RA 10121 and NSRC Objectives of NSTP Vision, Mission and Objectives MODULE 1 THE NATIONAL SERVICE RESERVE CORPS (NSRC) OF THE NATIONAL SERVICE TRAINING PROGRAM (NSTP) OBJECTIVES 1. To introduce the Mission, functions and compositions of the National Service Reserve Corps as school and community-based reserve units; 2. To provide vital knowledge and skills required for the successful development, organization, training, administration, utilization, mobilization, operations, accreditation, protection and funding of the school- based and community based NSRC Reservists. 3. To train core of leaders who shall lead the NSRC training and implementation of activities in the campus and in their local communities. NSTP Program The NSTP is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its program components. NSTP Program All male and female students enrolled in any baccalaureate or in at least two (2)- year technical/vocational or associate courses are required to complete the equivalent of two (2) semesters of an NSTP Common Module. NSTP components listed below as a requisite for graduation: 1) Reserve Officers’ Training Corps (ROTC) 2) Literacy Training Service (LTS) 3) Civic Welfare Training Service (CWTS) Civic Welfare Training Service (CWTS) Involves activities contributing to the general welfare and betterment of life for community members. Examples: Health education, environmental protection, disaster preparedness. Literacy Training Service (LTS) Designed to train students to become teachers of literacy and numeracy skills to school children, out-of-school youth, and other segments of society. Focuses on teaching and mentoring in various communities. ROTC The Reserve Officers' Training Corps (ROTC) in the Philippines aims to provide military education and training for students to mobilize them for national defense preparedness. Overview of Republic Act No. 10121 REPUBLIC ACT No. 10121 or otherwise known as the “Philippine Disaster Risk Reduction and Management (PDRRM) Act of 2010” mandated the organization of the National Service Reserve Corps (NSRC) from the graduates of National Service Training Program (NSTP) who are non- Reserve Officers‟ Training Corps (Non-ROTC). Overview of NSRC The National Service Reserve Corps, also referred to by the acronym NSRC is a unit composed of graduates of the Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) components of the National Service Training Program Brief History of NSRC The NSRC was created by virtue of Republic Act 9163, known as the National Service Training Program or NSTP Act of 2001. The NSTP Act mandated that all graduates of the non-ROTC (Reserve Officers' Training Corps) component of the NSTP, namely CWTS and LTS, shall constitute the National Service Reserve Corps. Brief History of NSRC ROTC graduates on the other hand, shall become reservists of the Armed Forces of the Philippines. Mission, Functions, and Composition of the NSRC Mission: To provide a trained, motivated and organized manpower reserve that can be tapped by the State for DRRM, civic welfare, literacy, national emergency, environmental protection and other similar endeavors in the service of the nation Mission, Functions, and Composition of the NSRC Functions: 1. To assist in the disaster preparedness, mitigation, response and rehabilitation programs; 2. To serve as an auxiliary to the Disaster Risk Reduction and Management Councils (DRRMCs) response units; 3. To assist in the promotion of civic welfare activities; 4. To assist in the implementation of literacy programs; Mission, Functions, and Composition of the NSRC Functions: 5. To assist in socio-economic development; 6. To respond in case of mobilization for national emergency; 7. To assist in environmental protection; and 8. To perform other similar endeavors as directed by higher DRRM authorities. Mission, Functions, and Composition of the NSRC Composition: The NSRC shall be composed of the graduates of the Civic Welfare Training Service (CWTS) and the Literacy Training Service (LTS) components of the NSTP. NSTP to UBians Vision The NSTP aims to create valued and useful citizens who can contribute to the improvement of the target communities' quality of life as well as their stability, cohesion, and growth. NSTP to UBians Mission The NSTP is a dynamic service that offers capability enhancement for civil welfare with a focus on motivating youth to improve their skills, knowledge, and attitudes on various endeavors and develop their interest in doing volunteer work and being receptive to achieving peace in the context of nation-building. NSTP to UBians Goals To institutionalize the NSTP structure, systems, and procedure in the operation of the program for Good Citizenship.
