Module 2 INTEGRITY IS THE CORE OF WELLBEING Lecturer : Ms. Jamilah Binti Hashim "Indeed, Allah does not change the state of the people until they change the state of themselves." - Al-Quran, Ar-Ra’d: 11 - Importance of National Governance Good governance is: A critical aspect for the prosperity and progress of a country. Have a direct impact on the well-being of the people. Concrete governance planning can promote transparency, accountability, inclusiveness and effectiveness. All of these contribute to a civil, democratic and well-functioning administration. Governance / Corporate Governance Governance Governance / Human Governance Governance / Corporate Governance Definition of corporate governance “According to High Level Finance Committee Report (1999), corporate governance is defined as the process and structure used to direct and manage the business and affairs of the company towards promoting business prosperity and corporate accountability with the ultimate objective of realising long-term shareholder value while taking into account the interest of other stakeholder.” Governance / Human Governance “Human Governance refers to being human. Being human means being guided by a common set of principles inherent in every human being (Salleh and Ahmad, 2010)”. ETHICS in life Ethics is a knowledge of what is right and wrong, what is good and bad; Ethical principles in individual will guide a person's decision- making when they find themselves in a situation where they have to make a different choice or alternative. NO INTEGRITY CAUSES OF CORRUPTION MEANING OF INTEGRITY The quality of being honest and having strong principles the state of being whole and undivided. - Oxford Dictionary, 2nd Edition 2003 - MEANING OF INTEGRITY Honesty, transparency, perfection and integrity. - Dewan Dictionary, 2000 Edition - MEANING OF INTEGRITY Integrity in general is a superior quality that exists as a whole and cohesively in individuals and organisations. Integrity is closely related to ethics. - PIN, 2004 - MEANING OF INTEGRITY About the nature of perfect individuals and organisations based on pure values such as honesty, truth, trust, fairness, responsibility, transparency, efficiency and wisdom. - Malaysian Integrity Institute - INTEGRITY in a nutshell “Is doing the RIGHT thing, even when no one is watching” - C.S Lewis - How is the INTEGRITY of Malaysian Society? POOR LEADERSHIP WEAKNESSES OF INDIVIDUAL WEAKNESSES 5 SYSTEMS AND INTEGRITY PROCEDURES DETERIORATION FACTOR CULTURE STRUCTURES AND INSTITUTIONS INDIVIDUAL WEAKNESSES Integrity is not a culture Weak self-defence Lack of appreciation of pure values Poor work ethic Greed Reflect on one’s own weaknesses Life pressure Likes to take chances Likes to pursue luxury Living extravagantly POOR LEADERSHIP Does not set a good example Does not emphasise integrity Gives instructions that violate procedures and rules Does not walk the talk WEAKNESSES OF SYSTEMS AND PROCEDURES Practices, systems and procedures are weak and prone to corruption and misconduct Outdated and inappropriate rules are no longer implemented Lack of transparency in a process Lack of enforcement or selective enforcement Lack of monitoring Limited human and material resources TOXIC CULTURE Community that does not value integrity Afraid to report for fear of retaliation Indifference “Yes Man” STRUCTURES AND INSTITUTIONS STRUCTURE The organisational structure is messy, outdated and does not fit with time Organisational goals that are not clear and reasonable INSTITUTIONS Overlapping competencies, tasks and responsibilities between institutions No coordination between organisations Conflict of objectives between institutions Why can 1. No integrity individuals get 2. Nature – likes to be celebrated caught up in 3. Nature - want to profit easily 4. The organisational culture of giving gifts corruption and 5. Evil collusion between officials and misuse of power contractors 6. Contractor tactics - establishing good relations with certain officials 7. Contractor tactics - start with a small party or gift 8. The contractor's tactic - Today’s favour is tomorrow’s debt 9. Tested with bribes repeatedly 10. Breach of trust: KULAIJAYA, 1 November 2011 - A former Former amil jailed for amil/imam was sentenced to 4 years in 4 years, 3 lashes prison and 3 lashes for breach of trust. The accused pleaded guilty to committing breach of trust with respect to money from zakat fitrah collection and orphan donation collection amounting to RM19,510. The accused has used the money for himself. Lack of motivation to work Forgery of documents Lack of efficiency System and procedure Misuse of power weaknesses INTEGRITY Conflict of interest CHALLENGE Embezzlement Unethical People's complaints No quality CORRUPTION A HIGH RISK FIELD Be careful if you work in this field CONTRACT AND TENDER Integrity issues that always happen Conflict of interest Favouritism towards contractors and alliances Deliberately not reporting deficiencies or shortcomings Leaking department’s information Distorting the facts about the client’s work, goods or services Issuing ‘variation orders' without control Fraud in 'progress payments' Receive commissions/bonus Abuse of power for personal or family gain PURCHASE AND SUPPLY Integrity issues that always happen Excessive purchases The delivery of goods of inferior quality that do not meet the contract specifications Increased prices Payment plan depending on the convenience and side of the respective provider Overlapping payments for the same item The order is broken down into small parts Abuse of provisions Frequent in-haste and unplanned purchases Intentionally creating the need for a service/work/purchase Payment has been made, but the goods have not been delivered ENFORCEMENT AND SUPERVISION Integrity issues that always happen Using power for one’s advantage Use of discretion without control Taking advantage when dealing with customers who are having problems False overtime or deliberately causing overtime Truancy Not compliance with departmental rules Failure to supervise the duties of subordinate officers Threatening customers for personal gain OFFICE PROPERTY AND ASSETS Integrity issues that always happen The quantity of goods delivered is insufficient.
