ADNOC OFFSHORE Control Authorities

  • ADNOC OFFSHORE-VP Logistics, their deputies, and Marine Operations are responsible for approving all Jack-Up Units and issuing Field Entry Permits.
  • ADNOC OFFSHORE Line Managers will provide support and cooperation to enforce these standards.
  • ADNOC OFFSHORE-HSE, Lifting Engineers, and Aviation Specialists participate in a support function and must be involved in all Jack-Up inspections.

Responsibilities

  • No Jack-Up Unit can operate in an ADNOC OFFSHORE controlled offshore oil field or port area without a Field Entry Permit.
  • The Person-in-Charge (PIC) is responsible for complying with all relevant international and local legislations, Class Standards, safety standards, procedures, codes of practice, and specific contract requirements.
  • The Contractor is responsible for maintaining the validity of all security passes and travel cards for the Jack-Up and crew members in compliance with ASMC requirements.

Risk Assessment

  • The Risk Assessment shall address the operation of the Unit for various operations, including afloat (transit), transition between afloat and elevated condition (Jacking up/down), and elevated operations.
  • The Risk Assessment shall use the Risk Ranking figure, which includes unacceptable, tolerable, and acceptable regions, with ALARP benchmarks and individual risk to workers and the public.

Continuous Improvement

  • The Jack-Up Unit Owner/Operator shall demonstrate identified Key Performance Indicators (KPI) with regard to the individual Jack-Up Unit’s integrity and associated control systems.
  • The contractor shall demonstrate a system of internal audit and review to assess whether the KPIs are being met, including reporting to and sign-off by Senior Management and documentation of any remedial or corrective actions.
  • The internal audit and assurance process shall include all asset management processes identified within this Standard, and will be subject to periodic review with regard to appropriateness and include sign-off by Top Management.
