Performance Review Overview
- Annual performance evaluations are mandatory for employees, conducted by immediate supervisors and subject to higher-level reviews.
- Employees can file a grievance regarding their performance rating, but arbitration is only possible for ratings of "unacceptable" or "needs improvement" for permanent employees.
Step Increases
- Step increases are awarded on the anniversary of employment or the last promotion date.
- Employees promoted within two pay periods of their increase date will also receive the next step increase.
Consequences of Negative Ratings
- Ratings of "unacceptable" or "needs improvement" result in the rescindment of the effective step increase.
- Affected employees must reimburse the Department for any overpayments received from step increases during this rating period.
- Rescinded step increases are not retroactively paid until performance improves.
Eligibility for Performance Ratings
- Employees must work a minimum of six months within a rating period to be eligible for performance ratings.
- Those with less than six months of work will not be rated and thus cannot receive annual step raises.
- Employees returning to work within the rating period for at least four months and achieving at least an "acceptable" rating will be granted the annual step raise retroactively.
Reviews for Probationary Employees
- Probationary employees undergo several performance reviews throughout their first year, specifically at:
- Completion of the Recruit Academy or relevant training,
- Six months,
- Eight months,
- Eleven months of service.
