    Study Notes

    Annual Increases

    • Annual increases are made on an employee's anniversary date, defined as the date one year from the effective date of the last regular annual increase, promotion, demotion, or reclassification.
    • Annual increases are contingent upon funding by the Broward County Board of Commissioners and may be temporarily suspended due to budgetary constraints.
    • Full-time and part-time employees not reaching the top of their pay range are eligible for a step increase at one-year intervals on the first-full pay period after their anniversary date, unless denied by their Department Director.

    Denial of Annual Salary Increases

    • Annual salary increases are automatic unless a supervisor recommends, in writing, to deny the increase or due to budgetary constraints.
    • Supervisors can recommend denial of increase if an employee's job performance is substandard and does not warrant an annual salary increase.
    • Supervisors can recommend a delay of increase if an employee's job performance is substandard and requires further review.
    • Department Executive Directors make the final decision to deny, approve, or delay an annual salary increase.
    • Final decisions denying annual salary increases must be in writing and based on substantial deficiencies in job performance.
    • Final decisions that deny or delay an annual increase must be sent to Human Resources before the employee's anniversary date.

    Longevity (Lump-Sum) Payments

    • Longevity payments are contingent upon funding by the Broward County Board of Commissioners.
    • Lump-sum payments may be temporarily suspended due to budgetary constraints.
    • To receive a lump-sum payment, employees must be on the payroll on the date of the payment.
    • Employees at the maximum of their pay range for one year are entitled to receive an annual lump-sum payment of 3% of their base salary on their anniversary date.
    • Lump-sum payments are not part of an employee's base salary.
    • Represented employees should refer to their applicable bargaining unit agreement for their longevity program.
    • This policy was reviewed on November 11, 2019, revised on November 25, 2019, rescinds the previous policy from November 8, 2010, and is effective from December 19, 2019.

    Promotion Policy

    • Employees promoted to a higher classification will receive a pay increase to the minimum pay rate of the new classification.

    Pay Increase Rules

    • If an employee is already at or above the minimum step of the higher classification, their pay will be increased to the step closest to 5% within the range.

    Probationary Period and Annual Increase

    • After promotion, employees will serve a minimum 6-month probationary period.
    • Employees are eligible for an annual increase 1 year after the effective date of promotion, provided there is room within the range for an increase.
