      • Carrying firearms or other weapons on City property without authorization.
      • Bringing firearms or weapons into City vehicles without authorization.
      • Using firearms or weapons while on duty unless specifically authorized and trained for such actions.

    Rule 5: Gambling

    • Prohibited Conduct: Gambling on City property or during work hours.
    • Examples of Prohibited Conduct:
      • Playing cards or other games of chance for money or other prizes.
      • Conducting lotteries or other forms of gambling on City property.
      • Participating in any form of gambling during work hours.

    Rule 6: Misconduct off Duty

    • Prohibited Conduct: Misconduct off duty that reflects negatively on the City, including conduct that is illegal or harmful, or that may bring disrepute to the City or its employees.
    • Examples of Prohibited Conduct:
      • Engaging in criminal activity while off duty.
      • Using illegal drugs or alcohol while off duty.
      • Committing acts of violence or aggression while off duty.
      • Engaging in behaviors that are disruptive, disrespectful, or harmful to others while off duty
      • Making public statements that are offensive or derogatory toward the City, its employees, or its customers, regardless of whether those statements are made in person or online.

    Rule 7: Use of City Property and Resources

    • Prohibited Conduct: Unauthorized or improper use of City property or resources, including City vehicles, electronic devices, and communication systems.
    • Examples of Prohibited Conduct:
      • Using City vehicles for personal errands.
      • Using City computers or phones for personal use, such as social media, shopping, or gaming.
      • Downloading or storing inappropriate content on City-issued devices.
      • Accessing or sharing confidential information without authorization.
      • Engaging in personal business activities during work hours or while using City resources.

    Rule 8: Personal Conduct and Appearance

    • Prohibited Conduct: Any behavior that is inappropriate or unprofessional in the workplace.

      • Behaving in an offensive, disrespectful, or uncivil manner towards colleagues.

    Fire Department Rules and Regulations

    • Members are required to have a valid driver's license and immediately notify the Chief if their license is suspended or revoked

    • Members must prevent the removal or disturbance of suspicious items at fire scenes
    • Members are prohibited from possessing unauthorized weapons or explosives while on duty
    • Members are prohibited from knowingly falsifying records or reports
    • Members must discharge their duties with the greatest degree of silence possible
    • Members are prohibited from careless or unauthorized operation of vehicles and equipment
    • Members are prohibited from posting or removing notices on bulletin boards without authorization

    Bulletin Board Procedures

    • Station Captains can post operational information, including but not limited to: house fund information, house cleaning and maintenance schedules, work schedules, street schools, and training
    • Local #67, IAFF is allotted space on the station bulletin board or a separate bulletin board
    • Official union communications approved by the Union President or designee can be posted
    • Other communications require “Approved for posting by the Fire Chief” stamp or note
    • Posting is not authorized for any items for sale or the promotion of any “for profit” business or activity

    Division Conduct and Personal Appearances

    • Members must maintain a clean personal appearance and proper physical condition to perform their duties
    • Members should participate in the Division physical fitness program unless excused by the Chief
    • Members are prohibited from littering or contributing to poor housekeeping, unsanitary, or unsafe conditions on Division premises
    • Members must abide by safety rules and common safety practices
    • Members are prohibited from using Division vehicles or apparatus for non-Division related business (e.g., shopping, banking)

    Reporting Arrests or Court Actions

    • If arrested and unable to report for duty, Division personnel must immediately notify the Fire Alarm Office
    • Division personnel can only use previously scheduled annual vacation, monthly vacation, or request LWOP in accordance with 712.15
    • Written notification to the Fire Chief (via chain of command) is required for:
      • Division personnel subject to arrest, court action, or court appearance (excluding divorce/child custody proceedings, unless there’s an action due to non-payment of child support)
      • Division personnel initiating lawsuits relating to their employment with the Division of Fire
      • Sworn personnel served with criminal temporary protection orders or any court orders related to domestic violence
      • Sworn and other Division personnel who operate motor vehicles on duty and are subject to the loss, suspension, or revocation of their driving privileges
      • Division personnel receiving a subpoena from, or otherwise assisting a party, in any civil or criminal matter adverse to the interests of the Division of Fire or the City of Columbus
      • Division personnel receiving a subpoena from, or otherwise assisting, the defense in a criminal case

    Performance of Duties

    • Members of the Division of Fire must devote their full time and attention to the business of the Division while on duty
    • Use of personal electronic devices is limited to times when the goals of the Division have been met and it does not lead to public criticism
    • Any members engaging or planning to engage in off-duty employment or business activities that might conflict with their duties must notify the Fire Chief
    • Members are considered available for active duty at all times, whether on-duty or off-duty
    • Members must conform to and obey all rules, resolutions, regulations, and directives of the Division
    • Members normally receive orders from their immediate superiors but must comply with all orders issued by any superior officer
    • Members must respectfully advise the officer issuing a new order of any previous orders and then follow the instructions of the officer issuing the most recent order
    • Members must refrain from exceeding their authority in giving orders and any member acting in obedience to an improper order shall be protected against penalty
    • Members must exert their greatest effort to perform their duties and not display cowardice, lack of energy, incompetence, or gross neglect of duty
    • Members who cause or contribute to loss of life or excessive damage to property due to lack of judgment, knowledge, neglect, or carelessness are held responsible for their actions
    • Members who neglect to acquire necessary knowledge to adequately perform their duties are deemed inefficient and ignorance of regulations or orders will not be accepted as an excuse
    • Members must report information to their company commander or authorized person regarding obstruction of streets, dangerous buildings, leaky hydrants, or any other information relevant to the city or the Division
    • Members who are exposed to a contagious disease while on duty must report it to their immediate superior and complete required forms

    Complaint Procedure

    • The Division of Fire Complaint Form PI-12 is available in the Safety Director’s Office, the Administrative Office, and the Professional Standards Unit
    • Complaints must be immediately referred to the Administrative Office or the Professional Standards Unit
    • Citizens lodging complaints at a fire station or other Division facility must be assisted in calling the Administrative Office or the Professional Standards Unit
    • A file copy of all complaints received is retained by the Professional Standards Unit

    Media Relations

    • Requests from news media or commercial entities to take pictures/videos inside Division facilities must be referred to the Public Information Office for approval.

    Emergency Scene Media

    • All media representatives shall be referred to the Media Sector
    • The Division Public Information Officer (PIO) will serve as the Division spokesperson on-scene when it is appropriate

    Scope of Employment

    • Off-duty firefighters performing duties pursuant to legal orders from the Fire Chief are considered acting within the scope of employment
    • Off-duty firefighters coming to the aid of a person or property are considered acting within the scope of employment when:
      • Refraining from such aid would have a severe and immediate detrimental effect on the person or property
      • The aid is the same and/or similar to that which would be provided by the individual as a member of the Columbus Division of Fire
      • The firefighter is not acting within the scope of employment of another employer, as an independent contractor, or while self-employed
    • Firefighters acting within the scope of employment of another employer, as an independent contractor, or as a self-employed person are not deemed to be in the scope of employment for the City of Columbus
    • Firefighters serving as volunteer or paid members in other communities are advised to seek information regarding health and death benefits available to them through the other organization
    • Engaging in organized activities, such as supporting a charity, special cause, union function, sports activity, etc. is not considered to be in the scope of employment, unless it's Division-sanctioned
    • Special Duty assignments are restricted to Division-sanctioned Special Duty assignments
    • The Fire Chief has discretion in approving Special Duty for either the specific activity or for the member submitting a request

    Subpoena Procedures

    • Members will not be compensated or relieved of duty with pay for subpoenas that are not a result of their duties/position with the Division of Fire, or in instances where the member is a plaintiff, complaintant, or defendant in a civil or criminal action
    • Division members are expected to honor any subpoena they receive but are eligible for overtime compensation only if they follow Division S.O.P.’s

    Division Training Policy

    • The Division of Fire aims to provide comprehensive training for all employees.
    • Training programs are designed to be progressive, well-developed, and effective.
    • Training categories include Recruit Training, Apprenticeship Training, In-Service Training, Officer Training, and Specialized Training.

    Recruit Training

    • Recruit training focuses on fundamental instruction and training at the Division Training Academy.
    • Instructors include designated Academy personnel, Emergency Services Bureau members, and other fire Division or civilian personnel.
    • Recruit training covers subjects such as firefighting evolutions, ventilation practices, tools and equipment, building construction, apparatus driving, hose lays, self-contained breathing apparatus practices, chemistry of fire, search and rescue, and first aid procedures.
    • Recruit training duration varies depending on conditions and needs.

    Apprenticeship Training

    • The Division hires and trains recruit firefighters under the Joint Apprenticeship and Training Committee (JATC) program.
    • The JATC program consists of a 36-month program for firefighters hired after November 1993, following national training standards.
    • Each apprentice firefighter must sign a written agreement acknowledging the terms of the Apprenticeship Standards.
    • Apprentice firefighters undergo a 12-month probationary period.
    • Apprentice firefighters may be terminated for failing to complete the apprenticeship program requirements.

    In-Service Training

    • In-Service Training consists of three phases: Division-wide standardized training, personal training needs, and physical training.
    • All Division members participate in this program based on their rank and duty assignments.
    • Company commanders evaluate the personal training needs of their companies and individual members.
    • Physical training is encouraged for all company commanders and assigned members.

    Officer Training

    • Programs focus on leadership, management, supervision, employee counseling, instructor training, and other subjects associated with successful performance as a fire officer.
    • Officer training participants often include those on the current promotional eligibility list.
    • Instructors may be members of the Fire Division or civilian personnel with specialized knowledge and training.

    Specialized Training

    • The Division Training Academy conducts programs for specialized procedures or equipment.
    • Outlines and lesson plans for specialized training are reviewed by the Training Academy and require the approval of the Fire Chief.
    • Examples of specialized training include hazardous materials training, heavy rescue training, first aid and medic training, air crash firefighting, training concerning new apparatus or equipment, fire prevention and arson investigation training, bomb squad training, and other subjects or areas of concern.
    • Training and instruction of the Auxiliary Firefighting force is also included in this category.

    Staff Distribution Policy

    • The Division of Fire aims to maintain a desirable balance of staff among the battalions of the Emergency Services Bureau.
    • Each Deputy Chief attempts to keep all battalions balanced in staff.
    • Battalions should have at least two members above the Division minimum standards.
    • Company Commanders who cannot meet minimum staffing standards must notify their Battalion Chief.

    Minimum Staffing Standards

    • Engine Companies: Four members per unit.
    • Ladder Companies: Four members per unit.
    • Rescue Companies: Three members per unit.

    Acting Officers

    • A Division officer or firefighter designated to act in a capacity higher than their appointed position is known as an Acting Officer.
    • Acting Officers have all the authority and privileges of the position in which they are acting.
    • Acting Officers must maintain a level of competence commensurate with the position's requirements and responsibilities.
    • Guidelines for selecting Acting Officers are found in the agreement between the City of Columbus and Local #67 IAFF.

    Delegation of Authority

    • Supervisors delegate authority and responsibility to others to efficiently perform their duties.
    • Authority and responsibility being delegated must be clearly defined.
    • Over-supervision defeats the purpose of delegation.
    • Supervisors should delegate to immediate subordinates within the chain of command.

    • Completed staff work involves studying a problem and presenting a solution in a form that allows the supervising officer to simply approve or disapprove.
    • Subordinates are responsible for working out the details and providing a finished product.
