Funciones del auxiliar de servicios sociales Bibliografía ### Introducción al Centro de Acogida San Isidro The Center of Acogida San Isidro is one of the most important elements of the network of attention to people without a home. In the Center, programs of attention to people without a home are developed, and they present specific problems such as drug addiction, alcoholism, mental illness, etc. The Network of Attention to People without a Home of the Madrid City Council has as its main objective that no Person without a Home lacks social attention. The main objectives that are pursued in the Center for Acogida San Isidro are to cover the basic needs (accommodation, maintenance, hygiene and clothing) of the persons who access it, and to carry out a technical intervention to make possible personal, social and health improvement processes from a biopsychosocial perspective. The development of this objective is articulated through a series of areas of intervention and different programs. ### Funciones del auxiliar de servicios sociales The figure of the auxiliary of Social Services in the San Isidro Reception Center arises by plenary agreement of the Madrid City Council in December of 1985. This figure corresponds to group C, subgroup C2, of those established in article 76 of Royal Legislative Decree 5/2015, of October 30, which approves the consolidated text of the law of the Basic Statute of the Public Employee, in relation to its Third Transitional provision, and is framed in the scale of Special Administration, subscale of special services, category of Auxiliary of Social Services, of the staff of the Madrid City Council. According to the Agreement of October 29, 2020 of the Government Board of the City of Madrid, by which the Agreement of September 30, 2020 of the Negotiating Table of Labor Personnel of the Madrid City Council, by which the systems of classification and ordering of the labor personnel of the Madrid City Council and its Autonomous Organizations are regulated. It contemplates the grouping of Auxiliary Professions as those workers: - Who carry out tasks consisting of operations carried out following a precise and concrete method of work. - With a high degree of supervision, which normally require professional knowledge of an elementary nature. - Who carry out manual tasks or with the help of simple mechanical elements, adjusting to concrete instructions clearly established, with a high degree of dependence and that may require some physical effort and attention, for which no specific training is required. Group C2 of Technical Assistants. It contemplates the auxiliary technicians as those workers who carry out tasks with a certain autonomy and initiative, which, although executed under precise instructions, require adequate professional knowledge and aptitudes, and whose responsibility is limited by direct and systematic supervision, without prejudice to the fact that in their execution they may be assisted by other workers of equal or lower professional group. Next, we are going to develop the areas of action, as well as the functions and tasks that are carried out in order to comply with the objectives pursued by the San Isidro Reception Center. From the San Isidro Reception Center, it is intended that users develop a series of habits and personal skills, that they attend to different personal needs (hygiene, cleanliness, accompanying them outside the Center) and facilitate internal coexistence and adaptation to the rules of the Centers. All this is carried out from the Intervention Plan designed by the Center's technical team, in the case of individual interventions. In the group setting, group actions and activities are organized that guarantee the dynamization and participation of users in workshops and groups, and have the following objectives: - Improve coexistence. - Promote participation. - Intervention in the district environment. These actions are developed in those areas where the population that accesses the Center, and therefore has the greatest impact (parks, leisure areas, train station, etc.), has the greatest impact. These interventions are always adapted to the abilities and needs of the people without a home who are being treated. In the community setting, professionals develop activities with users aimed at reducing the impact of the Center in its context, and they are incorporated into the actions or socio-educational activities in the vicinity of the center. Next, we will develop the content of the Program, which is specified in three levels of action (individual, group and community): At the individual and group level, the Program has a socio-educational, rehabilitative and training character in personal activities of an instrumental nature. The following implementation process is contemplated: - Technicians of the Municipal Network of Attention to People without a Home present, through the referral report, the Intervention Plan to be developed by the professionals. It specifies the objectives and socio-educational actions to be developed with the user, as well as the criteria for evaluation, the systems and dates of coordination between the coordinator and the municipal technicians. - They develop the individualized and group actions foreseen in the Individual Intervention Plan, both inside and outside the Reception Center, in relation to the user and their interaction in the Center and in the closest environment, guaranteeing the development of their abilities. - Training activities in personal abilities and skills (personal hygiene care, care of meals, training in attending medical appointments and in carrying out errands, through accompanying the user, internalization of personal values of respect for their own person and the environment...). - Socio-educational activities of an individual nature address aspects that have an assistance, educational and rehabilitative content, which will be specified in the individualized and personalized support processes so that users of the Socio-educational Program acquire basic habits and incorporate the social skills necessary to acquire the corresponding level of personal and social autonomy. At the group level, the activities are aimed at: - Improving the personal abilities and social skills of users of the Network of Attention to People without a Home and especially of those residing in the Reception Center in the San Isidro Reception Center. Educators and monitors develop group intervention projects aimed at users referred by the professionals. These actions are carried out by social educators and are aimed at users with individual educational intervention or other users of the Center, after referral by the municipal technicians, and where specific areas with a specific profile are worked on. Each group has a specific project that is presented to the management and the technical team of the Centers of the Municipal Network of Attention to People without a Home. Within the activities to be developed of a socio-educational nature, it should be noted that the reading of digital and paper press. Workshops for personal rehabilitation and training are also developed, with the necessary material, such as the corresponding pack of sheets and manuals for carrying out activities of cognitive abilities. A leisure activity is also developed, during the Christmas holidays and on the Patron Saint of the city. Similarly, within the framework of personal intervention processes, users are trained in the use of public transport, accompanying them to appointments, visits and other circumstances where the use of these means is required. The realization of occupational and assistance activities. Monitors carry out these activities through workshops of occupational and assistance actions that complement the personal attention of the auxiliary teams of social services (supervision of clothing, supervision of hygiene, support in the user's environment...) and collective actions through the design of different occupational workshops. They will also carry out support tasks and complement the Occupational Therapy Program that each user carries out. Activities of dynamization of the Center, coinciding with special periods (feasts of San Isidro, Christmas holidays, cultural weeks, other social initiatives, etc.), whose objective is to promote the participation of users in the activities organized, both internal and external, and the organization and development of them. They are developed by the monitors with the support of the educators. They carry out an excursion throughout the year with the participation of at least 50 users. Similarly, they attend 3 recreational shows that complement the socio-educational activities. At the community level, a Plan of Community Activities is developed, which allows the development of a Community Intervention Plan that serves as a basis for its application in the set of Devices of the Municipal Network of Attention to People without a Home. One of the approaches is a project of action in the neighboring community of the Center (streets, gardens, commuter train station, etc.) before the impact that certain behaviors have in the public environment and that give a negative image, both of the collective of people without a home and of the Reception Center, in order to facilitate coexistence, reduce negative behaviors (improper use of public space, littering the environment, etc.) and integrate the work and mission of the Center in the community environment. The Community Intervention Plan is specified in actions and activities such as contact with social and neighborhood leaders, meetings with social entities close to the Center, etc., and a semiannual meeting with these social agents. ### Bibliography - The Agreement of October 29, 2020 of the Governing Board of the City of Madrid by which the Agreement of September 30, 2020 of the Negotiation Table of Labor Personnel of the Madrid City Council, by which the systems of classification and ordering of the labor personnel of the Madrid City Council and its Autonomous Organizations are regulated. - http://www.madrid.es - Specifications for the contract of services for the development of complementary socio-educational activities to psychosocial intervention processes to be developed with users of the network of attention to people without a home in the San Isidro Reception Center (file number: 300/2013/00677).
