# STANDARD OPERATING PROCEDURES ## CITY OF JACKSONVILLE FIRE AND RESCUE DEPARTMENT ### **CREATED:** 05/07 ### **REVISED:** 12/24 ## **TITLE:** Station Procedures ### **SOP:** 214 ## PURPOSE To standardize station operations. ## SITE SAFETY INSPECTIONS The procedure for all JFRD stations/facilities following an inspection by a State or Federal agency is as follows: 1. Notify the appropriate District/Battalion Chief. 2. Notify the Chief of Safety and advise of the results. 3. If a citation is issued, forward it to the District/Battalion Chief by hand. If unable to hand deliver, contact the District/Battalion Chief on that same day. ## JFRD MONTHLY INSPECTIONS It will be the responsibility of the District/Battalion Chief to conduct monthly inspections of the stations within their district/battalion. District/Battalion Chiefs will be accompanied by the OIC during the inspections. Deficiencies will be discussed with the OIC and documented on the Monthly Station Inspection Form (see Appendix A for a copy). The District Chief will deliver all Monthly Station Inspection Forms to the Deputy Chief of Operations by the 10th of each month. Any deficiency found to be dangerous to the health of either the personnel working in that station, or the public will be immediately reported to the Chief of Operations. If deemed unsafe to inhabit the station, the Chief of Operations will re-assign the apparatus/crew to an adjacent station to respond out of until their station is safe to inhabit. ## GATHERINGS Prior to the commencement of any type of gathering, approval shall be obtained from the following individuals through the chain-of-command: 1. Station Captain 2. District Chief 3. Director/Fire Chief Union meetings or gatherings shall be governed by the language in the Union Contract. ## PERSONAL VEHICLES There shall be no personal vehicles parked inside any fire station. RVs or boats brought to the station shall not be left there more than 4 consecutive shifts. ## ALARMS On-duty personnel shall, at all times while at the station, remain within hearing distance of the alarm system and shall respond to any alarm without delay. Personnel shall respond promptly to all alarms whether at the station, on the air (Available), or otherwise. Personnel will be held responsible for failure to respond in a timely manner. Personnel shall not leave their station, the fireground, or any other assigned duties without permission from the Company Officer. ## WORK ROUTINE ### **NORMAL WORK ROUTINE** All members shall comply with the Station Work Routine as established by the Station Captain. ### **HOLIDAY WORK ROUTINE** For shifts that fall on legal holidays, the normal station work routine and training schedule shall be the same as on Sunday unless otherwise directed by the Director/Fire Chief. ## GAMES Participation in games or recreational activities of any kind will be permitted only between the hours of 1000 and 2300, other duties permitting. For stations located adjacent to churches, no outside activities will be allowed while worship services are being held; nor within 30 minutes prior to or 30 minutes after such services. ## SLEEPING ### **GENERAL** Sleeping without underclothing will not be allowed. No one will lay on any bed at any time without bed linen on it. All bed linen shall be kept neat and clean at all times. Sleeping will be permitted in the bunkroom only. ### **SLEEP HOURS** Evening sleeping hours will be between 2000 hours and 0700 hours. Daily rest periods are permitted between 1300 and 1700, Monday through Saturday,. Daily rest periods are permitted between 1200 and 1700 on Sunday and on Holidays. Rest periods will be subject to the workload of the company and at the discretion of the Company Officer. One other exception may be granted in cases of illness or excessive fatigue occurring in the line-of-duty. ### **MATTRESSES** Mattresses and box springs shall be stood on end and inspected daily to include bed rails and aired out each Wednesday. The bunkroom floor, including the area underneath beds shall be cleaned and mopped (hard surface) or vacuumed (carpet) daily. ### **NOISE** There will be no talking, radios, lights, etc., that interfere with personnel sleeping during permitted hours. Personnel who persist in disturbing the accepted rest time will be subject to disciplinary action. ## FLOOR WATCH ### **DUTIES** Floor Watch duties and responsibilities will be established at each station by the Station Captain to ensure continuity of the administrative function of the station. Floor Watch duties shall be rotated evenly according to standard station procedures. ### **FLOOR WATCH TIME** Floor Watch in every station shall be maintained between the hours of 0700 and 2300. ### **CLOSE TO WATCH AREA** Personnel on Floor Watch shall remain in close proximity to telephones and alarm terminals; and shall be responsible for the proper receipt and relay of all alarms and messages to station personnel. If it is necessary for personnel on Watch to leave their post, arrangements shall be made to have another take the Watch until they return. This arrangement must have the permission of the Company Officer. ## VISITS When any individual enters a JFRD station, they shall be greeted and offered assistance in a courteous manner. Personnel shall make every effort to provide aid (e.g., blood pressure checks), information, or assistance when requested. When any Chief or City Official enters a JFRD station, all personnel shall stand and recognize them until instructed to resume their previous activities. If an official visit is announced ahead of time, all personnel will be present in the appropriate uniform of the day to greet the official. Visitation by families and friends of on-duty personnel will be regulated by the following: * **Courtesy** - Visitors shall be shown the utmost courtesy * **Restricted Area** - Visitors shall be restricted to areas designated by JFRD policy. All other areas will be off limits unless permission is granted by the Company Officer. * **Time Limit** - All visits will be limited to a reasonable duration. * **Non-Interfering** - All visits will be limited to periods that will not interfere with the standard work schedule or training periods. * **Detrimental to Morale** - Any visit that is deemed detrimental to the morale of on-duty personnel or is upsetting to the routine of the station shall be terminated by the Company Officer. All visits shall terminate at 2300 hours except by permission of the Company Officer. Visitors shall comply with JFRD telephone rules. ## TELEPHONES Telephone calls received during training, physical fitness, or placement of apparatus back in service shall be terminated quickly by the personnel receiving the call. ### **LONG DISTANCE** There shall be no long distance calls made or received at JFRD stations without the approval of Company Officer. A long distance call may be made or received with the provision that the call be collect or billed to the home phone or credit card of the individual making or receiving the call. ### **TIME LIMIT** The time limit for a single personal phone call on any JFRD phone shall be 5 minutes. ### **DIRECTORY ASSISTANCE** Personnel shall make effort to use the telephone directory to find needed phone numbers. ### **ANSWERING JFRD PHONES** Personnel answering JFRD telephones shall speak slowly and clearly and shall enunciate properly in order to be understood. The procedure for answering telephones at JFRD stations is to answer by giving the: * Specific station number or facility title * Rank and last name The procedure for answering any JFRD cellular phone is to answer by giving the: * Unit number * Rank and last name ### **CELLULAR PHONES** It is strictly prohibited to make or receive any personal cellular phone calls while responding to emergencies or operating at emergency scenes. This also includes usage while driving JFRD vehicles. While on-duty it is recommended that ringers be turned off or the phone placed on vibrate. ## EQUIPMENT Telephone, radio, computer, printer, or software problems shall be relayed to ITD (Information Technologies Division). Requests for station equipment repairs shall be submitted through Tivoli. After 1700 hours, or on weekends or holidays, serious problems shall be relayed to FRCC. When any equipment is noted as being lost, found, stolen, or damaged in any way, it shall be immediately reported to the Company Officer. The Company Officer shall then report it to the District Chief. The District Chief will make a thorough investigation and, if necessary, notify the appropriate Division Chief in writing. The Division Chief may then take further action if necessary. ## CONTACT INFORMATION An accurate log containing the names and Contact Information (telephone numbers, addresses, etc.) of all personnel assigned to that station shall be maintained by the Company Officer. Personnel are responsible for notifying the Company Officer of any changes in their Contact Information and shall update their information in Resource Management. ## TURNOUT GEAR INSIDE LIVING QUARTERS Turnout gear is not authorized inside the living areas of any JFRD facility. Turnout gear will only be allowed in the apparatus bay or in the designated turnout gear storage room. Signs that read "No Fire Gear Beyond Here" will be installed in all JFRD facilities. ## CANINES USAR canines are considered service animals and shall be allowed in all stations. Peer Support Team station dogs are not considered service animals but are allowed in all fire stations. No canine will be allowed in a fire station unless it is a certified USAR canine, a canine that is in training to become certified, or a Peer Support canine. Absolutely no other canines will be permitted on JFRD property or inside facilities at any time. All canines must be approved for the USAR or Peer Support programs through the Deputy Chief of Operations. All canines will have a JFRD I.D. badge. Canine handlers shall be responsible for keeping their canines clean and free of body odor. Handlers shall clean and maintain any area where their canines have been for the shift. Handlers shall pick up waste generated by the canine and shall be responsible for any pest found as a result of the canine. USAR handlers and potential handlers must be an active member of FLTF 5, with a canine search specialist certification. Peer Support Team station dogs will be trained and certified through K9's for Warriors and the American Kennel Club. Handlers shall regularly attend canine training. Canines shall be treated as JFRD personnel and at no times will crews interact with any canine without approval from the handler. Canines are not authorized in the kitchen, eating areas, and personnel sleeping areas. Canines shall be kept in a kennel when they are not under the direct control of the handler and when the handler is on a call. Any canine found to be aggressive towards personnel or disruptive to the daily station routine will not be allowed at the station.
