What are the Legal Foundations of the National Services Training Program? C – Commonwealth Act No. 1 (Also known as the National Defense Act) P – Presidential Decree 1706 (Also known as the National Service Law) R – Republic Act 7077 (Commonly known as The Citizen Armed Forces of the Philippines Reservist Act) 4. What is NSRC? National Service Reserve Corps (NSRC) – created under the Section 11 of RA 9163 or the NSTP Act of 2001 History and Legal Bases - National Service Training Program (NSTP) started with the passage of Commonwealth Act No. 1 also known as National Defense Act. An act to provide national defense of the Philippines. - Under the government of President Manuel L. Quezon (1935). It requires college students, specifically males to finish 2 years or 4 semesters of Military Training to be reserved cadets of the National Defense of the Country Republic Act No. 9163 – a.k.a. the National Service Training Program Act of 2001 - This law is intended for tertiary students in response the public request for reforms in the Reserve Officer’s Training Corps (ROTC) Program. - Signed into law by Pres. Gloria Macapagal Arroyo on July 23, 2002 - This law was implemented effective school year 2002 – 2003 in all higher education institutions (HEIs). Components of the NSTP 1. Reserve Officer’s Training Corps (ROTC) - A program designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. 2. Literacy Training Service (LTS) - It is a program designed to train students to become teachers of literacy and numeracy skills to school children and out of the school youth and other segments of society in need of their service 3. Civic Welfare Training Service (CWTS) - It refers to the program and activities contributory to the general welfare and betterment of life for the members of the community or the enhancement of its facilities, especially those devoted in improving health, education, environment, safety, entrepreneurship, recreation and morals of the citizenry. Legal Precedents of the National Services Training Program C – Commonwealth Act No. 1 (National Defense Act) - Enacted by the Philippine National Assembly on December 21, 1935 to create an independent Philippine Military which requires all male citizens between 18 and 30 years of age to undergo training in order to provide a military service as preservation of the state is obligation of every citizen. P – Presidential Decree 1706 (National Service Law) - Signed by Pres. Ferdinand Marcos on August 8, 1980. It requires all Filipino citizens to render national service in any of the three main programs namely: a. Civic welfare service b. Law enforcement service, and c. Military service R – Republic Act 7077 (The Citizen Armed Forces of the Philippines Reservist Act) - Enacted by the 8th Congress of the Philippines on June 27, 1991 to provide the organization, administration, training, maintenance and utilization of the citizen armed forces of the Philippines. In the event of war, invasion of rebellion, to assist in relief and rescue during disaster or calamities. Who are covered by the NSTP Law? 1. All incoming freshmen students, male, female, starting school year (SY) 2002-2003, enrolled in any baccalaureate and in at least two year technical-vocational or associate courses, are required to complete one (1) NSTP component of their choice, as a graduation requirement; 2. All higher and technical-vocational education institutions must at least offer one of the NSTP components. 3. Private higher education and technical-vocational education institutions with at least 350 student cadets, may offer the ROTC component and consequently establish/maintain a Department of Military Science and Tactics (DMST), subject to the existing rules and regulations of the Armed Forces of the PThilippines (AFP).
