HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: OPERATIONAL GUIDELINES – 014 September 1, 2023 NIMS COMPLIANT SOG Title: Fire Service Internship Program with Harper Revision: College or Elgin Community College 3 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2024 Fire Chief 2 PURPOSE The Hoffman Estates Fire Department, in conjunction with the Harper College Fire Science Program or the Elgin Community College Program, may permit Fire Science students to participate in a basic internship program. This department program is designed to allow the Fire Science student a learning opportunity within an actual fire department setting. A student must first be fully approved for the course by Harper College or Elgin Community College. At the same time, the Fire Chief must first approve a student who wishes to participate in the internship with the Hoffman Estates Fire Department. (See the Harper College Fire Science Technology course description for FIS-200 or the Elgin Community College FSS-100 or 200 for details on course description, prerequisites, topic outline, with method of application and expected student outcomes). DEFINITIONS POLICY In addition to the Harper/Elgin Community College Fire Service Internship program requirements, all applicants must fully and consistently meet and comply with following Hoffman Estates Fire Department guidelines: A. Each applicant will, through the Fire Department Training Support Division Head, schedule an interview with the Battalion Chief Training/Safety and the Training Support Division Head. The interview will have two purposes. 1. To establish whether or not the candidate is acceptable for the program. Once approved by the Battalion Chief Training/Safety, the expectations of the applicant and the program will be discussed. 2. The applicant must also agree to sign a waiver of liability. 3. Go through vetting with HR (Background check and drug screen) B. Program activities shall include participation in basic shift activities in and around the fire station. However, no direct line firefighting, rescue, EMS or other line functions shall 1 be performed. In those cases, the Fire Science student shall only participate as an observer. The Department will supply a vest marked “Observer” that the individual will wear while responding to incidents. C. The Fire Science student will answer to an assigned shift officer, usually a company officer with the rank of Fire Lieutenant or Captain. He or she may also be assigned an additional specific mentoring firefighter. In addition to this primary mentor, a secondary firefighter mentor will also be assigned to the student, in case the primary is absent or detailed elsewhere. An internship student may participate only on their assigned shift. A maximum of one internship student will be assigned per duty shift. Internship hours are limited to between 0800 hours and 2200 hours, longer only if returning from a call toned out prior to 2200 hours. D. Dress code for the Fire Science student will be as follows: Navy blue collared shirt with the Harper College Fire Science Logo or Navy Blue Polo if from Elgin Community College and matching navy blue slacks with black belt. No shorts are allowed. Hard- soled black shoes must also be worn. All matters of appearance must comply with all current Hoffman Estates Fire Department rules and regulations. E. Any problems or difficulties caused in any way by the Fire Science student will be cause for immediate separation for the Hoffman Estates Fire Department internship program. F. Once the student has completed all requirements through the Fire Service internship program, it will bring the agreement between the individual and the Department to a conclusion.
