BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 46.02 UNUSUAL OCCURRENCE PLAN Revised: April 16, 2021 I. PURPOSE: The purpose of this standard operating procedure is to provide guidelines for the response to unusual occurrences, to include the initial determination of an emergency, staff responsibilities, and personnel allocation. II. DEFINITIONS: Civil Disturbances: Riots, disorders, and violence arising from various situations, including, but not limited to, dissident gatherings and marches, concerts, football games, political conventions, and labor disputes. Disasters: Floods, hurricanes, earthquakes, explosion, and tornadoes. Pandemic: Occurs when a new virus or disease emerges for which there is little or no immunity among humans, begins to cause serious illness, and then spreads easily from person to person worldwide. Unusual Occurrences: Situations, generally of an emergency nature, which typically result from natural and man-made disasters, and civil disturbances. III. PROCEDURE: A. INITIAL DETERMINATION OF AN UNUSUAL OCCURRENCE: 1. When an LEO becomes aware of an unusual occurrence, he/she shall request that the nearest supervisor respond to the scene. 2. Once on scene the supervisor shall evaluate the situation, and initiate action necessary to restore order or prevent the situation from escalating. 3. If order cannot be immediately restored or it appears that the situation may escalate, the supervisor shall notify the watch commander and initiate the incident command system according to the Standard Operating Procedure 46.01 Incident Command System. B. GENERAL STAFF RESPONSIBILITIES: 1. If an event is pre-planned or prolonged, the incident commander (IC) will implement the ICS according to Standard Operating Procedure 46.01 Incident Command System. Responding to emergencies, disasters, or civil disturbances normally shall be handled through the following four stages of staffing, as the situation dictates: a. The first response stage requires all on-duty uniformed employees except those needed to handle priority calls for service. b. The second response stage requires all on-duty law enforcement officers, including detectives, motor officers, etc. and officers working off-duty details. c. The third response stage requires off-duty employees to be called in to help handle the emergency. d. The fourth response stage requires more staffing and/or equipment than is available within the Department, so other departments or agencies shall be requested to assist. i. The Palm Beach County Sheriff’s Office (PBSO), due to available personnel and equipment resources, is normally in the best position to provide assistance initially.
