Policy Lehigh Acres Fire Control and Rescue District 425 Fire Services Manual Safety Rules 425.1 PURPOSE AND SCOPE: The purpose of this policy is to provide a safety program for District staff. This employer group safety program has been developed and/or reviewed with input from the State and our risk management provider. This policy is intended to serve as the basis for an employer integrated Health and safety management program and supersedes any previous standard operating, procedures, policies that that have been in effect at the time of adoption of this policy. It is intended that this policy be enhanced and continuously improved by the District and its employees. 425.2 POLICY: District employees are to follow these safety rules, review them often and use good common sense in carrying out assigned daily duties. Compliance with safety rules is a condition of continued employment. "Any employee who knowingly fails to comply with state firefighter safety rules and/ or with safety and health standards, rules, policies, procedures, and work practices established by their fire department Health and Safety Committee may be disciplined or discharged by the District" (FS 633.816). 425.3 PROCEDURE: (a) Hazard Identification: 1. (b) At the beginning of each shift, the Lieutenant is responsible to ensure that their crew has received their assignments for the shift and will ensure that these employees review all equipment in their charge. Proper operation and safety features will be checked each shift, preferably prior to use or it the beginning at the shift. All in-service and reserve service vehicles and equipment will be reviewed each day for proper operation and intact safety features (as per manufacturer). The Lieutenant will also inspect their assigned work areas each day to ensure all safety features and equipment is in proper working order. Hazard Notification: 1. Employees should notify their immediate supervisor or employer as soon as they detect or even suspect an imminent danger situation in the workplace. A work order will be entered and forwarded via the appropriate notification system. If the supervisor is not able to correct the imminent danger situation, the onduty Battalion Chief must be notified immediately and action should be taken to mitigate the hazard or exposure to the employees of the District until such time as the hazard has been eliminated (all complaints received by the officers of the District should be forwarded to their Battalion Chief via the email system, with a "cc" to the Chief of the District). If the employer takes no action to eliminate the danger, an employee or the authorized employee representative may notify the nearest office of the Bureau of Fire Standards and Training and request an inspection. The request should identify the workplace location, detail the hazard or condition, and include the employee's name, address, and telephone number. Although the employer has the right to see a copy of the complaint if an inspection results, the name of the employee will be withheld if the employee so requests. 3. The Safety Program Manager of Bureau of Fire Standards and Training reviews the complaint and determines whether there is a reasonable basis for the allegation. If it is decided the complaint has merit, the Bureau of Fire Standards and Training representative or the Safety Program Manager will conduct an immediate inspection of the workplace. 4. During normal operations, at anytime that equipment is damaged or becomes unsafe to utilize further, the equipment, apparatus component, building component, etc., will be noticed in a "work order" being completed as soon as possible, but not later than prior to shift change. Such information must also be noted by the Lieutenant and reported to their relief at shift change. Equipment that is found unsafe or out-of-service will be marked as such when the potential for continued usage exists.
