparatus Back in Service: After assignments, Firefighters shall aid the company officer and crew when preparing the apparatus for duty and placing it back into service swiftly.
- Riding Out of Position: All Firefighters are to be given the opportunity to ride out of position due to an absent assigned Engineer.
- The company officer will designate a Firefighter to operate the apparatus per SOP 208.02.06 (Company Officer)
- The District Chief has final authority on all assignments of position.
- The company officer or the District/Battalion Chief will base their staffing decision on an employee's:
- Thorough knowledge of apparatus operation
- Safe apparatus operation proficiency
- Equipment Knowledge
- Water supply, streets, high life hazards, commercial buildings, first/second alarm territory knowledge
- Firefighters who meet the minimum standards rotate riding out of position (OOP) if the engineer is absent for a day
- Transfer employees can’t ride OOP at another location to receive the spot except the member who is replacing or covering their regularly assigned assignment.
- Firefighters ride OOP in the absence of the regular Engineer in place of firefighters swapped (LOA) at a station with a temporarily empty spot
- Employees are required to meet all minimum standards listed above.
OOP Deficiencies
- Company officers document a permanent Firefighter decision to turn down riding OOP due to the Engineer being absent
- Firefighters who working an LOA/Engineers work for their preplanned area and assignment at no extra cost to the city
- Newly assigned members require territory/equipment familiarization before meeting the minimum standards
- To ensure standards Firefighters assigned sufficient opportunity to train on territory, apparatus and equipment.
- Company officers must document a deficiency that is prohibiting a Firefighter from riding OOP, this is a permanently assigned employee who would be available if trained.
- Develop training plan for Firefighters progress during subsequent training.
- If a Firefighter still has deficiencies per SAP 332 (Performance Improvement Program) after 30 days of company training, the Firefighter will transfer to the training academy for extra instruction for authorization as OOP
Probationary Firefighter Purpose
- Provide JFRD company officers guidelines for recruit probation Firefighters
- Provide procedures for filling monthly training requirements after assignments
Firefighter Conditions
- All new and returning JFRD employees or transfers must complete Civil Service probationary requirement within 12-months to become a permanent employee
- Apparatus and driver training must be complete
- Basic Fire ground skills must be demonstrated
- Probation Fire fighter task must be in process and complete upon separation
- Testing requires 7-month training and 11-month fire department criteria, as well as examinations requirements.
- Monthly reviews must be completed in a satisfactory manner.
- Online application (Vector Solution) assignments must be completed in allotted time.
- Probationary Firefighters must complete requirements under direct supervision of their company officer.
- (except in extenuating circumstances) Probationary Firefighters must not be transferred until satisfactory completion of the 7-month requirements.

Prioritization of Training and Task
- Apparatus and driver shall be complete as requirement to continue past 7-month to 11-month requirement, as well as, to be eligible for JFRD deployment.

Mandatory Apparatus and training Requirement
- All personal are to follow these step, as well as, SOP 209 (Engineer) and SOG 402 (Vehicle Operations).
- Probationary Firefighters will be familiar with apparatus placement and guidelines and spotting guidelines:

- Engine Company Engineer Manuel
- Ladder Company Engineer Manuel The probationary Firefighter will have knowledge of procedures, as written, and documented within training center, whether on engineer/engine or ladder company engineer manual, as well as, demonstrate those procedures on the The Fire Rescue Portal The probationary Firefighters is to possess all required equipment with detailed locations and steps to proper operations, and maintenance. The probationary Firefighter is to demonstrate proper radio usage regarding frequency selection and use of the Emergency Alarm Button.
Driver Training
- Initial driver training must cover, whether on Engineer or ladder company ,6 hours during day and 4 hours during evening on a required apparatus
- All members must learn and demonstrated skill of the apparatus as well as, streets in first due and secondary due in service area
- Employees aren’t allowed under any condition to act in full capacity as driver/technician in live situations until training and hours are met.
- After 3 shifts of 24 hours shifts the above requirements the probationary has to be assigned/ completed 10 EMS to proceed to next fire fighter training step
Fireground Skills
- Fireground skills training will be required
- Those skills must be done in training environment
- Skills are basic and require the officer judgment and instruction
- As well as, the Engine Company or Ladder Company Engineer Manual for directions
- Firefighters are required to complete these requirements for their apparatus training to be considered complete
- Firefighters will perform each task to satisfy the company officer.
- In this training, evaluations of skill and performance will be graded and documented for final assessment.
Engine Company Skills
- Pumping a preconnected handline from the booster tank
- Pump a preconnected 13½" handline operating at 125 gpm from the booster tank and hand lay a water supply from a hydrant within 100' using 5" hose prior to running out of water
- Hand laying a supply line to a hydrant
- Engine or tanker as a secondary water supply
- Switching from booster tank supply to hydrant supply

Ladder company skills
- Operation of outriggers, including short jacking

- It may be in multiple choice style formats. - Test should be submitted digitally to academy (word) - This will prepare any test and make it a question for later use.
Probationary Exam Documentation Review
- The District/Battalion Chief will give every exam entry the RMS software system. - The Company Officer will give this step a signature
- Then the results go through the chain. - Chain consist of captain, district and Battalion chief.
- During each step, the officers are required to respond back on JFRD employee.
- Upon final completion of the 7th and 11th month- the academy gets sent reports and feedback review.
Monthly Review
- Company officer should monitor the probation employee on training.
- Documents can be filed on RMS
- These reviews are made official when signoff is completed
