General Administrative Guideline Subject: TRADING TIME Effective Date: 11/16/16 GAG: 1-2 Applies to: ALL KCFD PERSONNEL Supersedes: GAG 1-2 dated 3-1-06 Page 1 of 2 Responsible Committee: Human Resources Committee Next Review Date: 11/16/18 PURPOSE: To establish procedures for the Trading of Time between personnel assigned to shift operations. There is a separate GAG for trading N-days. SCOPE: These procedures apply to all KCFD shift personnel. GUIDELINES: I. Trading of Time is that time when, by mutual agreement, one person is working in the assigned place of another within the same general classification. The employee working in the assigned place of another must be capable of performing all duties of the individual they have replaced. As a general rule, persons must “trade time” rank for rank, with persons holding the same qualifications: II. In the event, after making a good faith effort to find a member of the same rank to trade time, a person is unable to find a person of the same rank to “trade time”, permission to trade time with a person of another rank is permissible. Permission to “trade time” out of rank is subject to approval of the appropriate Chief Officer. No trade may diminish the operational capability of the unit. Such approval will not be unreasonably withheld. Trades beyond the five trades authorized in the Collective Bargaining Agreement may be permitted under the following circumstances: A. To execute the specific duties of an elected or appointed office in a recognized labor organization. Recognized labor organization shall mean that organization elected by the employees of the Department as their representative, and may be extended under specified circumstances to parent organizations (e.g., International Association of Fire Fighters) and/or umbrella organizations (e.g., AFL-CIO) directly related to the primary labor organization. B. To pursue professional development activities beyond those made a part of assigned duties which are reasonably related to the Fire Service (e.g., Liberal Arts education). To accommodate personal business not otherwise covered by leave policies, or at times where staffing levels would not permit use of personal leave, providing: 1. trades will not be allowed to further any outside employment or business 2. the individual may be required to provide documentation regarding the specific activities for which the trade is requested. 3. to accommodate training duty for active members of the National Guard, or any military reserve duty when the 15 calendar days as described in the appropriate General Administrative Guideline is used. D. Trading time while on overtime is prohibited except for cases involving bona fide emergencies, which shall require the approval of the Chief Officer E. Shift personnel shall be permitted to trade N-Days with a vacant position if the vacancy will not be filled prior to the date of the trade. F. Trades meeting the foregoing criteria will be approved by the appropriate Chief Officer. It is recognized however, that circumstances outside the scope of the foregoing may arise in which the trading of time may also be found appropriate. Any and all such trades outside the scope of the fore going, must be specifically approved in writing, by the Chief of the Department or his designated representative. III. There shall be documentation of trading time by the appropriate Chief Officer, making a notation in Telestaff, including the name of the person who is working. This will be utilized to track the normal maximum shifts. A. PAY: The individual assigned to the shift shall receive all pay and benefits for the assigned shift. B. No trade may extend for a period of more than twenty-four hours and no trade may extend past a scheduled shift change. C. If an individual who is working the trade is held over the scheduled shift, the working employee shall be paid for the time worked.
