Amendments 1-10 1791 2nd Amendment: Guarantees the people’s right to own and bear arms for their defense. 1791 8th Amendment: Forbids exorbitant bails and fines and punishment that is unusual or cruel. 1791 7th Amendment: Reserves individuals’ rights to jury trial depending on the civil case, and cases already examined by not be re-opened by another court. 1791 9th Amendment: Reserves the rights of citizens which are not specifically mentioned by the U.S. Constitution. 1791 10th Amendment: Reserves powers that are not given to the U.S. government under the Constitution, nor prohibited to a State of the U.S., to the people and the States. 1791 3rd Amendment: Citizens cannot be forced to quarter soldiers during times of peace. 1791 4th Amendment: Citizens cannot be forced to subject themselves to seizure and search without a search warrant and probable cause. 1791 6th Amendment: Guarantees fair and speedy jury trial and the rights to know the accusation, the accuser, and to find counsel and witnesses. 1791 5th Amendment: Prohibits abuse of governmental authority in legal procedures. Establishes rules for indictment by eminent domain and grand jury. Guarantees the due process rights. Protects citizens from self-incrimination and double jeopardy. Checks and Balances Limits on all 3 branches of government. Each has the right to amend or approve acts by the other branch. Bicameral Legislature Two house legislature. Established by the Great Compromise. How A Bill Becomes a Law The Idea to a Written Bill à Representative from the House come up with an idea themselves or an idea from a citizen. The Bill Is Proposedà The Representative that writes the bill must get a sponsor. The Bill Is Introducedà In the U.S. House of Representatives, a bill is placed into the hopper The Bill is Given A Numberà Introduced in the U.S. House of Representatives, bill clerk gives it a number (H.R. #). The Bill Is Debatedà Representatives discuss the bill and explain why they agree or disagree with it. The Bill Is Reportedà Committee approves bill and it is reported to the House floor. The Bill is Sent to Committeeà Speaker of the House sends the bill to one of the House standing committees. for approval.
