HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: ADMINISTRATIVE – 038 January 1, 2022 NIMS COMPLIANT SOG Title: Walk-Off Ceremony Revision: 1 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 15 PURPOSE The Hoffman Estates Fire Department uses the optional Walk-Off Ceremony to honor and celebrate the years of service that a retiring member has given to the citizens of Hoffman Estates at the conclusion of their last shift day. POLICY This ceremony will take place for retiring members on the date of the last full duty day with the department. If a member declines to have a ceremony, they will still receive a flag and presentation certificate to honor their service and contributions to the Village of Hoffman Estates. PROCEDURE 1 month out: 1) The Administrative Assistant will confirm with retiree the date and station they want their ceremony. If the member declines to have a ceremony, s/he will advise Administration of that choice and provide a list of names that they would like on their presentation certificate, typically their last company members or other department members of their choice. 2) The Honor Guard designee will secure a flag box (Local 2061 provides) and a 3’ x 5’ flag for display and presentation (Department provides). The flag will be delivered to the station that the ceremony will be held so that it can be flown the day prior. 3) Send out official announcement to all department members, retiree’s, local fire service officials and village officials. 4) The Administrative Assistant will advise the Honor Guard designee of the names to be placed on the retiree’s certificate. 2 weeks out: 1) Confirm the retiree’s service dates and print off certificate in color on the certificate paper provided by the Department. 1 2) Obtain signatures from members on the certificate and mount it in the flag box. Duty day prior to ceremony: 1) 3’ x 5’ flag is raised at the member’s station at the start of the shift. 2) Lectern delivered to the station. 3) On-duty Company cleans and prepares the station. 4) Flag stands for the Honor Guard flags are delivered to the station. Morning of ceremony: 1) Confirm speakers know what they’re going to say and at what point during ceremony their part is. 2) Brief the retiree’s company on what their role is and walk through the ceremony with them before it begins. 3) Ensure flag pole halyard is functional and any locking devices are removed. Station Preparation (Note: ceremony execution may be different at each station depending on available space and/or inclement weather): 1) Apparatus moved to allow an Engine/Tower to be the backdrop; floor cleaned and dried. 2) If a large enough group is expected to attend, additional apparatus may need to be moved onto the apron, weather permitting. 3) Lectern/podium placed near HEFD logo on Engine/Tower door for photos. 4) Table placed to side of lectern for the Union presentation axe and flag box. 5) Chairs for guests should be placed in the bay facing the lectern/podium at an angle (if chairs are desired/needed). 6) Table placed outside by flagpole with the flag box (folded flag compartment left open) and station U.S. flag on it to be put up when the retiree’s flag is removed. DEFINITIONS 2 Appendix 1 HEFD Walk-Off Ceremony Station 21 Preparation (see SOG for general guidelines): 1) RE21 removed from West bay & bay floor cleaned and dried. 2) E21 used as backdrop for ceremony, doors closed and gear stowed (wash the night before). If a large enough group is expected to attend, E21 may be moved onto apron, weather permitting. 3) Lectern/podium placed near HEFD logo on E21 door for photos with a table to it’s left for the Union presentation axe. 4) Chairs for guests should be placed in the West bay, facing the Lectern/podium at an angle (if chairs are desired/needed). 5) Table placed outside by flagpole with the certificate display cabinet (folded flag compartment left open) and village-owned U.S. flag on it to be put up when the retiree’s flag is removed. Ceremony: Begins in the apparatus bay 1) Emcee/Chief/Staff Officer announces the beginning of the ceremony. 2) Guests are escorted to their seats (if applicable) and retiree takes a position near the lectern/podium (either to the side or in front facing the podium with guests), FD personnel fills in behind the guests facing the retiree. 3) Honor Guard will post the colors and invite the audience to join them in the Pledge of Allegiance. 4) Speaker conducts a portion (see template); open mic for brothers to address the retiree; retiree addresses the crowd. 5) Battalion Chief contacts NWCDS to sound the final alarm and read script (NWCDS has the script). 6) Union official will present Local 2061 axe to retiree. 7) Everyone is directed to gather outside for the flag exchange ceremony. 8) Options: 1) OPTION 1 (retirees crew lowering the flag): Retirees crew takes their position as the flag detail (1 to operate the halyard, 2 to remove/replace flags along with 2 flag folders), Chief/Staff officer and union presenter next to the table in a straight line facing the street, retiree stands beside them, family gathered to the side to observe. 3 2) OPTION 2 (Honor Guard flag detail): Retirees crew takes their position next to the table in a straight line facing the street, retiree stands beside them, HG detail stands with 5 at the flagpole (1 halyard operator, 2 to retrieve and fold the flag, the other 2 to lower and replace with village- owned flag, then raise it), family gathered to the side to observe. 9) FD personnel line up in rows on RE21 apron, parallel to the curb, facing flagpole. Staff/Chiefs/Officers in Class A uniforms line up in front, followed by others in Class A uniform. Behind them is uniformed personnel (duty uniforms). Those in street clothes should be behind the formation (not intermingled). 10) Retiree walks down the line, saying final goodbye’s/thanks and joins the company near flagpole when done. Department bagpiper begins to play music and will proceed to march through the station and exit the rear, allowing the music to trail off. 11) HG detail leader calls all the FD personnel to attention, calls for a salute, directs the halyard operator to drop their salute and start lowering the flag. Once it gets below half way, the remaining detail members drop their salutes and move into position. The person paired with the halyard operator will receive the Village of Hoffman Estates flag and move it to the side. The 2 flag folders will receive the US flag as it comes down. The free ends will be held with both hands and step backwards to make room for their partner. Once the anchored side is at eye level, the other folder will unclip the flag, secure the loose end of the flag in one hand and then unclip the top portion with their other hand. At that time, the flag folders move away from the flag pole to make room. 12) The village-owned 4’ x 6’ U.S. flag is moved from the table and clipped into the halyard. Once attached, the flags will be raised. The flag is raised while being unfolded and the village flag holder feeds the flag towards the pole until it won’t touch the ground. Once the flags are out of their hands, detail members will render a hand salute until the flag is at full staff. 13) Once the flag is at full staff, the HG leader will call out “Personnel, Order Arms” to drop their salute (including flag detail members), then “At Ease” to allow them to rest. 14) HG folds the flag into a triangle, places it in the display box and replace the back. One folder hands the box to the retiree’s company officer and he reads the certificate aloud. 15) The company officer then either presents the display box to the retiree directly or to the Chief Officer to present to the retiree. 16) Detail leader calls “Personnel, Attention. Dismissed” to release them. 17) Lectern/podium and table get returned to their respective stations. 4 Inclement Weather Version Ceremony: Begins in the apparatus bay 1) Emcee/Chief/Staff Officer announces the beginning of the ceremony. 2) Guests are escorted to their seats (if applicable) and retiree takes a position near the lectern/podium (either to the side or in front facing the podium with guests), FD personnel fills in behind the guests facing the retiree. 3) Honor Guard will post the colors and group recites the Pledge of Allegiance. (“Please join us in reciting the Pledge of Allegiance. For those not in uniform, the proper honor is to place your hand over your heart. Personnel, Present Arms (they salute, detail leader faces the flagpole and salutes), I pledge allegiance…”). 4) Speaker conducts their portion (they have template); open mic for brothers; retiree addresses the crowd. 5) Battalion Chief contacts NWCDS to sound the final alarm and read script (NWCDS has a copy). 6) Everyone is directed to line up for retiree walk-through in the RE21 apparatus bay behind the chairs. Staff/Chiefs/Officers in Class A uniforms line up in front, followed by others in Class A uniform. Behind them is uniformed personnel (duty uniforms). Those in street clothes should be behind the formation (not intermingled). 7) Retiree walks down the line, saying goodbye’s/thanks and joins the crew near podium when done. 8) Emcee announces the honor guard will retrieve the flag and HG detail marches out. Department bagpiper begins to play music and will proceed to march through the station and exit the rear, allowing the music to trail off once the HG is back with the retiree flag. 9) HG places the flag in the display box, then replace the back. No apparatus in North bay. 2) E22 used as backdrop for ceremony, doors closed and gear stowed (wash the night before). If a large enough group is expected to attend, E22 may be moved onto apron, weather permitting. 3) Lectern/podium placed near HEFD logo on E22 door for photos with a table to it’s left for the Union presentation axe. 4) Chairs for guests should be placed in the North bay facing the Lectern/podium at an angle (if chairs are desired/needed). 5) Table placed outside by flagpole with the certificate display cabinet (folded flag compartment left open) and village-owned U.S. flag on it to be put up when the retiree’s flag is removed. If a large enough group is expected to attend, E24 may be moved onto apron (weather permitting). 3) Rostrum placed near HEFD logo on E24 door for photos. 4) Chairs for guests should be placed facing the rostrum (if desired/needed). 5) Table placed outside near flagpole/vestibule with the certificate display cabinet (folded flag compartment left open) and village-owned U.S. flag on it to be put up when the retiree’s flag is removed. 6) Cones placed to barricade the handicap parking spaces near the flagpole for ceremony. Inclement Weather Version Ceremony: Begins in the apparatus bay 1) Emcee/Chief/Staff Officer announces the beginning of the ceremony. 2) Guests are escorted to their seats (if applicable) and retiree takes a position near the lectern/podium (either to the side or in front facing the podium with guests), FD personnel fills in behind the guests facing the retiree. 3) Honor Guard will post the colors and group recites the Pledge of Allegiance. (“Please join us in reciting the Pledge of Allegiance. For those not in uniform, the proper honor is to place your hand over your heart. Personnel, Present Arms (they salute, detail leader faces the flagpole and salutes), I pledge allegiance…”). 4) Speaker conducts their portion (they have template); open mic for brothers; retiree addresses the crowd. 7) Battalion Chief contacts NWCDS to sound the final alarm and read script (NWCDS has a copy). 6) Everyone is directed to line up for retiree walk-through in the A24 apparatus bay behind the chairs. Staff/Chiefs/Officers in Class A uniforms line up in front, followed by others in Class A uniform. Behind them is uniformed personnel (duty uniforms). Those in street clothes should be behind the formation (not intermingled). 7) Retiree walks down the line, saying goodbye’s/thanks and joins the company near podium when done. 8) Emcee announces the honor guard will retrieve the flag and HG detail marches out. Department bagpiper begins to play music and will proceed to march through the station and exit the rear, allowing the music to trail off once the HG is back with the retiree flag. 9) HG places the flag in the display box, then replace the back. One folder hands the box to the retiree’s company officer and that presenter reads the certificate aloud. 10) The company officer then either presents the display box to the retiree directly or to the Chief Officer to present to the retiree. Union official will resent Local 2061 axe to retiree. 11) Detail leader calls “Personnel, Attention.
