**[SBA Police Counter Corruption Strategy]** This strategy sets out a vision of a concerted policing response to corruption. It establishes an ambitious and structed framework for tackling corruption. The strategy is in line with the UK Anti-Corruption Strategy which is under-pinned by the National Crime Agency (NCA) 2020 Strategic Intelligence assessment. **[The Challenge ]** Corruption threatens our ability to protect the public and undermines SBA Police law enforcement ability to prevent and detect crime. Unchecked it erodes public confidence and enables those engaged in terrorism and serious organised crime. Strategically corruption threatens the security and prosperity of the SBA's. **[Our Vision ]** Our work to combat corruption will contribute towards three long-term outcomes: - To protect the public by reducing the threat of corruption - To enhance SBA Police law enforcement ability to prevent and detect crime, by maintaining high professional standards and integrity - To enhance public confidence in Policing Tackling corruption is in the SBA's interest. It helps keep us safe from threats to our safety and security, from organised crime, terrorism and illegal immigration, and from insiders who exploit their position, office or accesses to organisations assets for malign purposes. The integrity of the SBA Police service and wider law enforcement partners underpins the principles of policing by consent. The public rightly expect those charged with upholding the law, to behave to the highest of standards. As an institution, law enforcement also has an obligation to be transparent and take responsibility for mistakes; to understand what went wrong and why, then learn and implement change to prevent repetition. To this end Policing and counter corruption work must embrace a culture of learning. **[Our priorities (STUDIOS) ]** The 2020 NCA Strategic Intelligence Assessment identifies seven counter corruption priorities that will be the focus of our efforts: - **S**exual Misconduct / Abuse of Position for a Sexual Purpose - **T**heft and Fraud - **U**nauthorised Disclosure of Law Enforcement Information - **D**rug Use and Supply - **I**nappropriate and Notifiable Associations - **O**rganised Crime - Threat of Corruption / Infiltration - **S**ocial Media **[Our approach ]** This strategy will be guided by four approach principles, which are: - **Prevent** and deter from engaging in corruption, including strengthening our professional integrity - **Pursue** and punish the corrupt and those who seek to exploit our workforce, utilising the law to investigate, prosecute and sanction wrongdoers - **Protect** against corruption, through an open and resilient approach, working in collaboration with partners across public, private and voluntary sectors - **Prepare** and reduce the impact of corruption where it takes place, and embrace a culture of learning This adopts the '4P' framework (Pursue, Prevent, Protect and Prepare) that the UK government uses to co-ordinate its work on counter terrorism, serious and organised crime, and anti-money laundering. **[Delivering the Vision]** As we work to deliver the vision, we will: **PROTECT** - Protect the public by reducing the threat of corruption: - Improve our understanding of the SBA corruption picture to address any weaknesses in the evidence base and ensure that we effectively target and prioritise our effort and resources. - Innovate and embrace the use of technology to predict and prevent corrupt practice and develop a culture of organisational learning. **CAPABILITY** - Enhance SBAP capability and capacity to prevent and detect crime, by maintaining high professional standards and integrity: - Enhancing the professional development of the workforce, using learning to add value through training and debriefing, maintaining and improving standards, using satisfaction levels to inform and professionalise. - Developing our capability, capacity, standards and partnerships, showing top-class leadership against corruption, working collaboratively with internal and external partners. **CONFIDENCE** - Enhance public and partner confidence: - Effectively use and develop legal and policy frameworks to protect the integrity of policing. - Establish an effective governance process to monitor performance and enhance public confidence. **[Organisational policy ]** - Code of Ethics - Guidance on maintaining a professional boundary between police and members of the public - Guidance on appropriate personal behaviours and relationships in the workplace - The use of social media through the Code of Ethics - Authorised professional practice on engagement and communication between the police and media - Taking into consideration the College of Policing APP Professional Standards - Policy on Outcomes in Police Misconduct Proceedings - SBA Police Counter Corruption Strategy -- on Enforcement, Intelligence, Prevention, Communication and Engagement - Notifiable / Inappropriate associations policy - Business Interests policy - Gifts and Hospitality guidance - MOD Anti-fraud awareness policy **[Our Strategic Vision]** To protect the integrity of the SBA Police by tackling corruption through three long-term objectives: **Protect** To protect the public by reducing the threat of corruption **Capability** Enhance SBAP capability to prevent and detect crime, by maintaining high professional standards and integrity **Confidence** To enhance public and partner confidence in SBA Police law enforcement.
