Project Close Out CE 320 College of Engineering University of Saskatchewan Brad Schmid Resource: Oberlender Ch12 CE 320 Project Engineering - Prof. Schmid - 1 Univ of Saskatchewan Additional Resource Project Close Out CE 320 Project Engineering - Prof. Schmid - 2 Univ of Saskatchewan System Testing and Start-Up Required for industrial projects Process for turning the project over to the owner Procedures to be followed during the initial start up need to be define with input from the team CE 320 Project Engineering - Prof. Schmid - 3 Univ of Saskatchewan Final Inspection – Equipment Tests Inspections are performed throughout the project Equipment tests should be scheduled and documented Responsibility in the final inspection should be defined for each party – owner, designer(s), contractor(s) CE 320 Project Engineering - Prof. Schmid - 4 Univ of Saskatchewan Final Inspection Acceptance of the work is done in accordance with the contact documents Contractor requests a final inspection Punch list: remaining items to be completed/fixed Still need final paper work for warranties, If only minor items remain: Substantial Completion lien release, and other project documents before Once minor items are completed, final payment may be made payment is issued CE 320 Project Engineering - Prof. Schmid - 5 Univ of Saskatchewan Guarantees, Warranties QUALITY: Contractor is normally required to guarantee that all materials, equipment, and work are of good quality Typically the contractor will warranty the project for 1 year but individual items may have longer warranties CE 320 Project Engineering - Prof. Schmid - 6 Univ of Saskatchewan Lien Releases Liens may be filed against a property for unpaid materials or labour Suppliers Subcontractors Workers Liens may be registered even if the general contractor was paid for the work but the subcontractor or supplier was not Owner may have to pay twice! CE 320 Project Engineering - Prof. Schmid - 7 Univ of Saskatchewan Lien Releases Typically contracts will have clauses to deal with liens Require lien releases from all contractors and subcontractors where a lien could be filed Require a bond that indemnifies the owner against any liens Retainage (holdback) is often kept to cover open accounts or liens CE 320 Project Engineering - Prof. Schmid - 8 Univ of Saskatchewan Record and As-Built Drawings Changes happen on a project At least on set of Bid Documents must be kept in original form Mainly for the resolution of disputes Contractor is typically required to provide as-built drawings, specifications, addenda, change-orders, and shop drawings As-built drawings show all of the changes from the design drawings CE 320 Project Engineering - Prof. Schmid - 9 Univ of Saskatchewan Disposition of Project Files Record file – important documents, eg.
