DISPOSAL OF MATERIALS SPILLED IN THE CITY STREETS PROCEDURES Occasionally, materials are spilled in the City streets or gutters which must be removed for the safety of life and property. Spills in the street will call for the nearest pumper to be dispatched. The Hazardous Materials Team is specially trained and equipped to assist in control of incidence beyond the capabilities of a Pumper, and may be requested via the Fire Central Information Office (FCIO) or communicated with via radio. Major spills or chemical leaks in the streets will necessitate a building assignment plus the Hazardous Materials Team. When petroleum products or other flammable liquids are spilled, the nearest Pumper will be dispatched to control the fire hazard and arrange for proper disposal of liquids. The Police Department shall dispatch unit(s) to handle the traffic and public. The Public Works Department, Division of Drainage and Streets (Operations), shall be notified through FCIO to properly dispose of flammable liquids that may run into sewers, manholes or other catch basins. FCIO will also notify the Environmental Protection Agency (EPA), the Miami Dade Water and Sewer Department and the United States Coast Guard. If flammable liquids run into sewers and cannot be removed readily, the sewer should be flushed with water from hydrants or fire hose. Caution should be exercised to prevent ignition of vapors until liquids have been properly disposed of. Dry materials, such as cement, lime, sand, rock, grains, fertilizer or heavy oils and tars should be removed from the streets, gutters or sewers by the City of Miami Public Works Department. The Police shall be dispatched to handle the traffic and the public. The Fire-Rescue Department should not wash these materials into the sewers. However, if solids do get into the sewers, the Public Works Department, Division of Drainage and Streets should be notified immediately. Edited: 1/13/09
