Rights and Responsibilities of EUSA and OC

Rights and Responsibilities of the Organizing Committee (OC)
- The OC organizes the EUG according to EUSA Regulations and ISF/ESF rules

- The OC guarantees the provision of services, including accommodation, transportation, and meals, for participants
- The OC has the right to charge a participation fee per person per day
EUG Plan Master and Commissions
- The SVC (Supervision Commission) supervises the organization of the EUG on behalf of EUSA
- The SCAC (Supervision, Control, and Arbitration Commission) is the highest authority of the EUG and controls the overall organization and technical aspects
- The CC (Control Commission) is responsible for accrediting participants and controlling the authenticity of entries

- The TD (Technical Delegate) and ATD (Assistant Technical Delegate) are appointed by EUSA EC for each sport in the EUG program### Delegado Técnico (DT)
- Before the competition, the DT should:
- Maintain close collaboration with the EUSA Sports Director and the CO representative
- Ensure that the respective ESF/ISF, EUSA Technical Regulations, and MOR are complied with during the preparation phase
- Inspect the sports facilities, equipment, and materials to be used during the competition
- Collect accurate information about the number and level of performance of the teams and/or competitors
- Collect information about the number and qualification of referees and officials provided by the CO and/or proposed by the participating teams
- Determine the system and calendar of the competition
- Prepare a Technical Manual of the competition at least one month before the EUG for the SVC's authorization
Comisión Coordinadora de Voluntarios (VCC)
- The VCC cooperates with the Volunteering Department of the OC, helping to manage and supervise the international volunteers
- The VCC is composed of five members, three designated by the EUSA CE and two by the Volunteering Department of the OC
- The VCC is coordinated by the EUSA staff responsible for volunteers and supervised by the SCAC
- The mandate of the VCC members ends with the celebration of the EUG
Participants of the EUG
- Eligibility:
- Participants must be nominated through their NUSA
- If no team/competitor is nominated by a NUSA within the defined deadline, EUSA may accept a direct entry from the university, but must inform the respective NUSA
- Only the following can participate as competitors:
- Students officially enrolled and studying in a university or similar institution with recognized higher education status
- Alumni of the mentioned institutions who obtained their degree or diploma in the year preceding the EUG
- The age of the competitor is defined as: EUG year – year of birth = age
- Universities participating in the EUG:
- The participating universities are universities or similar institutions with recognized higher education status
- The participation of university teams from disputed territories is only possible for universities recognized by the European University Association or the International University Association
Acreditación
- EUSA collects participant data (name, address, residence, location, date and place of birth, nationality, photo, passport number, sex, university, faculty, and year of study, phone number, and email address)
- The treatment of these personal data is governed by the Swiss Federal Data Protection Act of 1992 (DPA)
- Accreditation cards with a recent photo will be issued to each competitor whose file has been approved by the CC
- The accreditation procedure starts two days before each competition
- Competitors cannot be accredited after the GTM
Entrada
- The invitation to the EUG is published on the EUSA website and sent to the NUSA nine months before the start of the EUG
- Deadlines for general, quantitative, and individual entries, as well as for referee registration and travel plans
- The NUSA is responsible for submitting all entries
- Entries are considered only if the deposit is paid within the defined deadlines
- The approved university will not send the quantitative entry within the deadline, the participation fee for the maximum permitted number of competitors and the CO may impose a referee fee### Payments and Fees
- The attribution fee will be paid within 1 month after attribution, while the activity fee will be paid within 1 month after the conclusion of the EUG.
- The guarantee fee is 10% of all deposits paid by participating teams to EUSA, and it will be deducted from the deposits.
- The guarantee fee will be transferred to the CO immediately after the end of the EUG, when all financial and organizational arrangements have been fulfilled.
Deposits
- EUSA will receive a deposit along with the general registration form from participating teams.
- The deposit is non-refundable and non-transferable, and it will be shared equally between EUSA and the OC in case of loss or withdrawal.
- The deposit is part of the total participation fee and will be transferred to the CO by EUSA at the due time.
Participation Fee
- The CO will receive a participation fee per person per night for each member of the delegation.
- The participation fee will be paid by each participant during the duration of their respective sport, minimum from one day before the GTM to the day after the Closing Ceremony.
- The participation fee covers services such as local transportation, accommodation, catering, competition, and ceremonies.
EUSA Registration Fee
- EUSA will receive a registration fee from competitors, officials, and other participants.
- The registration fee is non-refundable and non-transferable, and it will be paid by each participant within the defined deadlines.
- The EUSA EC will decide on the deadlines for the registration fee.
Refund Requests
- All refund requests must be made within 60 days after the conclusion of the EUG.
- Only refund requests made through the EUSA Refund Request Form will be considered.
Miscellaneous
- All fees will be determined by the EUSA EC by the latest at the attribution date of the EUG.
- EUSA EC has the right to introduce additional fees.
- All payments will be received in Euro (EUR) without any local or international bank transfer charges.
Cancellation
- If the EUG is cancelled, or one or more competitions are cancelled, deposits, participation fees, and registration fees will be refunded.
- The attribution fee is non-refundable and non-transferable.
Document Archive
- The EUSA Office will maintain an archive of electronic documents of the EUG, including competition results, statistics, and entries.
- Access to the documents is possible upon request to the EUSA Office.
Disciplinary Protocol
- EUSA promotes the principles of fair play, ethics, and good governance in sports.
- The disciplinary protocol is based on the principles of mutual understanding, friendship, and solidarity.
Medical Regulations
- All participants participate in the EUG at their own risk.
- Each participant requires international medical insurance during their stay in the EUG.
