In exercise of the powers confeff6d by section 19 of the Bombay LoDour Welfare Fund Act. J 9M {Bonn XL of \953), the Government of 8omDoy is pleased to make the foiiowing rules, namely.— 9ula \. Rule 2. Rule S. Maintenance and Audit of account.— The accounts of the Fund shah be prepared and maintained by the In such mannei as may De prescribed by the Board with the approval of the State Government and shall be Ciudited by the examiner of Local Fund Accounts. Budget of Board .— (I } The budget estimotes for each financial year shall be prapclrad and laid before the Board on or before the 1^ day of December of the ' su tuted by Notification No. GH-L I4\-GLW/1084/2647\-M(l}, dated 08.07.1992 {w.a.f. 20.D8.J992). Rule IO ) The Labour Welfare Fund (Gujarat) Rules, T 962 (37 previous financial year and after it is app owed by the Board, shall De forwarded to the State Government for approval on or before the IS* December. The State Government shall approve the budget beform the l 5*^ January after making such amendments and alteration as it considers necessary. (2) the budget thus amended or altered and approved shall constitute the budget of the Board for the ensuring financial year and shall De issued under the seal of th6 BO0fd cmd signed Dy the Officer or officers of the Board duly authorised in this behalf. An authenticated copy of the Dudget shall be forwarded to the State Government before the 28a February. Rule 7. Additional Expenditure.— If during the caurso of tho financial year it becomes necessary to incur expenditure over anal above the ptovistons mode in the budget. The Board shall immediately submi* io the State Government the details of the proposed expenditure and specify the manner in which it is proposed to meat tha additional expenditure. True Plate Government may either approve the propased expenditure after making such modification, as it considers necessary or reject it. A copy of the order passed by the State Government on every such propose! to incur additional expenditure shall be communicated to the Board and the Auditor. If any appointed lv the State Government. Rule 8. Application for grant from fund.— by employer. local authority or any other Dozy, may make an appIJcofion to the Welfare Commissioner fof a grant under Section 7 {3) of the Act. Such application shall be placed Dy the Welfare Commissioner before the Board within a month of its receipt with the remarks and recommendations of the Board shall be forwarded to the State Government Dy the Welfare Commissioner for obtaining the approval of the State Government. Rule 9. Mode of payment.— All payments from the fund amounting to — (a) less than F's. 50 may be made in cash. (D) Ps. 50 or more shall be mode by cheque issued by the Welfare Commissioner: provided thot the Board may in any porticuIo case for special reasons authorise such payment also in cash. Rule 10. Constifution of Board.— (1) The Board shall consist of fourteen members including the Chairman, out of whiCh fOUf 3haII be the representolives of employers and employees.
