BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 46.100 UNUSUAL OCCURRENCES Revised: October 8, 2020 I. PURPOSE: The purpose of this departmental standards directive is to provide guidelines to ensure that the Department is prepared to respond effectively and efficiently to unusual occurrences. II. POLICY: It shall be the policy of the Department to respond to unusual occurrences in order to maximize the safety and security of people within the City of Boca Raton. III. DEFINITIONS: Civil Disturbances: Riots, disorders, and violence arising from various situations, including, but not limited to, dissident gatherings and marches, concerts, football games, political conventions, and labor disputes. Disasters: Floods, hurricanes, earthquakes, explosion, and tornadoes. Pandemic: An epidemic occurring worldwide, or over a very wide area, crossing international boundaries and usually affecting a large number of people. IV. PROCEDURE: A. UNUSUAL OCCURRENCES: 1. Situations, generally of an emergency nature, which typically result from natural and man-made disasters, and civil disturbances. 2. Responses to unusual occurrences are covered under the following written directives: a. For procedures relating to the implementation of an Incident Command System, see Standard Operating Procedure 46.01 Incident Command System (ICS). b. For procedures relating to the response to civil disturbances and mass arrests, see Standard Operating Procedure 46.03 Civil Disturbances and Mass Demonstrations. For procedures relating to the response to pandemics, see Standard Operating Procedure 46.32 Pandemic Preparation and Response. B. RESPONSE TO UNUSUAL OCCURRENCES: 1. Law enforcement officers (LEOs) responding to an unusual occurrence shall implement the Incident Command System (ICS) using the procedures found in Standard Operating Procedure 46.01 Incident Command System (ICS), designate an incident commander (IC), and augment the ICS with any procedures from the City’s Emergency Management Plan (EMP). 2. Response to natural and man-made disasters will be in accordance with procedures of the Department, the City’s EMP and appropriate Florida State Statutes. 3. The purpose of the City’s EMP is to minimize the effects of natural and man-made disasters in the City of Boca Raton; to effect recovery in the post-disaster period; and to set forth the operational policy and procedures for effective disaster coordination and action. 4. Departmental Standards Directive 02.100 Jurisdictional Responsibilities/ Mutual Aid/Liaisons will provide further information concerning situations involving the use of mutual aid agreements with other jurisdictions. 5. All equipment designated for use in emergencies or unusual occurrences will be inspected and inventoried monthly by the supervisor of that unit or his/her designee and documented as per the unit/team’s procedure. Effective: January 1, 1989 Revised: October 8, 2020 Unusual Occurrences Directive No. 46.100 Page 2 of 3 C. EMERGENCY OPERATIONS CENTER (EOC): 1. If a situation escalates and will involve more than available resources, the EOC, located at the 6500 Building will be put into operation at the direction of the city manager or his/her designee. 2. If the EOC is operational and the Department is a component of that operation, an after-action report will be submitted to the chief of police as soon as possible after the all clear signal is given. D. MUTUAL AID: 1. See Departmental Standards Directive 02.100 Jurisdictional Responsibilities/ Mutual Aid/Liaisons for further information. E. AVAILABILITY OF COMMAND: 1. Division commanders may rotate on 12-hour shifts throughout the unusual occurrence. 2. Captains will maintain overall operational and administrative control on a rotating 12-hour shift. F. TRAFFIC CONTROL: 1. Traffic control will be handled with a priority for major transportation elements, material highways and evacuation routes. G. LEGAL CONSIDERATIONS: 1. Florida Statutes of particular concern in unusual occurrence situations are specified in Appendix A.
