BOCA RATON POLICE SERVICES DEPARTMENT Standard Operating Procedure 41.31 PROBLEM ORIENTED POLICING (POP) Revised: new I. PURPOSE: The purpose of this standard operating procedure is to provide guidance on the procedures for responding to and documenting problem oriented policing cases. II. PROCEDURE: A. Problem oriented policing is a strategy focused on addressing the underlying conditions that are generating incidents or calls for police service. B. An LEO may initiate a POP with supervisor approval, or a supervisor may assign an LEO to a POP to address community concerns that may benefit from the POP approach. C. The POP approach includes identify problems or potential problems through data collection and contact with the public or other entities. D. Analyze information about victims or potential victims, offenders or potential offenders, the physical environment, and social conditions that impact the quality of life at a particular location. E. Implement a response or strategy based on analysis. F. Consult with all affected parties to remedy or prevent problems. G. Responses must be legal, moral, and ethical. H. Employee actions must be consistent with the Department’s mission, vision, values, and written directives. I. The assigned LEO or his/her supervisor will develop an action plan for each problem that includes the following information and a case number: 1. A list of employees, including all persons inside and outside the Department, who will contribute to the plan. 2. A clear and concise description of the problem. 3. The address, assigned person, and description of the problem will be posted on the Department Intranet under the Road Patrol Briefing tab. K. The POP Incident Report supplement will detail the final assessment of the project and include an outline of the effectiveness of the actions taken. L. Upon receipt of the POP Incident Report, the reviewing supervisor will enter the project information into the Department’s RMS. M. The supervisor of the LEO submitting the case will be responsible for managing the project. N. All information that is generated as a result of the POP shall be documented in supplemental reports to the initial case. O. Each district commander shall be responsible for the problem-solving projects in his/her assigned area.
