What is the legal basis of the National Service Training Program (NSTP)? The National Service Training Program (NSTP) Law or RA 9163 also known as “An Act Establishing the Servic National Training Program (NSTP) for e level students, tertiary amending for the purpose Republic Act No. 7077 and Presidential Decree No. 1706, and for other purposes.” was enacted on January 2002 to amend the Expanded ROTC. What is the legal basis of the National Service Training Program (NSTP)? This program aimed to enhance civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components, specifically designed to enhance the youth’s active contribution to the general welfare. THE PRIME DUTY OF THE GOVERNMENT TO ITS CITIZENS While it is the prime duty of the government to serve and protect its citizens, in turn, it shall be the responsibility of all citizens to defend the security of the state, and in fulfillment thereof, the government may require each citizen to render personal, military or civil service. THE GOVERNMENT’S RECOGNITION TO THE YOUTH’S ROLE IN NATION-BUILDING In recognition of the vital role of the youth in nation-building, the state shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism, nationalism, and advance their involvement on public and civic affairs. In pursuit of these goals, the youth, the most valuable resource of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. THE GOVERNMENT’S RECOGNITION TO THE YOUTH’S ROLE IN NATION-BUILDING As the most valuable resource of the nation, the youth shall be motivated, trained, organized and involved in the military, literacy and civic welfare programs and other similar endeavors in the service of the nation. What are the components of the NSTP? What are the components of the NSTP? Reserve Officer’s Training Corps [ROTC] is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. What are the components of the NSTP? Civic Welfare Training Service [CWTS] refers to programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and What are the components of the NSTP? SEC. 4. Establishment of the National Service Training Program. hereby established a National Service Training Program (NSTP), which shall form part of the curricula of all baccalaureate degree courses and of at least two (2) year technical – vocational courses and is a requisite for graduation, consisting of the following service components: 1) The Reserve Officers’ Training Corps (ROTC), which is hereby made optional and voluntary upon the effectivity of this Act. 2) The Literacy Training Services; and 3) The Civic Welfare Training Service Exempted from taking the NSTP RULES AND REGULATIONS IMPLEMENTING REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE “SANGGUNIANG KABATAAN REFORM ACT OF 2015” Rule II, SECTION 16. Privileges of SK Officials. - (a) All SK officials in good standing, whether elected or appointed, shall, during their incumbency: (2) Be exempt from taking the National Service Training Program-Civic Welfare Training Service (NSTP-CWTS) subjects. In lieu thereof, concerned SK officials shall submit written reports, preferably with photographs, or other documentations of their participation in the implementation of programs, projects and activities as outlined in the Annual Barangay Youth Investment Program (ABYIP). Absence of such reports and documentations or a finding to the contrary upon verification of submitted reports, will disqualify the concerned SK officials from this privilege. The CHED and the Commission shall jointly promulgate the guidelines for the implementation of this provision; What is the duration and equivalent course unit of each of the NSTP Component? Each of the NSTP component shall be undertaken for an academic period of two (2) semesters for a min of 54 and max of 90 training hours per semester. It shall be credited for three units per semester. What fees shall be charged to students taking any of the NSTP components? No other fees shall be collected except basic tuition fees, which should not be more than 50% of the charges of the school per academic unit. What is NSTP-One Summer Program (NSTP-OSP)? NSTP-OSP is established for the three (3) components: ROTC, CWTS and LTS. This is intended for graduating students in baccalaureate or at least two-year technical- vocational or associate courses, who have yet to comply with the NSTP as a requirement for graduation, as well as for students, thus allow them to concentrate on the academic subjects and other co-curricular concerns. SEC. 11. Creation of the National Service Reserve Corps. There is hereby created a National Service Reserve Corps, to be composed of the graduates of the non-ROTC components. Members of this Corps may be tapped by the State for literacy and civic welfare activities through the joint effort of the DND, CHED and TESDA. Graduates of the ROTC shall form part of the Citizens Armed Forces, pursuant to Republic Act No, 7077. What is the National Service Reserve Corps (NSRC)? NSRC is created under Section 11 of RA 9163 or the NSTP Act of 2001, composed of graduates of the non- ROTC components: the CWTS and LTS. Members of this Corps maybe tapped by the State for literacy and civic welfare activities, through the joint effort of DND, CHED, and TESDA. THE NSTP-LTS DIMENSIONS OF DEVELOPMENT L - earn teaching pedagogy T - each literacy and numeracy S - erve the community NSTP-LTS SERVICE COMPONENTS Values Formation and Moral Recovery - This involves the development of youth to be good leaders, responsible individuals imbued with good moral values and active agent of development of the community. Organizations of GRADUATES under Section 11 of revised IRR Graduates of the non-ROTC components of the NSTP shall belong to the National Service Reserve Corps (NSRC) that could be tapped by the state for literacy and civic welfare activities through the joint efforts of Department of National Defense (DND), Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA) in coordination with Department of Interior and Local Government (DILG), Department of Social Welfare Development (DSWD) and other concerned agencies/associations. The CHED, TESDA and DND, in consultation with other concerned government and non-government agencies, shall issue the necessary guidelines for the establishment, organization, maintenance and utilization of the National service Reserve Corps. Graduates of the ROTC program shall form part of the Citizens Armed Force pursuant to R.A. 7077, subject to the requirements of the DND. What happens to the graduate of NSTP? The NSTP-LTS/CWTS, as one of the core group in community extensions and different outreach activities whether inside or outside the school will be tapped in cases whenever their service is needed (volunteers, relief distributions, disaster incidents etc. ). Likewise, graduates will be part of the National Service Reserve Corps (NSRC) that is stated on the paragraph of Section 11 of RA 9163. What happens to the graduate of NSTP? At the end of the program a Certificate of Completionwith corresponding Serial Numbers issued by CHED, TESDA or DND, shall be awarded by the SUCs, TVls, LUCs, and PHEls to students who have successfully complied with the program requirements. Such Serial Numbers shall be indicated in the official Transcript of Records of each NSTP graduate.
