Introduction Correct management of Quarantine Waste in accordance with Department of Agriculture, Fisheries and Forestry (DAFF) approved arrangements will prevent the introduction of exotic pests and diseases into Australia. - Can severely impact on agriculture - May pose risk to public health & safety Foodfolk is committed to establishing and maintaining the correct handling practices for all Biosecurity Waste. The AA (approved Arrangement) FFA has with the Department covers Biosecurity Waste from International airlines. This procedure covers all International inbound flights. Department of Agriculture, Fisheries and Forestry (DAFF) Introduction This procedure deals with: - The collection of Biosecurity Waste from offshore destinations e.g. International flights. - The transportation of Biosecurity Waste to the airside compactor, onsite biosecurity storage facility, - The storage and removal of Biosecurity Waste from the unit and - The cleaning procedures for transport vehicles and equipment. Content Collection Of Biosecurity Waste Foodfolk uses a truck carrying signage to indicate it is carrying biosecurity waste. Ensure that signage is visible "Biosecurity Waste on Board". The vehicle(s) will carry one fit for purpose lined yellow lidded 240L quarantine bin for collecting the galley or cabin waste from the aircraft where required and one spill kit containing Virkon, at all times. Where the cabin and galley waste is to go directly to the airside compactor, a labelled biosecurity (yellow) bin will be used to transport the waste. For 10.2---Biosecurity waste collection Requirements Collection Of Biosecurity Waste For 10.2---Biosecurity waste collection Requirements Collection Of Biosecurity Waste Liners (240L bins) are then tied off securely and lids are closed once collection has ended. - Plastic bags used for this purpose must be durable, leak proof, securely tied. - Bins are also clearly marked as "Biosecurity Waste" The biosecurity bins are then re-secured as required on the vehicle. All waste that that contacts Biosecurity Waste must be treated as Biosecurity Waste. For 10.2---Biosecurity waste collection Requirements Collection Of Biosecurity Waste For 10.2---Biosecurity waste collection Requirements For 10.6---Biosecurity waste transport Requirements Transport Of Biosecurity Waste Prior to transporting the Biosecurity Waste or carts back to the biosecurity cleaning facility, the doors and tailgate of the vehicle must be closed and secured before moving away from the aircraft. The vehicle must have signage stating that Biosecurity Waste is Onboard. Upon arrival at the facility, the Biosecurity waste if required, is removed immediately to the secure "Biosecurity Cool-room Storage" and the Biosecurity Waste Transfer to Storage Log (FOR2012) is filled in specifying the type of waste and quantity. Waste in biosecurity bins may remain onboard the secured truck if it will go to airside compactor disposal within 24 hours. Carts to be de-catered are transferred to the biosecurity storage area of the facility where they will be stripped and cleaned. For 10.6---Biosecurity waste transport Requirements Transport Of Biosecurity Waste All Biosecurity Waste must enter the building at the cart stripping roller door. This needs to have signage stating to this effect. All waste transferred from the Biosecurity storage must be recorded on the log sheet opposite FOR2012 Waste Transfer from Biosecurity Storage to Airport Terminal Compactor Log: Biosecurity waste that is taken either directly to the airside compactor or stripped from carts and stored for transport the following day must be recorded on the log sheet opposite: Control of spillage information is also detailed on the form. For 10.6---Biosecurity waste transport Requirements Transport Of Biosecurity Waste For 10.6---Biosecurity waste transport Requirements Transport Of Biosecurity Waste For 10.6---Biosecurity waste transport Requirements Approved Arrangements For 10.5---Biosecurity waste storage Requirements Storage of Biosecurity Waste Whenever waste needs to be stored in the cool-room for operational reasons, all details of this waste must be recorded. Use FOR2012 Biosecurity Waste Cool-room Storage Log to record all the relevant details of the waste stored inside. This information must be traceable to the flight of origin and indicate the type of waste being stored. 10.5 Cool-room Storage Storage of Biosecurity Waste For 10.5---Biosecurity waste storage Requirements Storage of Biosecurity Waste Biosecurity waste must be securely stored in a manner that prevents the escape of pests and diseases of biosecurity concern. Liners must be tied securely during storage. Biosecurity waste stored for more than 48 hours must be stored in the temperature controlled cool room. Biosecurity waste must be stored in a clearly marked, secure, vermin-free area. Receptacles used in the storage of untreated biosecurity waste must be maintained in a sound, clean and disinfected state. A department-approved disinfectant must be used. Waste which comes into contact with biosecurity waste must be treated as biosecurity waste. For 10.5---Biosecurity waste storage Requirements Spillage of biosecurity waste must be immediately and thoroughly collected, and the area of the spillage disinfected by a thorough application of a department-approved disinfectant. Goods subject to biosecurity control must be kept physically separated from other goods (including during transport), to ensure negligible risk of cross contamination to: - imported items that have been released from biosecurity control - domestic items - The Australian environment Storage of Biosecurity Waste Access to the locked room and keys are limited to authorised trained personnel. Materials coming into contact with stored Biosecurity Waste must be treated as Biosecurity Waste. Prior to storage of the bins check that all the liners are tied securely. Once biosecurity bins, carts or waste are transferred inside, the door is locked, and the Log is completed. For 10.5---Biosecurity waste storage Requirements Control of Spillages - All vehicle used for the transportation of Biosecurity Waste are equipped with a spill kit. - The kit consists of: - Dept. approved disinfectant (Virkon) - Broom, dustpan & brush - Bucket - Absorbent litter and wipes For a MAJOR Spill - See contacts below: - Airport Biosecurity Service - Postal Address: PO Box 1006 Tullamarine VIC 3043 - Phone: +61 3 8318 8200 - Fax: +61 3 8318 8210 Spill Kit Control of Spillages A major spillage is defined as a "spillage of Biosecurity Waste outside the confines of a Biosecurity Approved Premises (The FFA facility), which can be accessed by the general public. A spillage is deemed to be major when FFA cannot readily clean it up in fifteen (15) minutes." For a minor spill, all quarantine material will be collected and placed into fresh plastic bags, tied off the transferred to the biosecurity bins. Liquids will be covered with absorbent material then swept up and placed into plastic bags and then placed into the biosecurity bins. Areas contaminated by the spillage will then be disinfected prior to resuming normal activities. An incident report in Rapid Incident Report must be raised for each major spillage that occurs. Control of Spillages Approved Arrangements For 4.3---Biosecurity Cleaning Cleaning & Sanitation When dealing with Biosecurity Waste it is essential that correct cleaning & sanitation practices are used in storage areas or vehicles. All solids are dealt with by collecting first and placing into a biosecurity bag or bin. In the event of spills, all liquids are dealt with by absorbing with litter, paper towels or absorbent pads. The absorbent material is then placed into a biosecurity bag or bin. A solution of Virkon is then applied to the cleaned but "contaminated" area. Follow the manufacturer's instructions for dilution & use. All the collected Biosecurity Waste is taken to the Biosecurity Storage Room or airside compactor. Biosecurity Cleaning Cleaning Gather your PPE and cleaning equipment:  - Long rubber gloves (blue or red chemical gloves)  - Dust mask  - Safety goggles  - 5L spray bottle -- topped up to the 5L mark  - 1 sachet of Virkon S (50g)  Put all your disposable PPE on and then take the spray bottle and Virkon sachet to the outside airside area.  As per SOP 9010 Quarantine Cleaning & Virkon Use - Open the sachet and empty contents into the 5L spray bottle. - Ensure the sachet is completely empty of any powder then dispose of into landfill bin. - Date label the bottle with today's date.  - Agitate the bottle gently or stir -- a pink solution will form.  - Ensure cap, plunger is securely on bottle before use.  - Disposable PPE is to be placed into a biosecurity bin for disposal. Cleaning - Spray inside the cargo holds of trucks that have held the quarantine waste; walls, floor and above. There is no need to over-do this, once the surfaces are visibly damp this is sufficient.  - When cleaning carts do so only in the Biosecurity room. - Again, spray to dampen both inside and out.  - **Leave surfaces with spray residue on for 10 minutes.**  - Rinse surfaces with clean, potable water. When diluted, Virkon decomposes naturally in the environment.  - Bottles with spray inside are stable for up to 7 days. - See WIS9.2205 Cleaning Biosecurity Airline Trucks Cleaning Transport Vehicle Cargo Hold Disposal of Biosecurity Waste Disposal of Biosecurity Waste Foodfolk has approval to use the airside compactor to dispose of biosecurity waste. Cabin and galley waste collected at the aircraft can be immediately disposed of to the compactor. This must be contained in a yellow bin on board the truck. **In the Event of the Airside Compactor being 'OUT OF SERVICE'** - Immediately inform your supervisor. Cleanaway needs to be contacted to arrange a Biosecurity pick-up of waste. - Biosecurity waste is stored in a secure Biosecurity storage room at the FFA facility until it is removed for safe disposal by an authorised contractor. - Cleanaway will normally treat waste receptacles after emptying. Collection from Site Recap - Check you have all the correct equipment on board and signage in place. - Re-bag any waste bags that are torn. - Place all biosecurity waste bags into the biosecurity bin. - If there are any spills, use the spill kit with Virkon and put any spilled waste into a biosecurity bag and bin. - Fill in the waste collection log. - Transfer to the waste compactor. - Fill in the waste transfer to compactor log. - Transfer any carts to the biosecurity storage room back at base. - Fill in all the biosecurity waste transfer & storag logs. - Clean the truck. - Fill in the truck cleaning log for the truck used and sign. Process Process Management System Any changes that we make to our Process Management System for Biosecurity Waste must be referred to Department of Agriculture, Fisheries and Forestry (DAFF) for approval.
