All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 1. INTRODUCTION 1.1 Objective 1.1.1 The objective of this document is: a. To deliver standing instructions for Marine operations to all floating Marine units whether self-propelled or towed within ADNOC Offshore defined field coordinates. b. To ensure the marine units employed to perform in ADNOC Offshore field continue to maintain compliance with these Standing Instructions. c. To ensure that the person in charge of the Marine unit and the crew fully understand their roles and responsibilities towards correctly implementing and then following safe working practices and procedures in line with these instructions. 1.2 Scope 1.2.1 The instructions and procedures within this document are maintained in line with the ADNOC Offshore HSEMS Rules and Regulations and ADNOC Code of Practice (COP). 1.2.2 These Standing Instructions shall apply to the following: a. All vessels chartered directly or indirectly by the ADNOC Offshore Company. b. All staff involved in, or responsible for, marine activities on behalf of ADNOC Offshore. c. All ADNOC Offshore controlled vessels required to operate within ADNOC Controlled area. 1.2.3 The intention of these Instructions is to formalize and control the marine aspects of all ADNOC Offshore operations. They shall not relieve the Master of his normal duties and responsibilities with regard to the safe handling of his vessel, nor conflict with established industry standards of good marine practice and seamanship. These instructions are not intended to conflict with or to contradict any mandatory international or UAE Government requirements 1.3 Coverage These Standing instructions cover all Marine units without exception, contracted by the ADNOC Offshore. Any deviation from the standard will only be allowed through an individual case specific assessment. Approval of any deviation will be at the sole discretion of the ADNOC Offshore. 1.4 Exclusions Any marine unit or its Person in charge that does not comply with the SIMO will be subjected to revoking of Field entry permit/off hire and Sea staff approval respectively. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 1.5 References 1.5.1 General The latest edition (at the time of the contract award) of the reference documentation as listed in Appendix-P shall be read as an integral part of this Document. The latest edition/revision of ADNOC Offshore Technical Standards Documents as indicated in Status List SL-001 shall be utilized. 1.5.2 Equivalent Standards Standard Documents equivalent to those referred to herein shall not be substituted without written approval from the ADNOC Offshore. Approval of equivalent Standard Documents will not, in any way, remove responsibility from the Contractor, manufacturers or third parties to meet the best practices and/or requirements of the Technical Standard Documents referred to herein, in the event of conflict. Where differences and/or conflicting issues occur between the referenced documents themselves or the requirements of this document, the requirements of this document shall overrule unless otherwise advised by ADNOC Offshore. However, all conflicts shall be reported in writing to the ADNOC Offshore Standards Division. The following hierarchy of adherence to standards shall be followed: a. Whenever ADNOC Offshore Technical Standard Documents relevant to the system, service and/or equipment design are available, the same shall be utilized first. b. National or International standards (tailored to suit ADNOC Offshore needs) shall be utilized, if the required subject is not covered by ADNOC Offshore Technical Standard Documents. The Contractors or Third Parties shall equip themselves with copies of all the referenced Technical Standard Documents referred to in of this document and shall make them readily available to all relevant personnel involved in the work. 1.5.3 MOC for Technical Standard Documents Any changes shall be managed based on GDL-070 MOC forms & GDL-040 CR forms, PRO-001 & PRO-002. 1.6 Abbreviations The abbreviations used in this Document are listed in Appendix-N. 1.7 Terms & Definitions The definitions used in this Document are listed in Appendix-O. 1.8 Use of Language Throughout this document, the words ‘will’, ‘may/can’, ‘should’ and ‘shall/must’, when used in the context of actions by ADNOC Offshore or others, have specific meanings as follows: a. ‘Will’ is used normally in connection with an action by ADNOC Offshore and/or nominated representative, rather than by a supplier. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) b. ‘May/Can’ is used where alternatives/action are equally acceptable. c. ‘Should’ is used where provision is preferred. d. ‘Shall/Must’ is used where a provision is mandatory/vital. 1.9 Units Units shall be in accordance with STD-00, Part-1. 1.10 Lessons Learnt Upon completion of works related to the scope of this document, a descriptive summary of lessons learned shall be prepared and made available by the supplier/Consultants/Job Officer and shall be forwarded to ADNOC Offshore Lessons Learned System as appropriate. 1.11 Site Conditions & Data 1.11.1 Site Conditions & Data of existing ADNOC Offshore facilities (Das, Umm Shaif, Zakum, Umm Al Dalkh, Mubarras, Umm Al Umbar, Abu Al Bukhosh, Bunduq, Zirku, Nasr, Umm Lulu, SARB, Al Dabbiya, Satah, Merawwan, Mandous, Belbazem, Ghasha Fields) shall be in accordance with STD-00, Part-2. 1.11.2 For new Field developments, project specific requirements should be followed by referring to the ADNOC Offshore. 1.12 Suggestions & Recommendations for Change to Document 1.12.1 These Standing Instructions are intended to be a reference manual, to ensure that procedures or specifications developed from them will comply with a minimum marine standard acceptable to the ADNOC Offshore. Constructive recommendations suggestions for amendments and additions are welcomed from any individual concerned with Marine Operations. Such suggestions should be forwarded through the appropriate channels as detailed in Appendix-Q. 1.12.2 On receipt of a change request, the appropriate staff will enter the details into the Change Request Register and shall write the change request number on the change request form. The review team will be meeting twice a year (January & June) to Identify items or areas affected by the possible change and ensure that all relevant departments are involved in the decision making process. a. Check whether procedures/work instructions need to be revised as a result of the change. b. Review organizational arrangements. c. Review the outcome recommendation of incident or accident investigation. d. Communicate the change to those affected. This will in most cases take the form of a revision to the document. However, if considered important then it may be communicated as a Marine Notice or other temporary memoranda. 1.12.3 Complete the form at Appendix-A9 in as much detail as possible with drawings and text attached, preferably in electronic format for clarity. Any suggested change should be referenced to the relevant section of the manual. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 1.12.4 It is recommended that contact details are provided on the form so that any query that may arise from the review team can be resolved. Lack of or no contact details may result in the suggestion being rejected. 1.12.5 Any rejected change requests shall, if possible, be discussed with the originator. 1.13 Review Management 1.13.1 ADNOC Offshore Logistics Division is the ownership of this Manual (SIMO) and any amendments and/or subsequent review and update shall only be governed under VPL control in liaison with CED Standards Team. 1.13.2 The ADNOC Offshore LD will endeavour to conduct a full review of this document every four years. 1.13.3 All Vessels and Barges working in ADNOC Offshore controlled areas shall keep an ‘up to date’ revision of these Standing Instructions on board. The Master, or person in charge of a vessel, must be fully conversant with and have a full understanding of these Instructions. Revisions will be issued when required in electronic format. 1.13.4 The ADNOC Offshore will hand over a copy of this Manual to the Contractor at the tendering stage and to the Master of the vessel directly by the chartering ADNOC Offshore, together with the Field Entry Permit. 1.13.5 The Job Officer in charge of any project undertaken in a controlled area must make sure that all Contractors' and Sub-Contractors' marine vessels are provided with copies of this Manual, together with the Das Island and Zirku Port Regulations and Information Book if relevant to the operation. Copies of these documents are available from the Logistics Division/Marine Department at ADNOC Offshore, and from PPA-ADNOC offices. 1.13.6 The document review will be conducted by ADNOC Offshore standards Review team with the Intention of assessing the SIMO. The review will comprise of updating SIMO with respect to Industry and ADNOC Offshore practices to ensure continued effectiveness and applicability of the standard. 2. QUALITY ASSURANCE 2.1 Quality Assurance System 2.1.1 All activities and services associated with the scope of this Document shall be performed by Supplier approved by ADNOC Offshore. 2.1.2 The Contractor/Supplier shall operate Quality Management Systems (QMS) within his organizations, which ensure that the requirements of this Document are fully achieved. 2.1.3 The Contractor/Supplier’s Quality Management System shall be based on Specification SP- 1009 or the latest issue of ISO 9001 Series. 2.1.4 The effectiveness of the Contractor/Supplier’s Quality Management System may be subject to monitoring by ADNOC Offshore or its representative and may be audited following an agreed period of notice. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 2.1.5 The Contractor/Supplier shall make regular QA audits on all their Sub- Contractors/Suppliers compliance with ISO-9001. Details of these audits shall be made available to ADNOC Offshore when requested. 2.1.6 The Contractor/Supplier shall maintain sufficient Inspection and Quality Assurance staff, independent of the service provider management, to ensure that the QMS is correctly implemented and that all related documentation is available. 2.1.7 Using Sub-Contractors is not allowed for services/functions carried out by a Supplier without ADNOC Offshore approval. 2.2 Quality Plan 2.2.1 The Contractor’s Quality Manual shall provide details for the preparation of a Quality Plan, which shall include provisions for the QA/QC of services activities. The Quality Plan shall be submitted to ADNOC Offshore for approval. Moreover, in case of any revision in the Quality Plan due to change in Quality Management System, then the revised QP shall be submitted for ADNOC Offshore approval before initiating any service activities. 2.2.2 The level of detail required in the Quality Plan shall be commensurate with the scope of services provided. 2.2.3 The quality of works is an essential factor in carrying out all services & activities covered by this Document. 2.2.4 During services/activities, Quality Assurance/Quality Control issues are the responsibility of the Supplier, and shall be approved and certified by TPA. 2.2.5 All Conflicts among Contractor, Supplier & TPA shall be reported in writing to ADNOC Offshore for resolution. 2.3 Inspection and Certification Requirements Inspection and certification requirements for material shall be in accordance to Project specification, CP-102 and BS EN 10204. 2.4 HSE ADNOC Offshore Suppliers/Contractors is responsible for complying and considers in their works/activities the following: a. The Laws of the UAE. b. The ADNOC Standards, regulations, and CoP’s. c. CONTROL AUTHORITIES 3.1 Marine Authority ADNOC Offshore Vice President Logistics is the authority for all Offshore Marine Operations and his deputy is Manager Marine Logistic and are the signatory for this “Standing Instructions for Marine Operations (SIMO)”. Respectively Marine Manager Logistic is authorize and responsible to inspect, audit and provide written approval to all marine vessels and senior crew as well as ensure safe marine operation and activities within all ADNOC offshore areas that are conducted as per relevant international and company marine standards. 3.2 Petroleum Ports Authority The Abu Dhabi National Oil Company – Petroleum Ports Authority (ADNOC-PPA) is the Control Authority for the Petroleum Ports of Das and Zirku Islands. The Abu Dhabi Petroleum Ports Law No 12 of 1973, plus amendments to date, governs the operation of Das Island and Zirku Island Petroleum Ports. a. The Harbor Master is appointed by the PPA to carry out, on its behalf, the duties of Port Officer. This shall include assistants and subordinates authorized to act on his behalf. b. Das Marine Services Team Leader and Marine Manager Zirku Island are located at Das Island and Zirku Island Terminals respectively. They, or, in their absence, their designated deputies are the authority to whom all ADNOC Offshore marine matters in their respective Island Area shall be directed. c. All vessels intending to enter PPA controlled areas require inspection by PPA (ADNOC Vetting) and an entry permit issued by PPA. Contractors shall liaise directly with PPA giving adequate notice for inspection. d. The respective ADNOC Offshore shall also arrange inspection of all vessels that request an entry permit into the Petroleum Ports controlled areas. e. The control authority has the right to withdraw permission from any or all vessels to move within the Island controlled areas for safety reasons, or because of non- compliance with recommendations, or for non-compliance with agreed work procedures or for failure to maintain good marine practice. f. The control authority has the right to instruct any or all vessels within the controlled areas to move outside the area limits. Projects of other operating companies passing through the controlled areas should liaise with the control authority for the duration of the project presence within or in the vicinity of the controlled area. 3.3 NASR, SARB & Umm Lulu Fields 3.3.1 NASR Field Authority under Umm Shaif Vice President. 3.3.2 Al Qatia Field Authority under SARB artificial Manager. 3.3.3 Bu Sikeen Field Authority under SARB artificial Manager. 3.3.4 Umm Lulu Field Authority under UD field Vice President. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 3.4 Satah Field Authority 3.4.1 Satah Field Authority is under the Satah Site VP. 3.4.2 Satah Field coordination for routine marine matters is under the Satah Marine Control who is located at the Field SSRV Marine responsibility for this Field is vested in the LGM Senior Marine Manager who works under the authority of the ADNOC Offshore VP Logistics. 3.5 Umm Al Dalkh Field Authority 3.5.1 Umm Al Dalkh Field Authority is under the Umm Al Dalkh Field Site VP. 3.5.2 Umm Al Dalkh Field coordination for routine marine matters is under the ADNOC Offshore Field Marine Supervisor who is located on board Zakum Field SSRV, call sign MC Control. Senior Marine supervisor responsibility for this Field is vested in the ADNOC Offshore who works under the authority of the ADNOC Offshore-LD. 3.6 Umm Shaif Field Control 3.6.1 Umm Shaif Field Authority is under VP Umm Shaif Field. 3.6.2 Umm Shaif Field marine coordination for routine marine matters is under the ADNOC Offshore US logistic supervisor who is based on USSC. Marine responsibility for this field is vested in the Offshore Marine representative-OMR who works under the authority of MMO For marine project activities responsibility for this field is vested in the Marine Projects Specialist who works under the authority of MMO. 3.7 Zakum Field Control 3.7.1 Upper Zakum Field Authority for production operations is under the Upper Zakum Site VP, who is located on Zakum Field Accommodation Central Platform (ACPT). Lower Zakum Field Authority for production operations is under VP Zakum Field, who is located on Zakum West Super Complex (ZWSC). 3.7.2 Zakum Field marine coordination for routine marine matters is under the Offshore Marine Supervisor who is located at the Marine Co-ordination Control (MCC) on-board the field’s SSRV, herein called MC Control. In addition to its marine safety duties, MCC coordinates and monitors all marine traffic within Zakum Field Area and its approaches, and warns marine traffic of diving, subsea or other operations in progress in or near Zakum Field. MC Control traffic responsibility for this Field is vested in the ADNOC Offshore LD Maine who works under the authority of ADNOC Offshore -LD. 3.7.3 ZAKUM field has 4 artificial island constructed with the field area. These are called Al Ghallan, Ettouk, Asseifiya and Umm Al Anbar Islands. Al Ghallan Island has two harbors and break waters and a flare. Asseifiya, Ettouk and Umm Al Anbar Islands have a flare, one harbor and break waters. The location of each break water and flare is in the following table. The new field authority is under ADNOC Offshore (Marine Coordination only in case of operations). 4. INSPECTION AND DOCUMENTATION 4.1 Audits and Inspections 4.1.1 Marine Contractors with vessels contracted directly or indirectly to the ADNOC Offshore shall be audited. The intention of the audit is to verify that the Contractor has an effective management support system in place for its vessels, follows the principles of HSEMS and IMO-ISM safety management guidelines and is capable of providing professional marine and material support to the vessel and its crew. Reference should be made to the “Acceptance Standards for Marine Contractors”. 4.1.2 All vessels contracted or sub-contracted to the ADNOC Offshore will be subjected to a pre- mobilisation, multi-discipline inspection by the relevant ADNOC Offshore. The intention of this inspection is to assess the unit’s capability and condition to safely carry out the proposed work scope, and of the crew to operate the vessel professionally within existing Regulations and Procedures. Reference should be made to the “Acceptance Standards for Marine Vessels” and “Jack up Integrity Management System”. 4.1.3 The ADNOC Offshore may carry out interim inspections at any time while the unit is on contract. Punch lists generated during these inspections may be used to track required remedial work and as check lists for future and follow-up inspections. 4.2 Documents and Certificates The ADNOC Offshore marine standard documents are as follows: 4.2.1 “ADNOC Offshore Acceptance Standard for Marine Contractors” (ADNOC Offshore Document ASMC) details the processes for registering new marine contractor intends to engage a marine service to ADNOC Offshore and defines the level of management support expected from any marine contractor or sub-contractor. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 4.2.2 “ADNOC Offshore Acceptance Standard for Marine Vessels” (ADNOC Offshore Document ASMV) details the certification and documentation required for vessels and personnel. The document details the minimum certificate and experience requirements, training of personnel, the basic safety required on all vessels 4.2.3 “ADNOC Offshore Jack Up Integrity Management System” (ADNOC Offshore Document JUIMS) details the certification and documentation required from any jack up units and onshore personnel. The document details the minimum certificate and experience requirements, training of senior jack up personnel that defines the basic safety required also in conjunction with ADNOC Offshore ASMC it defines the level of management support expected from any jack up contractors or sub-contractors. 4.3 Lifting Towing and Mooring Equipment In addition to meeting the Job Officer's technical specifications, all lifting, towing and mooring equipment used in offshore operations shall comply with the HSEMS of the ADNOC Offshore, in particular to the Code of Practice for Lifting Operations CP-113. 5. COMMUNICATIONS 5.1 Communications & Reporting Das & Zirku Islands 5.1.1 (Vessels bound for DAS Island) should give 72 hours, 48 hours and 24 hours advance notice to Das VTS & Das Port Control of their ETA. Where this is not practical, an estimated date and time of arrival shall be given, and be updated and confirmed as soon as practicable. 5.1.2 (DAS Port control / DAS VTS maintain a continuous listening watch on VHF Channel 16, 12 and 23. Vessels calling Das Island or approaching Das area for any reason shall establish contact with Das VTS and Das Port control), Zirku Marine maintains a continuous listening watch on VHF Channel 11. Das Marine working frequencies are VHF Channel 12 or 74. Zirku Marine working frequencies are VHF Channels 11, 16, or 64. Vessels calling at Das or Zirku Islands, or approaching the Island's Area for any reason, shall maintain continuous watch on channel 16 and establish contact with the Island's Marine Operator as soon as possible, confirming the ETA and requesting approach and berthing instructions where applicable before crossing into the area limits. 5.1.3 For vessels in transit between Abu Dhabi and the Islands, contact frequencies are available through the ADNOC Offshore Radio Stations. 5.2 Communication and Reporting Fields, General 5.2.1 The ADNOC Offshore operates a local area VHF communication network on a continuous basis. The Communications Chart (Subsection 5.10) gives details of the channels and frequencies available. 5.2.2 All vessels working in or near the Field Areas shall maintain an efficient and continuous listening watch on the correct VHF Channels and AIS shall be fully operational. 5.2.3 When calling relevant field control authority for permission to enter the Field, the Vessel must call at least one (1) hour before reaching the field perimeter and advise its ETA, the first requested location and the itinerary. After contacting the Field Control, the vessel must call the relevant SSRV on VHF-16 to inform the watch keeper of the vessel's position, speed and expected movements. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 5.2.4 All vessels operating for the ADNOC Offshore must make a daily situation report. a. ADNOC Offshore chartered vessels will report through MC Control between 06:00 – 07:00 hour’s local time on SSB 3875 kHz. b. All vessels shall include within the daily situation report the following information: c1. Vessel position, c2. Planned work program for the day, c3. Number of personnel on aboard, c4. Weather observation, c5. Any unusual occurrence, breakdown or incident since the previous report. 5.2.5 VHF channels 25, 24, 22, 20, 19 and 18 are duplex and cannot be used for inter-ship traffic. Vessels may establish contact with another ADNOC Offshore vessel or rig, by calling on Channel 16 or by calling ADNOC Offshore -Radio and request them to contact the other unit and agree an inter-ship channel. On completion of any inter-ship call both vessels shall resume a listening watch on their Field VHF Channel plus Channel 16 (156.8 MHz). ADNOC Offshore has facilities to patch a vessel into ADNOC Offshore office telephone numbers. 5.2.6 Nothing in these Instructions relieves the Master of a vessel from his duty to maintain a listening watch on VHF Channel 16 (156.8 MHz) as required under the International Convention for the Safety of Life at Sea. The vessel shall have sufficient VHF Radios on board to meet this requirement. 5.3 Communications & Reporting Umm Shaif Field and NASR Field 5.3.1 The ADNOC Offshore operating channel for Umm Shaif Field and NASR Field is VHF-22. All vessels and units in this Field Area must maintain a continuous listening watch on this frequency as well as on VHF Channel 16. 5.3.2 Communication between Abu Dhabi Base (call sign ADNOC Offshore-RADIO) and vessels in the Umm Shaif Field and NASR Field Area will be made on VHF Channel 22. 5.3.3 The Weather Forecasters may call the Umm Shaif Field and NASR Field SSRV, normally through ADNOC Offshore -RADIO, at 0600, 1200, 1600 & 2200 hours local time for local weather observations. 5.3.4 Vessels calling at Umm Shaif Field and NASR Field should contact the Control Room on USSC (call sign Umm Shaif Complex) using VHF Channel 22. 5.4 Communications & Reporting Zakum Field 5.4.1 Communications from vessels operating in Zakum Field shall be as per the ADNOC Offshore Communications Chart that follows in Subsection 5.10. 5.4.2 Vessels wishing to obtain clearance to enter the field from Field Authority (Zakum) should call the Zakum Field Marine Co-ordination and Control Vessel, call sign “MC Control” on VHF Channel 25 and advise the following: a. Present position and proposed “entry gate” (see Subsection 8.2), b. First destination and subsequent itinerary, c. Particulars of the vessel that may influence the selection of a suitable route, such as maximum draft or, for example, the reduced maneuverability of a tug and tow or of a construction spread. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 5.4.3 After being advised of his route through the Field, the Master will switch to the Field VHF Channel 20 to maintain continuous listening watch, except during periods where required by these Instructions to work other channels. MC Control will advise the Upper Zakum Site VP (UZSVP) on ACPT or the VP Zakum Field on ZWSC as appropriate concerning the vessel's proposed movements. On arrival at his destination the Master shall advise MC Control on VHF Channel 25. The Logistic Supervisor on ZWSC working hours are 0600 to 1800, communications with ZWSC outside these hours should be with Zakum West Control Room on channel 20. 5.4.4 On departure, or on moving to another location within the field, the Master shall follow the procedure as detailed above and request an appropriate route. The Master shall advise MC Control when his vessel finally clears Zakum Field limits. 5.4.5 In inshore areas, and areas of poor reception while vessels are in transit, ADNOC Offshore RADIO may be used on VHF Ch-18, Ch-9, Ch16 or Ch25. 5.4.6 In addition to clause 5.4.2 for ZAKUM Artificial Islands entry & departure shall be communicated with Radio Room of each island as per below channels: a. Asseifiya & Ettouk Islands VHF Channel 73 b. Al Ghallan & Umm Al Anbar Islands VHF Chanel 74 5.5 Communications & Reporting ARZANAH & SATAH Field VHF channel 9 (SSRV) 5.6 Communications & Reporting UMM Al DALAKH & UMM LULU Fields VHF channel 9 (SSRV) 5.7 Communications & Reporting SARB Islands VHF channel 16/68 5.8 Communications & Reporting DAS Islands * Before entering DAS port limit or using any TSS (DAS Deep water TSS or Zakum TSS) all vessel to contact DAS VTS on Channel 23 for traffic information. * 1 NM away from DAS breakwater the vessel will contact DAS Port Control on Channel 12 for instruction after coordinate with DAS Marine. 5.9 Supply Base Communications a. UAE Mussafah VTS listens on VHF-16 and works on VHF-10. b. UAE Abu Dhabi Freeport VTS listens on VHF-16. c. Abu Dhabi Port Authority listens on VHF-16 and works on VHF-67. d. Mussafah Port Control works on VHF-16. e. Shipping Section at Mussafah Base works on SSB, Rx: 4762.50 and Tx: 4762.50 f. In accordance with the UAE Defense Headquarters instructions and as a courtesy, all Vessels when within UAE waters shall show, during daylight hours, the following flags: f1. Vessel's National Flag, f2. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 5.10.1 Masters are encouraged to seek weather information from all available sources, including other of their company vessels that may be operating in other Gulf areas, in order to build up a picture of the general weather situation. 5.10.2 ADNOC Offshore -RADIO transmits weather forecasts daily at 0700, 1300 and 1900 Hrs. local time, on VHF-22 to Umm Shaif Area, on VHF-20 to Zakum Area and on VHF-18 to Abu Dhabi area. Each weather forecast is followed by ADNOC Offshore navigation warnings. 5.10.3 ACPT transmits daily weather forecasts at 0800, 1400 and 2000 Hrs. and MC CONTROL transmits daily navigation warnings at 0800, 1300 and 2100 Hrs on VHF Channel 8. 5.10.4 TOTAL transmits weather forecasts for TOTAL-ABK area at 0930h on VHF-15. 5.10.5 QATAR transmits a weather forecast in English and Arabic languages continuously on VHF-72. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 6.1 Emergency Communications Flow Diagram 6.1.1 Masters should study the following ADNOC Offshore Emergency Communication Flow Diagram below and display a copy in the bridge control room next to the VHF/SSB radio installation. 6.1.2 For any incident happen in the field and on-board ADNOC Offshore chartered marine units, Master need to report as per ADNOC COP and ADNOC Offshore HSE Incident reporting system immediately to Area Authority (MCC and Site) and Job Officer (End User and Contract Owner) (See Incident Communication Workflow Diagram below). 6.2 Emergency within any Field Area 6.2.1 The attention of all Masters is drawn to the Emergency Communications Flow Chart (subsection 6.1 above). A copy of this flow chart must be posted adjacent to the bridge radio installation. 6.2.2 ADNOC Offshore Standby Safety Rescue Vessels shall follow their specific “Standby Safety Rescue Vessels, Operational Procedures” in this case, Area SSRV must proceed immediately to the scene of the emergency. 6.2.3 If an emergency is declared in or near a Field Area, all vessels operating in that area shall make immediate preparations to proceed to the scene of the emergency. These vessels shall not proceed to the scene until instructed by the onsite Field Authority or by the ERC through the appropriate Field VHF channel. 6.2.4 In the first instance the Field Authority will be the on-scene co-ordinator and the relevant ERC in Abu Dhabi will support his efforts. Field Authority will direct vessels to the best advantage. 6.2.5 ERC will direct any additional support called in from outside the immediate area. 6.2.6 Any marine operation that is aborted due to an emergency situation elsewhere must be left in a safe condition. 6.3 Emergency within the Port Limits of Das and Zirku Islands 6.3.1 In the event of any emergency or accident within the Ports of Das or Zirku Islands, the procedures laid down in the respective ADNOC Offshore documents “Emergency Procedures - Marine - Port of Das Island / Port of Zirku Island” must be observed. In summary the respective Das Marine Team Leader, or Zirku Marine Manager, will be responsible for the issue of all marine instructions at times of emergency. 6.3.2 Except for a Master moving his vessel clear of immediate danger, all vessel movements in Das and Zirku Areas are prohibited during an emergency, unless specifically ordered by the Marine Authority. 6.4 Potential Hazards 6.4.1 The Master of any vessel sighting anything that may become a potential hazard, approaching or within an offshore Field Area, shall immediately advise the Control Authority of the relevant Area. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 6.4.2 Masters should pay particular attention to oil on the water and gas or oil leaks on a platform or apparently from sub-sea. Vessels should report any significant floating debris, or any suspect objects seen within or near a Designated Area, to the relevant Control Authority. 6.5 Vessel Breakdown 6.5.1 Any vessel that for any reason becomes ‘Not Under Command’ (NUC) while navigating within, or near to, a Designated Area shall immediately notify the Control Authority for that area who will declare an Emergency. In such case he shall follow the procedures referred to in this Chapter. 6.5.2 Any vessel that suffers failure of safety, navigation, communications equipment or other mechanical defect while navigating within or near to, a Designated Area Master shall immediately notify the Control Authority for that area. 6.5.3 The vessel must not anchor unless it is clear of the designated field and caution areas (see subsections 7.9 & 7.10 for Anchoring Prohibitions and Instructions). This instruction includes those caution areas that are designed to protect the main oil and gas pipeline routes outside the Designated Field Areas. 6.5.4 If, in the opinion of the Master, there is not enough time to action the ADNOC Offshore Emergency Procedures then he must take such actions he considers best under the circumstances. His primary concern must be towards the preservation of life and property and environment. 6.6 Distress Calls 6.6.1 The following is extracted from Regulation 33, Chapter V of the SOLAS Convention: “The Master of a Ship at Sea, which is in a position to be able to provide assistance on receiving information from any source that persons are in distress at sea, is bound to proceed with all speed to their assistance if possible informing them, or the search and rescue, that the ship is doing so. This obligation to provide assistance applies regardless of the nationality or status of such persons or the circumstances in which they are found. If the ship receiving the distress alert is unable or, in the special circumstances of the case, considers it unreasonable or unnecessary to proceed to the assistance, the Master must enter in the log-book the reason for failing to proceed to the assistance of the persons in distress, taking into account the recommendation of the Organization to inform the appropriate search and rescue service accordingly.” 6.6.2 Masters of vessels operated by the ADNOC Offshore shall themselves be responsible for deciding whether or not to respond to a distress call coming from outside the Field Areas. The Master shall take the following items into careful consideration when making that decision: a. The location of the distress and the steaming time to the scene, b. NAVIGATION AND ANCHORING INSTRUCTIONS 7.1 General Instructions 7.1.1 Masters shall navigate at all times in accordance with the requirements of the International Rules and Regulations for Prevention of Collisions at Sea. Vessels operating in any capacity for the ADNOC Offshore must navigate at all times with caution because of the numerous oil platforms, Installations associated pipelines and subsea assets that exist within Abu Dhabi waters. 7.1.2 Shift changes between Bridge Watch keepers must be carried out formally. Each hand- over shall be logged and should contain complete information on the vessel's position, course, speed, traffic and weather situation. 7.1.3 Masters should pay close attention to the caution notices shown on British Admiralty Hydrographic Office charts of the area. 7.1.4 Masters must pay special attention to Traffic Routing Systems in the area, especially that which operates between the Umm Shaif and Zakum Field Areas. 7.1.5 Vessels route to be drawn on the field chart to ensure safe passage from IDB (Isolated Danger Buoys) location and pipeline crossing in its vicinity. 7.2 Charts & Marine Notices 7.2.1 The Master of any vessel operating for an ADNOC Offshore should report at the earliest opportunity of any missing, out of position or defective navigation lights or marks. These reports should be sent to the relevant Field Control Authority, or to Das/Zirku Marine as appropriate. 7.2.2 Masters should also report in the same way any hazards or obstructions encountered while navigating in or near Designated Areas or in transit between them and Abu Dhabi Ports. 7.2.3 The Petroleum Port Authority (PPA) issues Das and Zirku Area Notices to Shipping and Navigation Warnings applicable to Das and Zirku Port Areas as necessary Middle East Navigation Aids Service (MENAS) broadcasts marine notices on their website and through Navtex. 7.2.4 Field Area Notices to Shipping are issued by the ADNOC Offshore Marine Authorities when necessary. Before shifting to new area, Master should ensure that he has the latest Marine Notice affecting that area and should make these Notices available in a file appropriately marked for easy reference by the bridge watch keepers. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 7.2.5 Masters should make sure that they receive the periodic summaries of current Notices and update their files accordingly including those issued by Abu Dhabi Port Company. 7.2.6 Masters must keep their Navigation Charts corrected and up-to-date. It is the Contractor’s responsibility to supply new editions of Navigation Charts when published and to make sure that each vessel maintains an efficient chart correction system. The Contractor shall make suitable arrangements for the Master to receive and action all relevant Notices to Mariners, plus other bulletins and publications that relate to safe navigation within the area. This includes notices issued by MENAS and other Local Government Agencies. Masters of vessels equipped with ECDIS are instructed to exercise extreme caution when navigating within the fields as some of the hazards, pipelines, structures and other subsea assets may not be marked on the ECDIS or admiralty charts. Masters are instructed to make full utilization of the latest edition of the field chart as provided by ADNOC Offshore and navigate their vessels with extreme caution in planning their route and while executing their passage within the field. 7.2.7 ADNOC Offshore representatives may inspect charts and files containing Navigation Notices and Warnings at any time. If found to be out of date, not appropriately filed or defective, the Contractor shall be responsible to bring charts up to an acceptable standard and the vessel may have its operating permit withdrawn until the defective charts are corrected or replaced. 7.2.8 The Master of any vessel directed into ADNOC Designated Areas must have on board a sufficient range of marine charts of the local Gulf area, and the Field Chart of the relevant Designated Area. ADNOC Offshore marine staff will supply Designated Area Field Charts on request and no vessel should enter any Designated Area without an up-to-date revision of the relevant Field Chart on board. 7.3 Lights & Shapes Every vessel, when engaged in any ADNOC Offshore marine operation, must display the statutory lights and shapes described in the “International Rules and Regulations for the Prevention of Collisions At Sea”. The Vessel must display the correct lights and shapes for anchoring, towing, not under command and underwater operations as appropriate. 7.4 Port Approaches 7.4.1 Das, Zirku and Arzanah Islands Before approaching the port limits of Das and Zirku all vessels must contact the relevant marine authority as laid down in subsection 5.1. Vessels planning to come closer than five (5) miles from the islands must obtain prior permission of the Port Authority. Additional information regarding Port Regulations can be obtained from the SPC / PPA website www.adppa.ae. 7.4.2 Abu Dhabi Freeport The approaches to Abu Dhabi Freeport are shown on the UAE Seaport Authority Abu Dhabi Chart. The port operates on a twenty-four hour basis. Masters of vessels are required to perform their own piloting and are reminded to strictly observe the harbour speed limits in force once inside the outer breakwaters. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) Control on VHF-Channel 16 and then the UAE Coastguard on VHF Channel 16 before entering or leaving the port areas. 7.4.3 Mussafah Base ESNAAD Mussafah Base lies with Mussafah Port area and is under the Control of Abu Dhabi Ports Company. Masters may be required to perform their own pilotage and a vessel traffic management system is in place. The channel is marked with lighted buoys throughout its full length to the ESNAAD Base. The Base operates throughout a twenty-four hour period if required, but normally cargo operations are carried out between 0700 and 2100 hours. 7.5 Caution Areas 7.5.1 Arzanah Island, Das Island, Zirku Island, Nasr Field, Satah Field, Umm Al Dalkh Field, Umm Shaif Field, Zakum Field, Saath Al Raz Boot field and Umm Lulu field are all ADNOC Offshore Designated Areas and operations within them are governed by these Standing Instructions. 7.5.2 These Areas, together with their associated submarine pipelines and cables, are marked on hydrographic charts of the area. The oilfields are under the overall control of ADNOC and the Port Areas under the control of ADNOC-PPA. Masters must obtain permission to enter each Designated Area from the relevant Authority. 7.5.3 Masters should note that, approximately 7 miles east of Das Island, there is a buoyed channel for the use of deep draft vessels in transit to and from the Zirku Island Terminal. 7.5.4 Das Island Pilot boarding station is located at Lat. 25° 10.0' N., Long. 052° 56.0' E 7.5.5 Four (4) artificial Islands are located within ZAKUM field. These Islands are centered approximately on the following positions: Al Ghallan Island 24o 50' 37.8" N 053o 39' 19.1" E Umm Al Anbar Island 24o 50' 02.7" N 053o 30' 05.6" E Asseifiya Island 24o 47' 54.5" N 053o 43' 51.5" E Ettouk Island 24o 54' 14.9" N 053o 43' 33.1" E 7.5.6 Two (2) artificial Islands are located within SARB field. These Islands are centred approximately on the following positions: Al Qatia Island E723550.00 N 2743650.00 Bu Sikeen Island E722330.00 N 2737100.00 7.6 Areas of Reduced Soundings 7.6.1 General Visual sighting of isolated danger buoys must be taken in strict consultation with field charts at all times. Masters should take note that many of the pipelines in this area are not buried. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) 7.6.2 Pipeline Crossing Points Several pipeline crossings exist within the Field Areas that reduce water depths by 2.74 m (9 ft). In addition, areas of reduced water depths extend up to 80 m (262.5ft) either side of these crossing points. Masters should give these areas a wide berth at all times and bear in mind the reduced water depths. In all circumstances the under keel clearance must at all times be at least half the draft of the vessel having consideration for maximum wave height and tide. 7.6.3 Attention of Masters of vessels navigating in the shallow water area is drawn to ADNOC Offshore NTM No. LGM/L.951/11/0100 Strict Instruction to all vessels navigating in the shallow area within ZAKUM Field: a. Vessel speed to be reduced to avoid draft increase due to SQUAT effect. b. All vessels navigating within the shallow area must have a large scale of latest edition of drawing ADNOC Offshore A1-299-V-0002 1 & ADNOC Offshore AD102-27-BAT-602 (SCALE 1:25000). c. Vessel Route to be drawn on Field Chart (ADNOC Offshore A1-299-V-0002 1 & ADNOC Offshore AD102-27-BAT-60237 1) SCALE 1:25000 To ensure safe passage around Isolated Danger Buoys in the areas and Pipeline crossings. d. Masters and Mates to pay special attention to the Isolated danger Buoys location and their proximity to pipeline crossing. Several are not placed directly over the isolated danger. They may be offset by a distance and some of them are used as perimeter buoys. e. Zakum field draft and shallow water check list to be obtained from MCC and filled in and resubmitted to MCC. f. MCC permission must be obtained prior to entry. 7.6.4 Moorings, Das & Zirku Islands and Fields. Water depths are less than charted by about 1.5 m (4.9ft), which is the height of the average gravity anchor, within a radius of 30 m (98.4ft) of most mooring buoys. Masters shall take this into account when navigating in shallow water areas. 7.6.5 Sounding Reduction, near Zakum Central Water depths are less than charted by 2.7 m (8.9ft) from Chart Datum at the jump-over point of the 30” flare line. An isolated danger buoy is located close southeast of the jump- over and marks this obstruction. Masters shall keep away from this area at all times. 7.6.6 Southeast of Zakum Central is an area of draft restriction through which Masters should not transit unless absolutely necessary. Vessels required to enter the above area for operational reasons are restricted to a maximum operational draft of 3.7 m (12ft). All rig moves will be subject to limitations imposed by the tidal conditions expected at the time, the route available and the ADNOC Offshore Rig Mover. The area is enclosed by the following boundary: From ZCSC, ZS-25, ZS-62, ZK-3, ZK-109, PS-77, ZK-84, ZK-95, ZS-5, ZK-11, Al Ghallan island, ZK-237, To ZCSC. All rights reserved ADNOC Offshore Standing Instructions for Marine Operations (SIMO) MSMS-06-SIMO (Rev.4) a. No Navigation Area identified and plotted in ADNOC Offshore ZK Charts. The area is enclosed by two borders: a1. South border From Asseifiya Island, ZK-38, IDB-R, ISD S, and Al Ghallan Island. a2. North border From Asseifiya Island, IDB-C, IDB-O, IDB-N, IDB-F, IDB-M, IDB-L, IDB-K and Al Ghallan Island. b. It is strictly prohibited for vessels to cross the above restricted area (pipelines corridor). Only special dedicated marine units are allowed to operate in such restricted zone subject to risk assessment and valid dispensation / permission from ADNOC Offshore marine authority and with clear communication and coordination with MCC at site. c. Rig and barge move marine spread, projects vessels, special purpose survey vessels and dive support anchor handling vessels with critical draft, size and function must operate based on risk assessment with all necessary safe routes, plans and approaches carefully reviewed and approved by the concerned ADNOC Offshore marine authority. Isolated danger buoy placed in the south east shallow water area are placed in close proximity to the pipeline crossings and therefore mariners are instructed to refer to the latest edition of the filed drawing. (ADNOC Offshore A1-299-V-0002 1 & ADNOC Offshore AD102-27-BAT-60237 1) SCALE 1:25000 when navigating in close proximity. Further IDB markers are also used as perimeter marker of the No navigation area. Strict adherence to these rules is expected from all vessels. 7.6.7 Vessel speed to be reduced to avoid draft increase due to squat especially in shallow water. Masters must follow the shallow water checklist for any navigation within the shallow water area. All Vessels shall navigate with extreme caution and to utilize all available means to make their safe route within the field with optimum speed and underwater keel clearance in relation to the reduced water depth impacted by subsea installation including tidal and sea wave’s conditions particularly in close vicinity of pipelines crossings. 7.6.8 Other open water areas, under ADNOC control and operated by the ADNOC Offshore, have mud line suspensions reducing water depths by up to 5.8 m (19ft). The International Cardinal Buoy System marks these areas and is listed as follows: a. Ish Well Nr.1 in position Lat. 24o 14.6’ N., Long. 52o 47.3’ E. b. Umm Lulu Well Nr.5 in position Lat. 24o 31.6’ N., Long. 54o 04.8’ E. c. Bu Hasser Well No. 1 in position Lat. 24o 59.1’ N., Long. 52o 57.0’ E d. Bu Hasser Well No. 2 in position Lat. 25o 03.5’ N., Long. 52o 57.0’ E 7.7 Flares Flare towers are installed in the Designated Areas. Some flares are automatic or semi- automatic and unlit flares may light automatically, or are lit, without warning. Vessels and work boats should keep a minimum of 300 m away from all flare structures at all times. An additional flare is located close to shore and due south of the flares mentioned above. All of the flares as referred to above are within the Das Island ‘Restricted Area No.1,’ which is detailed below in clause 7.8.2.1. Numerous flares are situated onshore near the northern coast of Das Island. 7.7.2 Satah Field Flare Satah flare is located about 0.65 miles southwest of Zirku Island. 7.7.3 Umm Al Dalkh Field Flare Umm Al Dalkh flare is located close southeast of the UAD Complex. 7.7.4 Umm Shaif Field Flares Umm Shaif Field has six flares, three located close together about 0.5 miles South-South- West of USSC. Two flares are located about 1.0 mile S of USSC and the sixth is located about 0.5 miles ESE of CP-1 platform. 7.7.5 Zakum Field Flares Flares on Zakum Field are located as follows: a. 1 flare close northwest of Zakum West Satellite (ZWS), b. 4 flares in an arc about 0.5 miles East of Zakum Western Super Complex (ZWSC), c. 2 flares about 0.5 miles Southeast of Zakum Central Complex (ZCC), d. 2 flares in a line about 0.2 and 0.5 miles respectively East, plus 1 flare about 0.2 miles South of Zakum Central Super Complex (ZCSC), e. 1 flare close northwest of Zakum North Satellite (ZNS), f. 1 flare close northwest of Zakum South Satellite (ZSS). 7.8 Navigation and Restricted Areas at Das and Zirku Islands 7.8.1 Movement within the Port Areas is subject to prior permission being granted by the PPA. Vessels visiting either Port Areas must have on board a sufficient range of local detailed hydrographic charts and must have on board a current copy of the “ADNOC, Petroleum Ports Authority, Port Regulations and Information Book.” 7.8.2 Vessels shall not enter the Island Restricted Areas except for authorized operational purposes approved by the relevant Marine Authority. 7.8.2.1 Das Island Restricted Areas No.1 & 2 are enclosed by a line joining the following positions: (a) 25o 08.61?
