The Varanasi-Pt.Deen Dayal Upadhyaya multi-tracking project of the Ministry of Railways with an estimated cost of Rs 2642 crore. Rs. 35,000 crores allotted for the continuation of Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) schemes to support farmers and control price volatility. ii.The Cabinet Committee on Economic Affairs (CCEA) has approved the increase in the Minimum Support Prices (MSP) for all mandated Rabi Crops for Marketing Season 2025-26. Additional instalment of 3% of DA Government employees & DR to Pensioners The Union Cabinet has approved a 3% increase in Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners, with effect from 1st July 2024. This additional instalment represents an increase of 3% over the existing rate of 50% of the Basic Pay/Pension. This aims to compensate for the price rise. i.This will benefit about 49.18 lakh central government employees and 64.89 lakh pensioners. This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission. iii.The combined impact on the finances of the government on account of both DA and DR would be Rs.9,448.35 crore per annum. Note: i.This is the second time the two components have been revised this year, the first time was on 1st January 2024. ii.The increment is based on increase in 12-monthly average of All India Consumer Price Rise Index for Industrial Workers published by the Labour Bureau. Varanasi-Pt.Deen Dayal Upadhyaya multi-tracking Project: The Union Cabinet has approved a Varanasi-Pt. Deen Dayal Upadhyaya multi-tracking project of the Ministry of Railways with a total estimated cost of Rs. 2,642 crores. The project traverses through Varanasi and Chandauli districts in Uttar Pradesh(UP). Details of the project: i.The multi-tracking projects include the development of a new rail-cum-road bridge over the Ganga River and the addition of 3rd and 4th railway lines. The new bridge with four railway lines and a six-lane highway is constructed to last for 150 years and spanning over one kilometer, will connect the districts of Varanasi and Chandauli increasing the existing network of Indian Railways by about 30 Kms. iii.The project is a result of the PM-Gati Shakti National Master Plan for multi-modal connectivity which has been possible through integrated planning. Benefits: i.These enhancements aim to improve capacity, efficiency and support the region’s socio-economic growth. ii.The project will increase the existing network of Indian Railways by about 30 Kilometers (Km). Additional info: The Railways will help in achieving climate goals and minimising the logistics cost of India and lower Carbon dioxide (CO2) emissions (149 Crore Kg) which is equivalent to the plantation of 6 Crore trees. Cabinet approves Rs. 35,000 crore for Continuation of PM-AASHA Schemes The Union Cabinet has approved the continuation of the Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) to provide fair prices for farmers and monitor price fluctuations in essential commodities for consumers. The total financial outgo will be Rs. 35,000 crore during the 15th Finance Commission Cycle up to 2025-26. Key changes in PM-AASHA The government has integrated the Price Support Scheme (PSS) and Price Stabilisation Fund (PSF) schemes under PM-AASHA. This integration will provide farmers with remunerative prices for their crops, while stabilizing the market prices of essential commodities to make them affordable for consumers. The revamped PM-AASHA now includes components like: Price Support Scheme (PSS) Price Stabilization Fund (PSF) Price Deficit Payment Scheme (PDPS) Market Intervention Scheme (MIS) About PM AASHA: PM-AASHA, launched by the Government of India in 2018 is an umbrella scheme which aims to provide MSP assurance to farmers. Nodal ministry – Ministry of Agriculture and Farmers Welfare(MoA&FW). Objective: i.To improve farmer’s income by strengthening procurement mechanisms in coordination with the State Governments. ii.To ensure farmers receive remunerative prices for their oilseeds, pulses, and copra. Components: Price Support Scheme (PSS); Price Deficiency Payment Scheme (PDPS); and Pilot of Private Procurement & Stockist Scheme (PPPS). Minimum Support Prices for Rabi Crops for Marketing Season 2025-26 The Cabinet Committee on Economic Affairs (CCEA) has approved the increase in the Minimum Support Prices (MSP) for all mandated Rabi Crops for Marketing Season 2025-26. The absolute highest increase in MSP has been announced for Rapeseed & Mustard at Rs.300 per quintal followed by Lentil (Masur) at Rs.275 per quintal. Reforms in procurement policies i.The government will procure pulses, oilseeds, and copra at Minimum Support Price (MSP) under the Price Support Scheme from 2024-25 season. It will cover 25% of national production through which states can buy more of these crops ensuring fair prices to farmers and preventing distress sales. However, a 100% procurement policy will apply to Tur, Urad, and Masur for the 2024-25 season. ii.The government has increased its financial guarantee to Rs 45,000 crore. This will enable the Department of Agriculture and Farmers Welfare (DA&FW), under the Ministry of Agriculture and Farmers’ Welfare(MoA&FW), to buy more pulses, oilseeds, and copra from registered farmers on platforms like the eSamridhi portal of National Agricultural Cooperative Marketing Federation of India (NAFED) and eSamyukti portal of National Cooperative Consumers’ Federation of India (NCCF) when market prices fall below MSP. It will increase domestic production and reduce dependence on imports. Price Stabilisation Fund (PSF) i.The PSF will continue to protect consumers from sharp price spikes in agricultural and horticultural commodities by maintaining a strategic buffer stock of pulses and onions. Report Errors in the PDF - [email protected] Copyright 2014-2024 @ AffairsCloud.com 15 Daily Content PDF ii.The Department of Consumer Affairs (DoCA) will procure these items when market prices exceed the MSP, including from pre-registered farmers decreasing the chances of hoarding, and speculative trading. iii.Interventions under PSF have also extended to crops like tomatoes, and the scheme supports the subsidized retail sale of products like Bharat Dal, Bharat Atta, and Bharat Rice. Price Deficit Payment Scheme (PDPS) i.The government has raised the coverage from 25% to 40% of state production to encourage them to adopt the Price Deficit Payment Scheme for oilseeds. Additionally, the implementation period has been extended from three to four months. ii.The Central Government will provide a coverage up to 15% of the difference between the MSP and the sale or modal price. Market Intervention Scheme (MIS) i.Under the changes done in MIS, the government has raised the coverage from 20% to 25% of production and introduced an option for direct differential payments to farmers, replacing the physical procurement process. ii.In the case of tomato, onion, and potato (TOP) crops, the government will provide the costs of transportation and storage to reduce the price gap between producing and consuming states during peak harvesting times. This will provide farmers with fair prices for their produce while stabilising prices for consumers. NABARD Released 2nd All India Rural Financial Inclusion Survey NAFIS for 2021-22 On 9th October 2024, the National Bank for Agriculture and Rural Development (NABARD) has released the results of its 2nd ‘NABARD All India Rural Financial Inclusion Survey (NAFIS) for 2021-22’, which provides primary data based on a survey of 1 lakh rural households, covering various economic and financial aspects in the post-COVID period. The key findings of NAFIS 2021-22 provides deep insights on how rural economic and financial indicators have evolved since 2016-17. The inaugural NAFIS was conducted by NABARD for the agricultural year (July-June) 2016-17, and was released in August 2018. About NAFIS 2021-22: i.It is a national-level survey conducted by the Department of Economic Analysis & Research (DEAR), NABARD based in Mumbai(Maharashtra). ii.The survey has covered 10,000 village blocks, 710 districts across 28 states and Union Territories (UTs) of Jammu & Kashmir (J&K) and Ladakh. It has covered rural and semi-rural areas of the country including Tier-3 to Tier- 6 centres (which have a population of less than 50,000) and both agricultural and non- agricultural households. iii.It provides a comprehensive overview of the status of rural population in terms of two different, yet interconnected themes i.e. livelihood and financial inclusion. Key Findings of NAFIS 2021-22: i.Increase in Average Monthly Income: The average monthly income of households has witnessed a significant increase of 57.6% over the last 5 years, from Rs 8,059 (in 2016-17) to Rs 12,698 (in 2021-22). This suggests a nominal Compound Annual Growth Rate (CAGR) of 9.5%. While, Annual average nominal Gross Domestic Product (GDP) growth during the same period (on a financial year basis) was 9%. The average monthly income of agricultural households was Rs 13,661, slightly more than the average monthly income of households and also more than the average monthly income of non-agricultural households which was Rs 11,438. The survey found that cultivation was the main source of income for agricultural households, accounting for about 1/3rd (33.33%) of their monthly income, followed by government or private services (25%), wage labor (16%), and other enterprises (15%). While for the non-agricultural households, government or private service accounted for 57% of the total income of households, followed by labour which accounted for nearly 26% of the total income. As per the survey, the salaried employment in the government or private sector emerged as the largest source of all households, representing for nearly 37% of their total income. ii.Increase in Average Monthly Expenditure: According to the survey, the average monthly expenditure of rural households has increased significantly in last 5 years from Rs 6,646 (in 2016-17)to Rs 11, 262 (in 2021-22). The agricultural households witnessed a higher consumption expenditure of Rs 11,710 compared to Rs 10,675 for non-agricultural households. The survey highlighted that in some states or UTs like Goa and J&K, the monthly household expenditure was more than Rs 17,000. iii.Increase in Financial Savings: The annual average financial savings of households increased from Rs 9,104 (in 2016-17) to Rs 13,209 (in 2021-22). The survey showed that overall 66% of households reported saving money in 2021-22 as against 50.6% of households in 2016-17. The survey revealed that 71% of agricultural households reported saving money in 2021-22 as against 58% of non-agricultural households. According to the survey, over 70% households in 11 states reported saving money during 2021- 22. Uttarakhand (93%) topped among these 11 states in term of savings money followed by Uttar Pradesh (UP) (84%) and Jharkhand (83%). While states like Goa (29%), Kerala (35%), Mizoram (35%), Gujarat (37%), Maharashtra (40%), and Tripura (46%) witnessed less than 50% of households reporting savings. iv.Kisan Credit Card (KCC): The KCC has emerged as a prominent tool for promoting financial inclusion in the rural agricultural sector. It showed a significant growth in coverage over the last 5 years. As per the survey, 44% of total agricultural households were found to have a valid KCC. Report Errors in the PDF - [email protected] Copyright 2014-2024 @ AffairsCloud.com 17 Daily Content PDF The survey showed that 77% of agricultural households with land holdings greater than 0.4 hectares (ha) or those who had taken any agricultural loans from banks in the last year were reported to have a valid KCC. v.Surge in Insurance Coverage: The percentage of households with minimum one member covered by any type of insurance increased exponentially from 25.5% (in 2016-17) to 80.3% (in 2021-22). 55% of households have vehicle insurance among various types of insurance. Life insurance coverage extended to 24% of households, with agricultural households (26%) having a slightly larger share than non-agricultural households (20%). vi.Pension Coverage: The percentage of households with minimum one member receiving any form of pension (like old age, family, retirement, or disability) increased from 18.9% (in 2016-17) to 23.5% (in 2021-22). 54% of total households with a minimum one member more than the age of 60 years have reported of receiving pension. vii.Financial Literacy: The percentage of respondents showing good financial literacy increased by 17% i.e., from 33.9% (in 2016-17) to 51.3% (in 2021-22). Also, the percentage of respondents showing sound financial behavior such as: managing money effectively, making informed financial decisions, monitoring expenses, and paying bills on time, increased from 56.4% to 72.8% in 2021-22. The survey found that 58% of respondents from rural areas and 66% from semi-urban areas have good financial knowledge. Other Key Findings: i.The survey showed that the share of food in the consumption basket of households decreased from 51% (in 2016-17) to 47% (in 2021-22). ii.The percentage of households who reported to have outstanding debt increased from 47.4% (in 2016-17) to 52.0% (in 2021-22). The percentage of households who have outstanding loan from any institutional source increased from 60.5% (in 2016-17) to 75.5% (in 2021-22). While, for non-agricultural households it increased from 56.7% (in 2016-17) to 72.7% (in 2021- 22). The percentage of agri-households that took loans from non-institutional sources decreased from 30.3% (in 2016-17) to 23.4% (in 2021-22). iii.The survey revealed that the average size of landholding declined from 1.08 hectares (in 2016-17) to 0.74 hectares (in 2021-22). About National Bank for Agriculture and Rural Development(NABARD): NABARD was established under NABARD Act, 1981 and works under the jurisdiction of Department of Financial Services (DFS), Ministry of Finance (MoF). It was established in 1982 based on the recommendations of B.Sivaramman Committee. Chairman– Shaji K.V. Headquarters– Mumbai, Maharashtra Hindustan Aeronautics Limited Becomes 14th Maharatna CPSE On 12th October 2024, the Department of Public Enterprise (DPE) under the Ministry of Finance (MoF) upgraded the status of Hindustan Aeronautics Limited (HAL) from “Navratna” Central Public Sector Enterprises (CPSE) to the “Maharatna”. With this, HAL becomes the 14th “Maharatna” CPSE in India. This upgrade is based on the recommendations of the Inter Ministerial Committee (IMC) chaired by the Finance Secretary, MoF and the Apex Committee led by the Cabinet Secretary. Note: Oil India Limited (OIL), the 2nd largest National Exploration & Production (E&P) Company in India, became the 13th Maharatna CPSE in August 2023. Strategic Significance of HAL: i.HAL plays a pivotal role in defence capabilities of India, focusing on self-reliance in military aviation for instance: the indigenous developments of the Light Combat Aircraft (LCA) namely Tejas and the Light Utility Helicopter (LUH). ii.On 9th September 2024, the Ministry of Defence (MoD) signed a contract worth Rs 26,000 crore with HAL for procurement of 240 AL-31FP Aero Engines for Su-30MKI aircraft of the Indian Air Force (IAF). This contract marks a major step in India’s drive towards self-reliance under the Aatmanirbhar Bharat initiative. iii.HAL recorded an annual turnover of Rs 28,162 crore and a net profit of Rs 7,595 crore for the financial year 2023-24. Maharatna Scheme: i.Initially, the Government of India (GoI) introduced the “Navratna” scheme in 1997 to identify and promote CPSEs in India and help them in becoming global leaders. ii.Later, GoI introduced “Maharatna” scheme in 2010, to recognise companies with their potential to become Indian Multinational Companies (MNCs). This higher status incentivizes Navratna companies, which help them in enhancing their brand value, and allows for the delegation of more powers to CPSEs, fostering growth and international competitiveness. iii.The scheme mainly focuses on empowering specific Navratna CPSEs to facilitate the expansion of their operations and emerge as global giants by increasing their market share both in domestic and international markets. Criteria for Maharatna status to CPSEs: i.It should be listed on Indian Stock Exchange with a minimum prescribed public shareholding under Securities and Exchange Board of India(SEBI) regulations. ii.The company should possess Navratna status. iii.The CPSEs should have an annual net worth of Rs15,000 crore for 3 years or average annual turnover of 25,000 crore consecutively for 3 years. iv.The CPSE should have an average annual net profit after tax of over Rs 5,000 crore consecutively for 3 years. Sunil Headquarters- Bengaluru, Karnataka Established – 1940 CCS Gave Approval to Establish New Missile Testing Range in Nagayalanka, Andhra Pradesh The Cabinet Committee on Security (CCS) chaired by Prime Minister (PM) Narendra Modi had given its approval to establish a new missile testing range in Nagayalanka village, Krishna district in Andhra Pradesh (AP). Global Scenario: i.Approximately 700 million people (8.5% of the global population) live on less than USD 2.15 per day. ii.Around 3.5 billion people (44% of the global population) live below the upper middle-income poverty line of USD 6.85 per day, largely unchanged since the 1990s due to population growth. iii.Sub-Saharan Africa, with 16% of the global population, accounts for 67% of those in extreme poverty, with the majority residing in fragile or conflict-affected areas. iv.By 2030, an estimated 622 million people (7.3% of the global population) are expected to live in extreme poverty, with only 69 million projected to escape this status from 2024 to 2030. IRENA’s Report: 2023 was a Record-Breaking Milestone for Solar Power Generation According to the report titled “Renewable Energy and Jobs Annual Review 2024” released by the International Renewable Energy Agency (IRENA) in collaboration with the International Labour Organisation (ILO), 347 GigaWatts (GW) of photovoltaic (PV) capacity were added to power generation globally in 2023. Key Findings: i.Top 5 countries which generated maximum jobs in RE sector: China (7.4 million jobs), the European Union (EU) (1.8 million); Brazil (1.56 million); Brazil (1.56 million); the USA and India both close to 1 million jobs each. ii.The report highlighted that European countries like: Germany, Spain, Italy and the Netherlands added over 54 GW in solar PV in 2023, which saw an increase of 25% compared to 2022. Also, the USA alone added 25 GW of new capacities in 2023, an increase of 30% compared to the previous year. iii.According to the report, solar PV factories in Southeast Asian region have emerged as an import export hub. Currently, India is the 3rd largest manufacturer after China and Southeast Asian countries. iv.Globally, 7.1 million jobs were created in solar PV in 2023(increased significantly from 4.9 million in 2022), which accounted 44% of the world’s total RE workforce. Among the top 10 countries generated employment in solar PV in 2023, 4 are in Asia, 3 are in Europe, 2 in the Americas and 1 in Oceania. The combined employment generated by top 10 countries in solar PV have added up to 6.2 million jobs, accounting nearly 66% of the global total jobs in solar PV. v.China accounted nearly 65% of global PV employment in 2023 i.e. some 4.6 million jobs, followed by Europe (over 7.57 lakh PV jobs in 2023), India( more than 3.18 solar jobs), and the USA (close to 2.80 lakh PV jobs) and Brazil (2.64 lakh jobs). Other RE Sectors Generated Employment in 2023: i.After Solar PV, Liquid Biofuels with 2.8 million jobs, emerged as the 2nd largest employer in the RE sector globally in 2023, followed by Hydropower (2.3 million) and Wind Power sector (1.5 million). Brazil topped among the countries which generated maximum jobs in biofuel sector, accounting for 9.94 lakh jobs, followed by Indonesia ( approximately 8 lakh jobs). ii.The report revealed that number of direct jobs estimated for hydropower sector have decreased from 2.5 million (in 2022) to 2.3 million (in 2023). As per the report, Brazil, China, India, Pakistan and Vietnam were the largest employers in hydropower sector. iii.China emerged as the largest employer in the wind power sector with 7.45 lakh jobs which accounted 52% of global total of jobs in this sector, followed by Europe (3.16 lakh jobs). It has been ranked at 5th position globally for new solar installations and cumulative capacity of India in solar energy, which reached 72.7 GW by the end of 2023. v.The report has projected that India’s operational module manufacturing capacity will increase to 58 GW in 2024, from the capacity of 46 GW in 2023. It has also estimated that cell manufacturing capacity of India will increase from 26 GW (in 2023) to 32 GW (in 2024). ECONOMY & BUSINESS India becomes fourth country to cross $700 billion in foreign reserves According to the Reserve Bank of India(RBI)’s data, India’s foreign exchange reserves surpassed $700 billion for the first time ever in September 2024. This milestone makes India, the fourth country in the world , alongside China, Japan, and Switzerland, to reach this level of reserves. i.The foreign exchange reserves increased by USD 12.59 billion to hit an all-time high of USD 704.885 billion in the week ended September 27, 2024. ii.The Foreign Currency Assets (FCA), a large component of the overall reserves, gained by USD 10.46 billion to USD 616.154 billion. The Gold reserves also increased by USD 2.184 billion to USD 65.796 billion in the RBI’s data. FCA are maintained as a multi-currency portfolio comprising major currencies, such as, US Dollar(USD), Euro, Pound Sterling, Japanese Yen, and are valued in terms of USD. iii.The increase in reserves is due to several factors, including USD 30 billion in foreign inflows this year, primarily driven by investments in local bonds following India’s inclusion in a significant J.P.
