It repealed PD No. 1566 and replaced the NDCC with the National Disaster Risk Reduction and Management Council (NDRRMC) as the focal body. o 21 years in the making o 7 Congresses o 4 Administrations o Signed into law on 27th of May 2010 RA 10121 provides for: the development of policies and plans and the implementation of actions and recovery, including good governance, risk assessment and early warning, knowledge building and awareness raising, reducing underlying risk factors and preparedness for effective response and early recovery. Sources of Disaster Sources of Disaster Sources of Disaster Sources of Disaster Sources of Disaster Sources of Disaster 2nd The WRI report gave the country an index score of 46.86, the highest among the top ten most-disaster-prone countries worldwide because of high risk, exposure, and vulnerability (Dela Pena, 2023). The World Risk Index is a tool used to assess and estimate the disaster risk of a country. It takes into consideration both external and internal factors, i.e. threats by natural hazards such as cyclones, floods, droughts and sea level rise and societal conditions. The Philippines has for the third straight year registered the highest world risk index (WRI) in the 2024 edition of the World Risk Report, which covers 193 countries including all member-states of the United Nations and 99% of the world population. In the report by the Institute for International Law of Peace and Armed Conflict of the Ruhr-University Bochum in Denmark, countries were assessed on their levels of exposure, vulnerability, susceptibility, lack of coping capacities, and lack of adaptive capacities to crises including extreme natural disasters, conflicts, pandemics and wars. The model for the world risk index was developed with the United Nations University Institute for Environment and Human Security. https://www.gmanetwork.com/news/topstories/nation/920021/philippines-highest-world-risk-index- 2024/story/#:~:text=The%20Philippines%20also%20topped%20the,Andorra%20%2D%200.28 CONCEPT OF Disaster Risk Reduction Management It accepts that some of the hazard events may occur but tries to lessen the impact by improving the community’s ability to absorb the impact with minimum damage or destruction Meaning of Disaster Risk Reduction Management It is a series of actions (programmes, projects and/or measures) and instruments expressly aimed at reducing disaster risk in endangered regions, and mitigating the extent of disasters. Disaster Risk Reduction Management terms Disaster Risk Reduction Management terms HAZARDS A situation that poses a level of threat to life, health, property or environment Disaster Risk Reduction Management includes risks A probability or threat of a damage, injury, liability, loss or other negative occurrence that is caused by external and internal vulnerabilities, and that may neutralized through preemptive action. Disaster Risk Reduction Management includes vulnerability The level of susceptibility or resiliency of the people and communities against impact of the prevailing hazards based on the state of physical, social and economic conditions in a given area. Disaster Risk Reduction Management terms disaster A serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of the affected community or society to cope using its own resources.
