3/7 UNIFORMS 1 3/7 UNIFORMS 3/7-01.01 PERSONNEL PROCEDURES/UNIFORMS -01. UNIFORMS AND GROOMING.01 GENERAL Uniforms, uniform maintenance and grooming standards are prescribed by the Fire Chief. Requiring uniforms, and grooming standards to be maintained and kept in an acceptable condition, contributes to the Department's ability in accomplishing its mission. Each member has a responsibility to personally contribute to the overall image of the Department..10 HAIR STANDARDS A neat, clean and well-groomed appearance contributes to building pride essential to an effective Fire Department. A vital ingredient of the Department's effectiveness is the pride and self-discipline which each member brings to our service. It is the responsibility of each member to be properly groomed while on duty. Officers shall be accountable for the appearance of members under their direct supervision. A. HAIR: There are many styles which are acceptable in the Department. As long as the style does not lessen the protection of required safety equipment or expose the member to added personal injury, the acceptability of the style will be judged by the following criteria: While on duty or in uniform, the length and/or bulk of the hair shall not be excessive or present a ragged, unkempt or extreme appearance. Hair styling (outward flip, teased, afro, perm, block, or tapered), shall not cause hair to exceed in length or bulk the standards described in this section. Length of hair on back of the head shall not extend over the top of the collar of the dress uniform when standing with the head erect. Hair may cover part of the ear, but the lower one (1) inch of the ear (when measured from the bottom of the ear) must remain exposed. Hair bulk shall not exceed one and one-half(1 1/2) inches in depth, tapering at the sides and back to a maximum depth of one(1) inch at the top of the collar when in dress uniform and a maximum of one-fourth(1/4) of an inch beyond the outer edge of the ear. At no time shall the hair style interfere with the proper sealing of a facepiece or the proper fit and appearance of approved headgear. 3/7 UNIFORMS 2 B. FEMALE EMPLOYEES 1. On-duty female employees assigned to field assignments shall wear their hair in a style that does not lessen the protection of required safety equipment or expose the employee to added personal injury. If hair is long, it shall be pulled back and secured off the face and neck. Single pony-tail or braid, including french braids may be worn providing the bottom end of the braid does not extend any longer than six (6) inches from the top of the collar. Employees assigned specifically to field fire suppression operations shall not wear their hair in a manner that will reduce the safety value or delay the donning of the firefighting helmet or breathing apparatus facepiece. The firefighting hood shall cover all hair. Hair shall be styled to allow the individual to don a breathing apparatus facepiece and attain an airtight seal against the face. Hair shall not protrude inside the seal of the facepiece. Hair shall not interfere with vision in any way. 3/7 UNIFORMS 3 When the dress uniform and cap are worn, hair shall be styled with the bulk of the hair to fit under the cap. Accessories, hair clips, and pins that approximately match the color of the hair may be used. 2. FEMALE SPECIAL DUTY - Uniformed employees not assigned to field assignments may wear their hair in a style of their choosing as long as a neat appearance is maintained. If an employee is working in assignments such as Test Pit Engineer or performing High Rise pump inspections, ect., hair shall be styled in a manner consistent with field personnel. Pregnant female employees authorized to wear civilian attire may wear their hair in a style of their choice. NOTE If a female employee assigned to special duty is assigned to field duty, the hair standard, as identified in B.1 above, shall be adhered to. C. Sideburns shall be well groomed, neatly trimmed, and shall not extend beyond the inner seal of a properly worn breathing apparatus facepiece. Sideburns shall not extend below a horizontal line level with the bottom point of the ear when the head is erect. D. Moustaches shall not cover the upper lip, shall be well groomed, neatly trimmed, and shall not protrude beyond the natural facial "smile" crease, nor extend beyond one half (1/2)of an inch below the corner of the mouth. Extreme styling of moustaches is not permitted. E. Beards and goatees of any type are specifically prohibited. F. With the exception of the facial hair growth permitted above, all members shall be clean shaven by 0800 hours and at any other time when reporting for duty or when representing the Department. 3/7 UNIFORMS 4.20 COSMETICS Female members are permitted to wear cosmetics. All cosmetics are to be worn in conservative amounts and color..30 FINGERNAILS Fingernails are to be kept neat and clean and, for safety reasons, shall be no longer than 1/8" beyond the tip of the finger. If nail polish is worn, it shall be pale in color. No bright colors will be allowed..40 JEWELRY Jewelry or personal ornaments shall not be affixed to any part of the uniform or equipment. Members shall not wear any unauthorized ornamentation such as earrings, flag pins or necklaces. Religious and Medic Alert medals may be worn, providing they do not show outside of the uniform..50 SUNGLASSES/WRIST WATCHES Sunglasses and wrist watches may be worn while on duty but shall be of a color that blends in with the Department uniform (example: black, brown, silver, gold, etc.). Fluorescent or bright colors shall not be worn while on duty. Sunglasses shall not be of a type that restricts member's peripheral vision. -05. TATTOOS, SCARIFICATION AND BRANDING POLICY.01 GENERAL Many factors influence the community’s perception of our Department. The image we present to the community must be one of professionalism; therefore, our professional appearance is of utmost importance. Effective May 1, 2008, the Department's Tattoo, Scarification, and Branding Policy WILL BE IN EFFECT. The following establishes specific guidelines concerning the display of tattoos, scarifications, and branding by members of the department. A. Definitions Tattoo: the act or practice of marking the skin with indelible designs, forms, figures, art, ect., by making punctures in the skin and inserting pigments. Scarification: the act of intentional cutting of the skin for the purpose of creating a design, form, figure or art. Branding: the act of intentional burning of the skin for the purpose of creating a design, form, figure, or art B. Tattoos. Scarifications and Brandings 1. All sworn members, while on-duty, Shall not display any tattoos, scarifications, and/or brandings. Sworn uniformed members shall cover any visible tattoos, scarifications and / or brandings by wearing a Department approved uniform or by wearing a skin patch that covers the tattoos, scarifications, and / or brandings. When impractical, (i.e. showering) members are not required to cover any tattoos, scarifications, and or brandings. Note A skin patch is any patch or bandage that is of neutral tone (e.g., Ace bandage of Band-aid not larger than 4’ by 4’) 2. The operations Commander or appointed designee may grant members a one-time exemption for tattoos, scarifications, or brands already in existence on the effective date of this policy where coverage of the tattoo may impede the members safety (i.e. face piece seal) or where coverage is impractical. Members requesting this exemption must submit their request in writing to the Operations Commander or appointed designee, with photographs documenting the tattoos, scarifications, or brands for which they are requesting exemption. 3. Members will be prohibited from getting any tattoo, scarification, or brand that, after the implementation date, cannot be covered with the Department approved uniform or skin patch. 3/7 UNIFORMS 5 4. Copies of the members approved F-225 noting the exemption shall be maintained in their Department personnel folder and their personal folder at the members work assignment. -10. UNIFORM WEARING.01 GENERAL Officers shall ensure that the appropriate uniform is worn, predicated upon the event, function or detail that the member(s) of his/her command will be attending. Officers shall ensure the proper wearing, material condition and appearance of uniforms of members under their command. Officers shall condemn those uniform items, worn by members under their command, which are in need of repair or replacement. Officers shall exercise common sense and good judgment in evaluating the status of members’ uniforms. Under no circumstances shall the authority derived from this language be used in a punitive manner. The Department badge shall be worn whenever the work shirt, sweater or jacket is the outermost garment. A. Members shall wear the proper uniform at all times when on duty, and as specified when engaged in Departmental activities while off duty. This includes: 1. Operating apparatus in preparation for promotions or driving Department vehicles to and from work. 2. Special Details B. Wearing any part of the uniform off duty, and not in connection with Departmental activities is prohibited. This includes: 1. Suspension or relief from duty. 2. Traveling by private or public vehicles between home and work locations. C. Uniform members shall not carry their Los Angeles Fire Department badge on their person while off duty unless assigned to the Arson Section, on-call, or in uniform and participating in an approved off-duty Fire Department function or activity. NOTE Item B-2 and C above shall not apply to those members who drive or ride in Department vehicles which are garaged away from assignment, nor does it apply to those members who drive between fire stations when working SOD, trades, etc. D. The following dress code is considered appropriate when visiting Department Headquarters Off duty: Appropriate attire for a place of business. Shorts, jogging suits, tee shirts or tank tops are not acceptable..20 UNIFORM AVAILABILITY Members shall keep available an adequate supply of uniforms to meet the needs of their assignment. Members that have been issued a turnout uniform shall have it available at their assignment. All members shall keep a dress uniform available at their assignment..30 UNIFORM SPECIFICATIONS All uniforms shall comply with the requirements of this Chapter and with the "Los Angeles City Uniform Specifications" which are on record at the Supply and Maintenance Division. When specifications are changed, a changeover period will be specified to provide a wear-out period for uniforms in use. "Authorized Uniform Suppliers" are listed in the Manual of Operation Ref. 3/7-99.01. Members should identify themselves as Los Angeles Firefighters to the suppliers when purchasing uniforms. The approved tie clasp shall be a plain gold bar for Chief Officers and a plain silver bar for other members. 3/7 UNIFORMS 6.40 FOOTWEAR SPECIFICATIONS A. Work Shoes Refer to Departmental Bulletin 07-09 Three Boot System. B. Dress Shoes 1. Firefighter - Black - Military Style, plain toe laced shoes. 2. Females - Optional dress shoes shall be worn with optional skirt. Black dress pumps of leather, calf or synthetic leather; shall be of plain design with closed heel and toe. Heels shall be no higher than 2-5/8", no less than 5/8" measured from the forward edge, and no wider than 1-3/4" at the base. Sole shall be no thicker than 1/4". C. Athletic Shoes - Any type of athletic shoe that is suitable for the activity may be worn. -15. DRESS UNIFORM.01 GENERAL Each Member shall maintain a dress uniform in good condition, to be worn exclusively as a dress uniform..10 OFFICER'S DRESS UNIFORM Shall consist of: A. Black, approved all wool or polyester trousers. B. Black, approved all wool or polyester dress coat (with collar ornaments) with the Department patch sewn on the left upper sleeve (See Fig 10). The dress uniform (A&B above) shall be either all wool or all polyester, mixed combinations are prohibited. Note The polyester dress uniform shall not be worn on emergency responses unless covered by appropriate safety clothing. C. White shirt, including collar ornaments 3/7 UNIFORMS 7 D. Uniform cap E. Dress shoes F. Black socks G. Uniform belt and buckle H. Black tie (with approved tie clasp) Note When members are standing in a natural upright position, the tie should reach within 1" of the belt buckle. (See Fig. 8 & 9) I. Badge J. Medal of Valor Pin (if awarded) K. Nameplate.15 CHIEF OFFICER'S AND CAPTAIN'S SUMMER DRESS UNIFORM Chief Officers and Captains shall wear a summer dress uniform, consisting of a summer dress shirt with tie, collar insignias, and shoulder epaulets, to be worn without a dress coat. A. The time frame for wearing the Summer Dress Uniform shall coincide with daylight savings time. B. The Summer Dress Uniform shall be worn at Academy graduations, annual inspections, and community events. (Captains may wear the work uniform at community events). Note A dress coat shall be worn at all times when attending funerals, administrative hearings, appearing before the City Council or Fire Commission, or directed by the Fire Chief..18 FEMALE OFFICER'S DRESS UNIFORM Shall consist of and be tailored to LAFD specifications: A. Black, approved wool/polyester blend skirt. B. Black, approved wool/polyester blend jacket with the Department patch sewn on the upper left sleeve (See Fig. 10). C. Optional: Black approved wool polyester blend pants may be worn in lieu of the skirt. Note This dress uniform shall not be worn on emergency responses unless covered by appropriate safety clothing. D. White uniform blouse with collar. 3/7 UNIFORMS 8 E. Black crossover tie. F. Uniform cap. G. Black dress shoes as described in Manual of Operation 3/7-10.40 B, 2. H. Handbag (optional) shall be of plain black leather or synthetic material, envelope-style; not more than 11" wide and 7-1/2" deep. The handbag shall be carried over the left shoulder or with the strap shortened for carrying over the arm. I. Hosiery shall be made of nylon material, flesh tone, undecorated, and seamless. J. Badge K. Medal of Valor Pin (if awarded) L. Nameplate..20 NON-OFFICER'S DRESS UNIFORM Shall consist of: A. Black all wool trousers B. Black all wool shirt (long sleeve with service stripes) with the Department patch sewn on the upper left sleeve (See Fig. 10, Page 29). C. Uniform cap D. Dress shoes E. Black socks F. Uniform belt and buckle G. Black tie (with approved tie clasp) H. Badge I. Medal of Valor Pin (if awarded) J. Nameplate EXCEPTION Fire Prevention Bureau Inspectors shall wear the white uniform cap..25 FEMALE NON-OFFICER OPTIONAL DRESS UNIFORM Shall consist of and be tailored to LAFD specifications: A. Black all wool skirt B. Black all wool shirt (long sleeve with service stripes) with the Department patch sewn on the upper left sleeve (See Fig. 10). C. Uniform belt and buckle D. Black crossover tie E. Uniform cap F. Dress shoes G. Handbag (optional) shall be made of plain black leather or synthetic material, envelope style; not more than 11" wide and 7-1/2" deep. The handbag shall be carried over the left shoulder or with strap shortened for carrying over the arm. H. Hosiery shall be made of nylon material, flesh tone, undecorated, and seamless. I. Badge 3/7 UNIFORMS 9 J. Medal of Valor Pin (if awarded) K. Nameplate Note The female optional dress uniform shall not be worn at field assignments when the potential for an emergency response exists..30 WEARING OF The dress uniform shall be worn under the following conditions: A. At official appearances before the Board of Fire Commissioners. Note Members are permitted to wear the work uniform for Fire Commission meetings held at the Fire Station. B. At official appearances before the Fire Chief. C. When appearing before a Board of Rights (except the accused). D. As a member of a Board of Rights. E. When appearing in court when the City is a party in the court action. Fire Prevention Bureau personnel refer to option below. F. When appearing at any Administrative Hearing where the City is a party (example - arbitration hearing, fact-finding hearing, etc.). G. At any other time as directed or when appropriate. Such as attending or making presentations to the Fire Commission, appearance at City Council, etc. OPTION Fire Prevention Bureau Personnel appearing in court when the City is a party in the court action, may wear the white shirt and tie with the uniform jacket. -20. SPECIAL DUTY UNIFORM (CAPTAIN AND NON-OFFICERS).01 DESCRIPTION Shall consist of: A. Black or Blue all Nomex trousers B. White shirt with tie and approved tie clasp (Collar ornaments – Captains only) C. Uniform cap D. Appropriate footwear (normally the safety boot) E. Black socks, Athletic-type socks may be worn with safety boots. These socks shall be solid colored in black, gray or white only. F. Uniform belt and buckle G. Badge H. Nameplate I. Uniform jacket (optional) J. Uniform sweater (optional) 3/7 UNIFORMS 10.10 WEARING The Special Duty uniform will be worn under the following conditions: A. By members of the Fire Prevention Bureau and Special Duty assignments. B. The Special Duty uniform for all Chief Officers, acting Chief Officers, EMS Battalion Captains and those members not assigned to fire fighting commands, shall be the same as “A” above. C. Either the uniform cap or helmet shall be worn as deemed appropriate by the member’s Commanding Officer. Exception The Test Pit Engineer, Drill Tower Instructors and members assigned to Metro shall wear a blue (Captain wear black) Nomex work uniform, badge and embroidered name..20 WHITE SHIRT A. Shall have one or two pockets (long or short sleeve). B. Shall be of white material of broadcloth type. C. Nameplates shall be worn as per reference 3/7-80.90. D. Shall have conventional straight collars, no buttons, collar pins, collar bars, or button tabs..25 OPTIONAL SPECIAL DUTY UNIFORM (FEMALE MEMBERS) Those members not assigned to field duty have the option of wearing the black wool skirt, white shirt and crossover tie in lieu of the black Nomex trouser, white shirt and standard tie and clasp..30 MATERNITY UNIFORM Shall consist of: A. Black, approved maternity trousers. B. Black, approved maternity skirt (optional). C. Black, approved maternity smock (optional). (See Fig. 15, Page 32) D. White, approved maternity blouse (long or short sleeve) with collar. E. Uniform cap F. Dress shoes (with trousers) black plain toe oxford. G. Dress shoes (with maternity skirt or smock) black dress pumps of leather, calf or synthetic leather. Shall be of plain design with closed heel and toe. Heels shall be no higher than 2-5/8", no less than 5/8" measured from the forward edge, and no wider than 1-3/4" at the base. Sole shall be no thicker than 1/4". H. Black socks/hose (with trousers). I. Hosiery (with skirt) shall be made of nylon material, flesh tone, undecorated, and seamless. J. Black tie (with approved tie clasp) or black crossover tie, worn with maternity trousers. Black crossover tie, worn with maternity skirt or smock. K. Handbag (optional) shall be made of plain black leather or synthetic material, envelope style; not more than 11" wide and 7-1/2" deep. The handbag shall be carried over the left shoulder or with strap shortened for carrying over the arm. L. Badge M. Medal of Valor Pin (when worn in lieu of the dress uniform). 3/7 UNIFORMS 11 N. Nameplate.35 WEARING OF THE MATERNITY UNIFORM The maternity uniform shall provide optional wear for females working light duty assignments during the stages of pregnancy when wearing of the approved dress or standard uniform becomes impractical. With the approval of their commanding officer, pregnant members may be allowed to wear civilian clothes in lieu of the maternity uniform. -35. WORK UNIFORM (CAPTAIN AND NON-OFFICER).01 DESCRIPTION Work uniform will consist of: A. Nomex work pants B. Nomex work shirt or jacket (see note) C. Navy blue round neck T-shirt (short or long sleeve optional – T-shirts are not approved for Captains) D. Appropriate footwear (safety boot) E. Black socks - Athletic-type socks may be worn with safety boots. These socks shall be solid colored in black, gray or white only. F. Uniform belt and buckle G. Badge - Refer to 3/7-80.12 H. Either the uniform cap or helmet shall be worn as deemed appropriate by the member's Commanding Officer. Note The Work Shirt and Jacket if applicable shall have the member’s last name embroidered on the right breast in Capital/Block lettering ½” high and not greater than ¼” thick. Staff Assistants Staff Assistants shall wear the black Nomex uniform. 3/7 UNIFORMS 12.10 WEARING - GENERAL The work uniform is the daily uniform for Captain’s and non-officers. The Nomex work shirt, or approved work jacket, shall be worn with badge during fire prevention activities, scheduled pre-fire planning, school demonstrations and visitations, scheduled visits by dignitaries, or acting as an official Department representative at public functions such as attending scheduled meetings with community, business and governmental organizations and community events or activities. At all other times, when the work uniform is prescribed, the member may, at his/her option, wear either the blue/black Nomex work shirt, the blue/black Nomex long sleeve work shirt, an approved work jacket or the approved navy blue/black round neck tee shirt (long or short sleeve) as the outermost garment. When the work shirt or jacket is worn, the navy blue/black tee shirt may be worn as the undergarment. Note After July 1, 2005, the approved work jacket, with badge, may be worn in addition to, but not in lieu of, the Nomex work shirt with badge. OPTIONAL WEAR Except as specified above, the following optional outer garments may be worn at the member’s discretion: Blue/Black (based on color of work uniform) uniform sweater. Blue/Crew neck sweatshirt (Non-Officers). Blue/Black (based on color work uniform) “Dickie-style” work jacket (see note) Speewak jacket (see note) Blue Nomex work jacket (see note) NOTE The “Dickie-style” work jacket and blue Nomex work jacket will be embroidered with the member’s last name on the right breast. The Speewak jacket and blue Nomex work jacket will no longer be approved optional wear after July 1, 2005. With the exception of the blue crew neck sweatshirt, the Department badge shall be worn whenever the above items are worn. Personnel assigned to a Rescue Ambulance may wear the work uniform or the jumpsuit, however, each member assigned to a rescue ambulance is required to be in the same uniform. A long-sleeve T-shirt shall be worn during wildland operations and is interchangeable with the short sleeve T-shirt. The long sleeve T-shirt may be worn under the work shirt..13 NIGHTWEAR Nightwear attire may be worn outside of quarters after 2000 hours or on responses when donning of the prescribed uniform would be impractical, i.e., member in shower, engaged in physical fitness, etc. In these instances, nightwear is intended to be an alternative to the brush jacket or turnout coat when they are not specifically required (e.g., EMS incidents). The two approved nightwear garments are: 1. 100% cotton sweatshirt identifiable by a soft collar. 2. Firefighter job shirt identifiable by denim collar and denim patches on elbows. Each garment is available in navy blue or black, with long or short sleeves being acceptable. The cotton sweatshirt is also available in white as an additional option for Chief Officers. Work locations may appropriately display their "individualized" logo on the right or left breast area. Purchase of the garments is optional and the responsibility of each member. With this uniform addition, approved wear outside of quarters at nighttime is any of the following: 1. Firefighter work shirt 3/7 UNIFORMS 13 2. Firefighter work jacket 3. 100% cotton sweatshirt 4. Navy blue 100% cotton round neck T-shirt, short or long sleeve 5. Firefighter job shirt 6. Brush jacket 7. Turnout coat.15 DESCRIPTION Arson work uniform will consist of: A. Work pants B. Work jacket 1. Name patch above right front pocket. 2. "L.A. City Fire-Arson" patch above left front pocket. 3. "L.A. City Fire-Arson" patch on back. C. Appropriate footwear. D. Athletic-type socks may be worn with safety boots. Socks shall be solid colored in black, gray or white only. E. Uniform belt and buckle.20 WEARING OF ARSON UNIT WORK UNIFORM A. The two-piece work uniform may be worn by members during night responses. B. The jacket may be worn at the scene of all incidents, day or night, whenever Arson member identification is desirable. This shall not preclude the wearing of protective clothing when conditions warrant. C. The pants may be worn as desired over the regular civilian dress pants to maintain cleanliness of the member's civilian clothes. D. The jacket may also be worn when serving arrest/search warrants if member identification is desirable. -40. PROTECTIVE CLOTHING AND EQUIPMENT SYSTEM-FIRE SUPPRESSION PERSONNEL.01 DESCRIPTION Personal Protective Clothing and Equipment shall be used whenever members may be subjected to a hazardous environment encountered during fire fighting and other emergencies or while participating in training activities. Member's turnout pants, work pants, safety boots and turnout boots shall be available at all times. When any protective clothing is on the apparatus, it shall be secure and accessible. When the company is out of quarters and members are away from the apparatus, or when a member cannot physically maintain security of their safety equipment while riding on the apparatus, unworn turnout coats, helmets, and body armor, shall be secured inside the cab or inside a compartment. Some apparatus are designed with storage space directly behind the jumpseats. This space may be used to store turnout coat, helmet and body armor. Definitions: The definitions of heavy apparatus are as follows: A. "OPEN" - Apparatus with no overhead covering. B. "COVERED" - Apparatus with a top only - no side protection, i.e., fiberglass tops. C. "ENCLOSED" - Factory enclosed front seats, jumpseats open to rear, i.e., 1980 - 1992 Seagrave apparatus. 3/7 UNIFORMS 14 D. "FULLY ENCLOSED" - Full factory enclosed front and jumpseats, i.e., apparatus purchased after 1992. The Protective Clothing and Equipment System shall consist of: A. Head Protection 1. Helmet 2. Fire Fighting Hood 3. Face/Neck Shroud B. Body Protection 1. Turnout Coat, with liner 2. Turnout Pants, with liner 3. Black Wool Trousers 4. Fire Resistive Work Pants 5. Brush Jacket 6. Lightweight Overpants C. Hand Protection 1. Fire Fighting Gloves a. Structure b. Wildland 2. Work Gloves D. Foot Protection 1. Safety Boots 2. Turnout Boots 3. Wildland boots E. Ancillary Protective Equipment 1. Breathing Apparatus (SCBA) 2. Dust Respirators 3. Communications Headset 4. Goggles 5. One-Piece Face Mask/Eye Shield 6. Body Armor (vests) 7. Bee Hoods (Nets) 8. Web Belts/Canteen/Belt Pack 9. Firefighter Field Pack 10. Fire Shelter 3/7 UNIFORMS 15.25 WEARING OF The components of the Protective Clothing and Equipment System are worn under the following conditions. A. Helmet shall be worn: 1. During all emergency operations or as deemed appropriate by Company Commanders, with chinstrap properly in place under the chin. Exception Not required during non-hazardous EMS operations. 2. While driving or riding on any emergency apparatus. Exceptions: a. With Company Commanders approval members may dispense with wearing of the helmet when sitting in the front or jumpseat of enclosed or fully enclosed apparatus. Members are directly responsible for the security of all safety equipment when not in use. b. Members riding inside light vehicles. 3. At "outside" firefighting drills. 4. On hazardous work details. 5. In hazardous areas or occupancies where safety hats are required. 6. While directing traffic. 7. When identification as a firefighter is a consideration to good P.R., or any time deemed appropriate by a commanding officer; e.g., night inspections. B. Gloves shall be worn: 1. Firefighting gloves shall be worn during all firefighting operations. 2. Work gloves shall be worn during overhaul operations, or any time protection of the hands is necessary. C. Turnout Coat: The Turnout Coat shall be worn during all emergency responses and operations except: 1. When responding to automatic alarms, such as: smoke detector, water flow and bells ringing, members are not required to don the turnout coat or protective hood until arriving on scene. Company Commanders shall assure that members are attired in suitable clothing that does not bring discredit to the Department. Company Commanders shall ensure that all members don full protective clothing prior to investigating any automatic alarm. 2. Responding to or working at grass or brush incidents where structure firefighting will not be part of the operation of the concerned company. During these incidents, the brush jacket may be worn in lieu of a turnout coat at the discretion of the commanding officer. 3. The brush jacket may be worn in lieu of the turnout coat during overhaul operations at the discretion of the commanding officer. 4. When dispatched to EMS incidents, Company Commanders have the option of allowing members to respond without wearing the turnout coat or brush jacket. 5. The turnout coat or brush jacket shall be worn while directing traffic or working in traffic patterns at nighttime or during poor visibility caused by weather conditions. D. Turnout Pants shall be worn when responding to: 1. All reported fires except: brush or grass fires not involving structures. 2. Hazardous materials incidents. 3/7 UNIFORMS 16 3. All automatic alarms. E. Turnout Pants may also be worn at the discretion of the Company Commander: 1. On overhaul details. 2. During heavy rains, flood conditions, or other inclement weather. 3. During emergency activity at any time. 4. When donning of the prescribed uniform would be impractical, i.e., member in shower, engaged in physical fitness, etc. Company Commanders shall assure that members are attired in suitable clothing that does not bring discredit to the Department. F. Safety Boots: 1. Shall be worn with the work uniform. Refer to Departmental Bulleting 07-09 Three Boot System, for wearing specifications. G. Turnout boots may be worn: 1. With the turnout pants. 2. With work pants. H. Breathing Apparatus (SCBA): Any firefighting personnel entering a structure or in a suspected hazardous atmosphere in response to a reported fire or unknown emergency shall have on their person a complete breathing apparatus. If a breathing apparatus is found to be inoperable, or if none is available, member shall remain outside of the hazardous atmosphere. Regardless of the activity (i.e., firefighting, rescue, overhaul) member shall don a facepiece and connect to the regulator when encountering smoke conditions or otherwise hazardous atmospheres. Members shall not remove their breathing apparatus until the Company Commander specifically determines that breathing apparatus is no longer required for personal safety. Partially depleted air cylinders shall be replaced immediately upon removal of the unit. Seated members are required to wear seat belts and are prohibited from wearing breathing apparatus while on a moving apparatus. Exception Members riding on apparatus with split seat configuration, designed to accommodate a complete breathing apparatus may wear unit while responding. I. Dust Respirators: Dust masks are to be used mainly during overhaul and other operations where protection against nontoxic substances is necessary. These dust masks remove only particulate matter from the air; they do not provide protection against gases, vapors, or oxygen deficient atmosphere. They shall be used only in well-ventilated areas. A commanding officer will determine when the dust masks are required for personal safety. The masks shall be carried in marked containers in a protected and accessible location on the apparatus of all companies. Refer to Vol. 3, 6/11-01.45 for instructions or maintenance. J. Firefighting Hood: During all emergency responses where the turnout coat is required to be worn, the firefighting hood shall be donned prior to putting on the turnout coat. After the turnout coat is buttoned and snapped, the hood can be pulled down around the collar during the response. All firefighting personnel shall pull the hood into the proper wearing position when actively engaged in firefighting activities, including exposure protection, ventilation operations, automobile fires, dumpster fires and any other firefighting activity where extra protection is required. Prior to donning the breathing apparatus facepiece, the hood shall be pulled down. After the facepiece is in place, and the proper seal is made, the hood shall be 3/7 UNIFORMS 17 pulled back into the proper wearing position. At brush and grass fires, the firefighting hood shall be kept accessible on the member's person at all times and shall be donned if the Face/Neck Shroud is not donned. Members shall have either the hood or shroud or both on while engaged in brush/grass firefighting operations. K. Body Armor (Vests): Personnel may wear body armor anytime they feel it is necessary, and it shall be worn anytime members are dispatched to the scene of the following reported incidents: 1. Assault with a Deadly Weapon (ADW) 2. Domestic Violence/Family Dispute 3. Shooting 4. Stabbing/Cutting 5. Sniper Incidents/Police Standbys 6. Other Violent Crimes or Conditions 7. Overcrowding Investigations/Public Assemblage Closures 8. During "Tactical Alerts" 8. Fire Department Needs "Help" Call The above incident types are not intended to be all inclusive. Body armor should not be worn in a fashion that enables it to be seen. Members are allowed to wear them under their jumpsuit or work uniform. It should be covered by a brush jacket or the firefighting turnout coat. Members are reminded that part of the purpose of protection against attack or serious injury includes the concealment of body armor so that the attacker will not purposely aim at or attack an unprotected part of the body. Personnel dispatched to the above types of incidents or to incidents in known "trouble areas" shall be wearing their body armor prior to arriving on scene. It is recognized that members receiving a radio alarm may have a minimal delay in response while donning the garment. However, it is vitally important as a safety issue that the concealed garment be in place prior to Department member entering the scene of a potentially hostile environment. Caution shall continue to be used when responding to the above incidents in order to minimize the potential for injury to Department personnel. L. Bee Hoods (Nets): Bee hoods (Nets) shall be worn at the discretion of the Incident Commander on scene at Bee Incidents. M. Face/Neck Shroud: Shroud shall be worn when dispatched to a reported brush/grass (Wildland) fire. Shroud is not to replace the firefighting hood at structure fires. Members may wear the firefighting hood in lieu of the shroud at brush/grass (Wildland) fires. N. Lightweight Overpants: Shall be worn over the work/ standard uniform pants when dispatched to a brush/grass (Wildland) fire. These overpants shall not be worn without work/ standard uniform pants or during a structure or vehicle fire. These pants shall not be used as coveralls in any cleaning or maintenance function. O. Web Belt, Canteen, Belt Pack, Fire Shelter: Members shall don prior to brush/grass suppression activities. All members shall have a fire shelter on their person immediately available for emergency use. Shelter shall be located on web belt in the hip area for quick access. P. Firefighter Field Pack: 3/7 UNIFORMS 18 The pack/harness portion will be worn at the discretion of the Company Commander. At a minimum, the web belt/canteen/fire shelter shall be worn at brush/grass (Wildland) fires. Q. Safety Goggles: Safety goggles shall be worn by members during appropriate emergency incidents and at all times when there are possible eye hazards. Examples of situations where safety goggles shall be utilized are while cleaning under apparatus, when using air pressure for any cleaning operation and by members while riding on tailboards when conditions warrant their use. Company Commanders shall use their discretion to determine when the danger of eye injuries no longer exists and the need for safety goggles is eliminated. R. One-piece Face Mask/Eye Shield: The one-piece face mask/eye shield shall be used by members prior to rendering patient care whenever splashes, sprays, spatters, or droplets of blood and/or other bodily fluids may be generated and/or when eye, nose, or mouth contamination can be reasonably anticipated. The face mask/eye shield shall be worn by members intubating a patient, delivering a baby, rendering care to combative patients in which exposure to potentially infectious blood and/or bodily fluids is likely, and whenever exposure to vomitus, sputum, feces, and/or other bodily fluids is likely or can be anticipated. Face mask/eye shields shall be carried on all Department vehicles used in EMS operations and in all trauma, airway, and first aid kits. -45. PERSONAL PROTECTIVE EQUIPMENT - NON-FIRE CERTIFIED PERSONNEL.01 DESCRIPTION Personal protective equipment shall be used whenever personnel may be subjected to hazards encountered during EMS emergencies and/or while participating in training activities. During "outside" training activities. 4. At hazardous work details. 5. In hazardous areas or occupancies where safety hats are required. 6. While directing traffic. C. Helmet and Protective Equipment 1. While in an ambulance during any emergency response, if deemed necessary. 3/7 UNIFORMS 20 2. Hazards encountered during emergencies, e.g., cave-ins, structural collapse, etc. 3. While engaged in training activities that necessitate the wearing of protective equipment. 4. While directing traffic. D. Either the uniform cap or helmet shall be worn as deemed appropriate by the member's Commanding Officer or Incident Commander. E. When working inside or in close proximity to vehicles involved in an accident, EMS personnel shall wear Department-issued protective equipment as deemed appropriate by the Incident Commander. -55. IDENTIFICATION OF UNIFORM/EQUIPMENT.01 GENERAL Turnout coats, pants, brush jacket, safety jacket, helmets and body armor issued to members by the City shall be identified in the following manner: Additionally, any safety equipment issued to a member that has not been properly marked and the member is not on duty with possession of such equipment, said equipment shall be secured in a locked area, i.e., personal locker. Turnout Coat, Safety Jacket and Brush Jacket "Los Angeles Fire Department" will be stenciled on back of each turnout coat, safety jacket, and brush jacket prior to issuance. When members receive a new safety jacket or brush jacket, they shall stencil their last name on the back, centered with the top of the letters approximately two inches below the bottom line of the wording - "Los Angeles Fire Department" using the Department issued 1-1/2-inch stencils and black felt tip markers. When members receive a new turnout coat, they shall stencil their last name on the back, centered, with the bottom of the letters approximately 1" above the lowest reflective striping using Department issue 1-1/2" stencils and black felt tip markers. Embroidered lettering violates coat integrity and compromises fire resistiveness. Therefore, embroidery of turnouts, brush jackets, fire fighting hoods and other protective equipment for identification or any other purpose is strictly prohibited. A 2" wide reflective blue band of tape shall be placed 4" to 6" below the shoulder and around both arms of the yellow-turnout coats and brush jacket assigned to each dual function Firefighter Paramedic. No other wording or design shall be placed on any turnout coat, safety jacket or brush jacket. Turnout Pants Member's last name inside of top fly flap. No other wording or design shall be placed on turnout pants. Helmets Helmets shall be identified by the members' name in 1" capatilized red letters centered on the outer rear protective brim. No other identification or emblems will be allowed on helmets except: 1. Useful information such as telephone number stickers may be placed inside crown of helmet. Black - Explorers In conjunction with various colored helmets, the following system of helmet identification shall be adhered to: 1. All helmets shall have 2” x 3-1/2” Velcro loop (looks like wool) stripping attached on both sides of the helmet. 2. 2-1/2" x 3-1/2” black number plate with Velcro hook backing shall be used as station numbering plates. The use of Velcro backing allows members to easily remove black number plates without damage to the helmet. Station numbers 2-1/4 x 1-1/2”, silver in color are permanently attached to the black number plates. When an assignment is three digits, the size of the numbering shall be 2-1/4” x 1”. Exception Hazardous Material Companies shall use green numbering. NOTE When a member transfers, the black number plates shall be retained at the station. 3. Gray reflective decal band, 3M 580 Scotch or equivalent, 1” x 4” attached on the sides of the helmet. 4. Chief Officers shall wear white helmets with red numbers, while Arson personnel below the rank of Chief Officer shall wear red helmets. 5. All dual function Firefighter/Paramedic personnel are identified with red/white “Paramedic” decal on the sides of the helmet. NOTE Illustration No. 1 depicts the information contained herein. 3/7 UNIFORMS 23 B. Helmets shall be identified by the members' name in 1" capatilized red letters centered on the outer rear protective brim. Body Armor All body armor shall be identified using the following procedure. Further information is pending from Supply and Maintenance Division. The need for and the manner of marking other Department issued protective equipment will be approved by the Commander, ESB. -60. OPTIONAL UNIFORM ITEMS.01 UNIFORM JACKET The black or blue work jacket is not a required part of the uniform; however, it may be worn under the following conditions: A. By all members when wearing the work or special duty uniform. When the jacket is worn out of quarters or when in public view: A. The zipper shall be open no lower than the bottom of the shirt breast pocket. B. The Department badge, normally worn on the uniform shirt, shall be worn on the left breast of the jacket. See 3/7-80.99 (Fig. 8, Page 29) C. Member’s last name must be embroidered on the right breast..02 UNIFORM SWEATER The wool-blend sweater is not a required part of the uniform; however, when worn, the following guidelines shall apply: A. The uniform sweater shall match in color the member’s uniform trousers. B. When the sweater is worn with the all wool Nomex, epaulets shall not be worn. The collar of the shirt shall be worn over the sweater. C. Officers epaulets are optional when the white shirt and black tie are worn. D. When the blue/black sweater is worn with the work uniform the collar of the shirt shall be worn over the sweater. E. The Department badge and nameplate, if normally worn on the uniform shirt, shall be worn on the outermost garment. F. The black wool jacket when worn with the Special Duty work uniform (white shirt and black tie) may be worn over the sweater. The work jacket may be worn over the blue sweater. G. The sweater shall not be worn when engaged in fire fighting activities. 3/7 UNIFORMS 24.50 CAP COVERS Clear plastic cap covers may be worn over the uniform cap during inclement weather..60 WORK CAPS Work Cap specifications: A. All wool baseball style with solid panels. B. Adjustable strap, one size fits all. C. "LAFD" in one-inch silver block letters with white border on front panel. D. Color shall match the member’s uniform. Wearing of Work Caps - the Work Cap is not a required part of the uniform; however, when worn, the following guidelines shall apply: A. Work Caps may be worn when the wearing of the helmet/uniform hat is not required. B. Work Caps shall be worn in an appropriate manner so as not to bring discredit to the Department. -70. EMS JUMPSUIT.01 DESCRIPTION A Department-approved one-piece blue jumpsuit..25 WEARING OF The jumpsuit may be worn on a 24-hour basis. The jumpsuit is not to be worn during official public appearances, such as public C.P.R. drills, public displays or while engaged in apparatus maintenance. It shall be worn with the zipper closed to the top so that the undershirts, sweatshirts, etc., do not show. If the jumpsuit becomes soiled or otherwise unserviceable, it shall be changed. Collar insignias shall be worn at all times by Chief Officers when wearing either their regular white shirt or their summer dress shirt. Collar insignias are to be worn as shown in the Manual of Operation, 3/7-80.99, (See Fig. 7. B. Collar insignias shall be worn by Captains when wearing their work or dress uniform with white shirt. Collar insignias shall be worn as shown in the Manual of Operation, 3/7-80.99, (See Fig. 7) 1. The Captain II insignia shall consist of two crossed silver bugles. 2. Stripes shall be on a common backing. 3/7 UNIFORMS 31.90 PERSONAL NAMEPLATES Officers shall wear their nameplate only on their dress coat and, when assigned to Special Duty, on the white collared shirt. All other uniform ensembles requiring a collared shirt shall have the name embroidered on the right side of the uniform shirt. 1. On shirts with a single pocket and uniform jackets, it will be worn on the right side of the uniform, level with the center of the badge and centered vertically the same distance to the right as the badge is to the left. 2. On shirts with two pockets, the member’s name will be embroidered above the upper edge of the right pocket. 3. Nameplates shall be worn on the sweater in the same position as described in #1. 4. The paramedic pin shall not be worn on the uniform in any other place..95 MEDAL OF VALOR, WEARING OF Members who have been awarded the Medal of Valor shall wear the Medal of Valor pin whenever the dress uniform/coat is worn. Positioning on the dress uniform/coat shall be as follows: A. Non-Officers - Attach to the left breast pocket. Top of bar to be centered and one-quarter inch below top of pocket opening. B.
