Directives - 549 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1200 Procedures-Guidelines Manual Mutual Aid Directive May 19, 2023 1200.1 DIRECTIVE EMAILED BY ASSISTANT CHIEF WADE SANDERS Executive Summary – Mutual Aid Directive May 19th, 2023 As the department continues to address staffing and response time challenges, there are opportunities to bolster response capabilities through the utilization of mutual aid resources from our neighboring jurisdictions. Our neighbors stand ready and available to provide resources that operational officers deem appropriate and are positioned geographically closer. In the absence of formally drafted mutual aid agreements officers should utilize standard radio procedures through Hanover ECC to request the closest, most appropriate, mutual aid resources when that is a viable option, at the initial dispatch of HFEMS units. Moving forward from this point the directive and guidance from the Executive Staff in support of operational officers and personnel include: When resources from a neighboring jurisdiction are geographically positioned closer than HFEMS units, officers should initiate a mutual aid request for units that are deemed necessary and appropriate. Battalion Chiefs should ensure that all acting battalion chiefs, stations officers, and acting officers are educated and aware of this. On the next shift day, it would be prudent to review and discuss interoperability items such as radio procedures, hose connections, etc. This would be an excellent opportunity to present questions and issues that may require further training or clarification. At the Battalion Chief level consider contacting peers from other jurisdictions and bring them into the morning conference calls. This will be shared among metro operations chiefs in the coming days to ensure the communication loops are closed. Incorporate neighboring counties into routine multiagency training. Specific to the Office of the Fire Marshal, incorporate New Kent Fire Marshal's office in your investigation response to aid in development and increase onscene investigation support. Mutual Aid Directive May 19, 2023 - 550 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1201 Procedures-Guidelines Manual Accessing Image Trend from a Personal Device 1201.1 DIRECTIVE EMAILED BY IT PROJECT MANAGER SPENSER MORGAN SEPTEMBER 26, 2023 The original and still remaining directive is that ImageTrend shall only be used on Hanover County owned and managed devices. This includes specific iPads which we have issued for reporting purposes, as well as the County issued Dell/Getac computers that are managed in partnership with County IT. Within this requirement, devices must also be as up to date as possible. Currently that is iOS version 16.6.1 or higher, as well as having installed all County IT issued patches on Window machines. To clarify, this means that you shall not use it on personally owned devices, nor on non-managed County owned devices. Volunteer entity owned devices do not automatically qualify because they are not owned County owned and managed. Furthermore, this directive will carry over on any other Patient Care Reporting systems the department uses, until further notice. The simplest explanation for why we are reconfirming this is that we are all responsible for being good stewards of HIPAA, PHI, and other sensitive data on behalf of our citizens and those in our care. Modern security risks such as malware that logs what you are typing or intercepts the text in your internet traffic is unfortunately very common. There are very limited exceptions to this rule, which involve a device undergoing a comprehensive security check and needs assessment conducted by myself at minimum, or in the event of my extended absence a specific designee of Jeff Waters and the Executive Officer overseeing IT (currently AC Stephens). If you see a genuine need to use ImageTrend on anything else, please reach out to me to schedule some #me and we can begin to assess those needs so that we are able to accommodate if necessary, moving forward. This is a very selective process and there is no guarantee that an exception can be approved. Accessing Image Trend from a Personal Published with permission by Hanover Fire EMS Device - 551 Procedure Hanover Fire EMS 1202 Procedures-Guidelines Manual MOT Scheduling Directive – March 2024 1202.1 MOT SCHEDULING DIRECTIVE FROM ASSISTANT CHIEF WADE SANDER SENT ON MARCH, 13, 2024 The Executive Staff acknowledges the hardships that recent delays in publishing the MOT list have created for employees and scheduling. All Operational Battalion Chiefs and Acting Battalion Chiefs should utilize compassion and flexibility through the end of March 2024 when scheduling and utilizing MOT positions for daily staffing. MOT Scheduling Directive – March 2024 - 552 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1203 Procedures-Guidelines Manual IT Triage Process March 2023 1203.1 IT TRIAGE PROCESS UPDATE FROM ASSISTANT CHIEF BLAKE STEPHENS ON MARCH 29, 2023 Our Fire-EMS Information Technology team has worked extremely hard over the past few months to improve processes and help move the department forward. To help improve communication and address issues more effectively, Fire-EMS IT has provided a guide to help you triage IT problems. This document will also walk you through resetting Image Trend and county passwords. In addition, the document outlines how and when to contact them directly in certain circumstances. They have also created a new number (804-258-2211) that will ring all team members at once during regular business hours. If no one answers during business hours or you call after hours, you can leave a voicemail, and it will email the team with your message attached. Please continue to enter your work orders even when you call for an urgent matter. This number does not accept text messages. Please look at the attached document, and if you have any questions, feel free to contact Spenser Morgan. This document will live in the General FE Operations folder in the Microsoft Teams files section. Over the next few months, we will be working to move the department and many of our communications into Microsoft Teams. This will help with transparency and allow members to access more information. Currently, the SCBA Shop is an excellent example of one area in the department that can communicate more effectively and across shifts using this platform. Training and more information will come out very soon about more features and ways we can utilize this daily. Anyone with a county login has been added to the FE Operations page. Please let me know if you still need to be added so we can get you in. Information for our Volunteer leadership members will be emailed in the next few weeks. One of the most significant benefits of this move is the ability to combine some of our platforms/ processes and help reduce the amount we have to maintain. As you look around the Teams, you will see that we have added some commonly accessed web pages in the general section of FE Operations across the top. Eventually, our goal is to help members of the department live in one place and be able to access the majority, if not all, of your IT, needs. IT Triage Process March 2023 - 553 Published with permission by Hanover Fire EMS Procedure Hanover Fire EMS 1205 Procedures-Guidelines Manual Uniform Modification - May 1st, 2024 1205.1 UNIFORM MODIFICATION DIRECTIVE - MAY 1ST, 2024 Effective today, May 1st, 2024, the following modification to Uniforms - Policy #1000 will take effect: 1000.4.2 CLASS B UNIFORM The Class "B" Uniform is considered the Department's business uniform. This is not a utility uniform. It is worn when interacting with other county departments, county leadership, or the public. It is worn by personnel attending meetings and working on administrative-type issues. With the exception of the Fire Marshal's Office, this is the uniform of the day from 0700-1900, Monday through Friday, unless otherwise directed. After 1900 hours Monday through Thursday, and Fridays at 19:00 until Monday at 07:00, personnel are authorized to wear the appropriate Class "C" Uniform (golf shirt). Modification(s) 1. Class B uniforms will no longer be the uniform of the day, personnel are authorized to wear the appropriate Class "C" uniform (golf shirt) for the entire shift, 0700-0700, Monday through Sunday. The Class "C" uniform is authorized for wear when interacting with the public, attendance at department meetings, and when working on administrative tasks. This includes, but is not limited to: o - All emergency or non-emergency responses, to include EMS transports, o - Public education events, o - Pre-plan activities, o - Store runs, o - When in quarters at all times, o - Training. 2. When temperatures are forecasted to reach 85 degrees personnel are authorized to wear t- shirts beginning at the start of the shift, including all activities listed in Item #1. 3. When interacting with county staff or county leadership on official business such as meetings, presentations, or ceremonies personnel shall continue to wear Class A or Class B uniforms as appropriate or directed. Officers shall continue to wear a plain white crew neck t-shirt without lettering when wearing the Class C uniform as referenced in 1000.4.3.c. Uniforms shall be clean, presentable, and free of defects. Responsibility and accountability for these modifications will remain with company and battalion level officers.
