MEASUREMENT LEVEL 2 PROFESSIONAL STANDARD (recategorised as a Prof. Standard in June 24) RICS PROPERTY MEASUREMENT (2ND ED) JAN 2018 INCORPORATING IPMS RICS website states: RICS property measurmeent comprises two elements: 1) Professional standard property measurement Application of the Professional Standard Technical definitions IPMS Office buildings, as applied under the Prof. Standard IPMS Resi Buildings as applied under the Prof. Standard 2) RICS IPMS data standard This document reflects the IPMS Standards (Office and Resi) and will beupdated over time to comply with other IPMS standards as they are published For all building classes other than office and Resi, the bases of measurement contained in the RICS Code of measuring practice (6th Ed.) 2015 ("COMP") may apply. The application of the Professional Standard applies to all building classes IPMS PMS 1 - Came into effect 01 May 2018 - first edition in 2016 - Exterior perimeter and includes the gross external area (GEA) - IPMS All Buildings published in 2023 and supersedes all other - Used for planning purposes providing comprehensive view of overall publised IPMS standards - however, not yet been incorporated into building size RICS Guidance - Ensures consistency & transparency in how buildings are measured, IPMS 2 - Residential (internal) globally - Measures internal floor area and includes internal and external - Allows for comparisons and reduces misinterpretations walls on all floor levels - Mandatory for offices and Residential - Used primarily for cost estimating and valuation - Equivalent to GIA Sub areas: IPMS 3 - Residential (occupier) IPMS 3A - occupation of building on an exclusive basis to an occupier - Measurement to outer face of external wall and centre line of shared - Equivalent to NIA walls IPMS 3B - Measurement of area in exclusive occupation - including internal walls and columns GENERAL IPMS TERMS - Internal Dominant Face (IDF) - measured to internal dominant face and finished surface - Common Facilities - IDF Wall Section IPMS 3C - Component Area - Limited use area - Measurement of area in exclusive occupation - Finished Surface - Useable floor area - excluding walls and columns - measured to internal dominant face and finished surface MEASUREMENT LEVEL 2 GENERAL PRINCIPLES OF MEASUREMENT IN RICS PROFESSIONAL STANDARD All RICS members must comply with and retain the following info on file/in report: purpose of measurement instruction date of measurement instruction date of measurement measurement standard adopted Reason for departure if IPMS not used measurement methodology adopted (eg. laser /tape etc) scale of plans used floor area schedule with relevant areas corss referenced to floorplans unit of measurement and conversion factor, if applicable Measurements & calcs must be clearly documented Retain record of RICS member responsible for certifying above Advise client on benefits of using IPMS IPMS: ALL BUILDINGS (not currently incorporated) **IMPORTANT NOTE** will supersede all previously IPMS standards IPMS All Buildings aims to establish consistent methodology for measuring all Stated to supersede all previously published IPMS standards - types of buildings globally however, it has not yet been incorprated into RICS Guidance harmonises all building classes into one document (as at October 2024) (Once adopted) envisaged that current RICS Property Measurement 2018 will no longer be relevant RICS Property Measurement (2nd Ed) remains the most up to Sets out definitions and diagrams of: date guidance including IPMS for Offices and Resi. IPMS 1 - External measurement IPMS 2 - Internal measurement The COMP 2015 applies to all other asset classes IPMS 3 1 - External esclusive use IMPS 3 2 - Internal exclusive use *Check RICS website often for any changes to the above* IPMS 4 1 - Selected areas including internal wall IPMS 4 2 - Selected areas exclusing internal walls RICS Code of Measuring Practice (6th Ed.) 2015 ("COMP") Still the best practice document for all asset classes except Offices & Resi Provides pecise definitions to ensure common & consistent approach Bases of Measurement (examples given not exhaustive) 1) GEA - Gross External Area - Town planning; council tax vals; build cost estimates for houses 2) GIA - Gross Internal Area - Estate agency; rating; building cost estimation; new homes vals (approx 2-3% deduction from GEA) 3) NIA - Net Internal Area - As above but for shops (approx 15% deduction from GIA) Bases of Measurement (examples given not exhaustive) 1) GEA - area of a building measured externally at each floor level including perimeter walls but exc. external open-sided balconies, covered ways and fire escapes (see Code for others) 2) GIA - area of a building measured to the internal face of the perimeter walls at each floor level. Including internal walls, columns atria & mezz. floors. Excluding perimeter wall thickenss; externla projections; external open sided balconies 3) NIA - usable area within a building measured to the internal face of the perimeter walls at each floor level. Including atria with clear height above; kitchens; areas occupied by non-structural walls dividing accomodation in sole occupancy. Excluding common entrance halls/landings; liftrooms; stairwells; internal structrual walls columns etc; areas with headroom less than 1.5m.
