**Foreword** This manual contains the Rules and Regulations of the Division of Fire as approved by the Director of Public Safety and the Fire Chief. The manual also contains the Policies of the City Administration and the Division of Fire, and Procedures to be followed in carrying out the routine and non-emergency business of the Division. All members of the Division shall be thoroughly familiar with, and shall be governed by these Rules, Regulations, Policies, and Procedures. Any member who deviates from the provisions of Division Rules, Regulations, or Policies, or who is held to be in violation of any Cir-y, State, or Federal law, or who commits any act which would tend to bring discredit to the Division of Fire or City of Columbus, shall notify the Chief of the Division of such deviation or violation as soon as possible. Members shall, regularly review the Rules, Regulations, Policies and Procedures as set forth in this manual.Any Officer or other Division member, before performing an act or making a decision where any doubt exists, shall review the applicable portion of this manual or other Division publication to determine the correct action. Occasions justifying any variance from the Rules or Regulations, or from any Division Policies, should be rare. The PROCEDURES set forth in this manual, together with any other written or unwritten Division Procedures are intended as GUIDELINES for good operating practices and are not designed nor intended to limit any Division member in the reasonable use of judgment or initiative in given or unusual circumstances. Members are allowed a great deal of latitude in following Division Procedures in order to ensure that whatever action is taken is adequate and proper for the specific needs of a particular situation. However, any variance or deviation from established Division Procedures is expected to be of a temporary, rather than permanent, nature. Further, members who find it necessary to deviate from established procedures have an obligation to make this information known to those who may be affected by such action. **Foreword** The officers of the Division of Fire, i.e., Lieutenants, Captains, Battalion Chiefs, Deputy Chiefs, Assistant Chiefs, and the Chief, are required to perform supervisory and managerial duties, and as such as considered to be a part of the City Administration. All Officers should recognize this fact and make every effort to follow, support, and promulgate these Rules, Regulations, Policies, and Procedures, and should strive to motivate their subordinates toward comparable levels of acceptance and compliance. Division members who observe or are aware of variances from any of the Rules, Regulations, Policies, or Procedures, shall bring such variance to the attention of the member or members involved at once, or at the earliest opportunity, so that the efficient operation of the Division will not be impaired. Division members who observe or are aware of consistent or repeated variances from established Rules, Regulations, Policies, or Procedures shall report all pertinent information regarding such variances, in writing and through proper channels, to be Chief of the Division. Members failing to comply with these provisions may be held to be in a state of accountability equal to that of the offender. Jeffrey M. Happ Fire Chief **Division of Fire** Mission Statement\ The mission of the Columbus Division of Fire is to serve our community by: - \-  Preventing emergencies through education and inspection - \-  Minimizing injury, death, and property destruction due to fire, natural - \-  Minimizing injury, death and suffering by providing timely and effective emergency medical service. - \-  Preservation of life and property - \-  Safety - \-  Personal integrity - \-  Professionalism - \-  Respect for others **Mission Statement** **Administration Bureau** The mission of the Administration Bureau is to administer the Division\'s personnel services and payroll, coordinate Information Services, act as liaison between the Fire Chief and the Department of Finance, and to develop and monitor accounting practices, financial measures, and administrative procedures which promote the achievement of the Division\'s Mission through the efficient use of funds. **Emergency Services Bureau** The mission of the Emergency Services Bureau is to minimize injuries, deaths, and property loss related to fires, medical emergencies, and other disasters through the efficient delivery of effective fire suppression, pre-hospital treatment and patient transport. **Training Bureau** The mission of the Training Bureau is to assure that all Division members have the knowledge and skills necessary to safely and efficiently fulfill the Mission of the Division. **Fire Prevention Bureau** The mission of the Fire Prevention Bureau is to minimize injuries, death, and property loss through public education, enforcement of fire codes, and the investigation of fire causes. **Support Services Bureau** The mission of the Support Services Bureau is to provide and maintain the facilities, apparatus, and supplies, and to receive emergency and non-emergency call and dispatch necessary alarms as well as to provide infectious disease prevention/intervention for firefighters. **A Firefighter\'s Code of Ethics** As of a professional firefighter and a member of the Columbus, Ohio, Division of Fire, my fundamental duty is that of service to mankind. I accept the responsibility of striving to safeguard and preserve life and property, and of maintaining proficiency in my chosen profession. I will uphold the standards of my profession, constantly search for new and improved methods, and disseminate and share my knowledge and skills with my contemporaries and descendants. I will never allow personal feelings nor danger to self to deter me from the faithful performance of my duties as a firefighter. I will at all times, respect the property and rights of all people, the laws of my community and my country, and the chosen way of life of my fellow citizens. I recognize the badge of my office to be a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the fire service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession and to the pursuit of the noble goals it projects. (Sections 200.02 through 200.06 are reproductions of indicated portions of said documents.) PREAMBLE TO THE CHARTER OF THE CITY OF COLUMBUS, OHIO\ 200.02 We, the people of the City of Columbus, in order to secure and exercise the powers of local self-government under the constitution of the State of Ohio do enact and ordain this charter. Charter of the City of Columbus, Ohio, Sec. 1. POWERS OF CITY. The inhabitants of the City of Columbus, as its limits now are, or may hereafter be, shallcontinue to be a body politic and corporate by name the City of Columbus, and as such shall have perpetual succession. It shall have all powers that now are, or hereafter may be granted to municipalities by the constitution or laws of Ohio; and all such powers whether expressed or implied, shall be exercised and enforced in the manner prescribed by this charter, or when not prescribed herein, in such manner as shall be provided by ordinance or resolution of the council. In the absence of such provision as to any power, such power shall be exercised in the manner now hereafter prescribed by the general laws of the state applicable to municipalities. Charter of the City of Columbus, Ohio, Section 2. The enumeration of particular powers by this charter shall not be held or deemed to be exclusive, but in addition to the powers enumerated herein, implied thereby or appropriate to the exercise thereof the City shall have and may exercise all other powers which, under the constitution and laws of Ohio, it would be competent for this charter specifically to enumerate. DEPARTMENT AND DIVISIONS\ 200.04 Charter of the City of Columbus, Ohio, Sec. 97. DEPARTMENT AND DIVISIONS ESTABLISHED. The following administrative departments and Divisions thereof are hereby established by this charter: 1\. DEPARTMENT OF PUBLIC SAFETY 1. \(A)  Division of Police 2. \(B)  Division of Fire Charter of the City of Columbus, Ohio, Sec. 98. ADMINISTRATIVE CODE. The Council by ordinance may adopt an administrative code providing for such administrative procedures as it may determine and for the administrative organization of city government. Said administrative code shall be adopted or amended by a vote of not less than two-thirds of the members of council. Provisions of the administrative code shall take precedence over any ordinance or resolution, except that council by two-thirds vote may exempt such from the effects of the supremacy of the administrative code where the subject matter of such ordinance or resolution deals with procedural rather than organizational matters. Such ordinance or resolution shall specifically state that it is exempt from the administrative code. Charter of the City of Columbus, Ohio, Sec. 99. GENERAL POWERS AND DUTIES OF ADMINISTRATIVE DEPARTMENTS. Under the direction of the Mayor, a department director shall have all powers and duties connected with, and incident to the appointment, regulation, and government of his department, except as otherwise provided by charter or ordinance. Charter of the City of Columbus, Ohio, Sec. 100. APPOINTMENTS. Subject to the Civil Service Provisions of this charter, the directors and other principal administrative officers and boards shall have power to appoint and remove all officers, clerks and employees in their respective departments. DEPARTMENT OF PUBLIC SAFETY\ 200.06 Charter of the City of Columbus, Ohio, Section 101. GENERAL POWERS AND DUTIES OF DIRECTOR. Under the direction of the Mayor, the Director of Public Safety shall be the Executive Head of the Division of Police and Fire. He shall have all powers and duties connected with and incident to the appointment, regulation, and government of his department, except as otherwise provided by this charter. He shall keep a record of his proceedings. Charter of the City of Columbus, Ohio, Section 105. DIVISION OF FIRE. The Division of Fire shall be composed of a Chief of the Division and such other officers, firemen and employees as may be provided by ordinance or resolution of the council. In case of riot, conflagration, or like emergency, the Mayor may appoint additional firemen and officers for temporary service who need not be in the classified service. Charter of the City of Columbus, Ohio, Sec. 106. CONTROL BY FIRE CHIEF. Under the direction of the Director of Public Safety, the Chief of the Division of Fire shall have control of the stationing and transfer of all firemen and other officers and employees constituting the Division of Fire. Columbus City Codes, Chapter 1921.01. The Chief of the Division of Fire shall have general care and supervision over the Division. He shall devote his entire time to the interests of the Division. He shall see that all of the provisions of the Columbus City Codes and other ordinances for the government thereof be strictly enforced and obeyed and that all the companies are properly regulated and disciplined. Columbus City Codes, Chapter 1921.03. It shall be the duty of the firemen and other persons connected with the Fire Department to obey at once all orders and instructions of the Chief or Assistant Chiefs of the Division of Fire under penalty of immediate dismissal. Charter of the City of Columbus, Ohio, Sec. 108. SUSPENSION IN FIRE AND POLICE DIVISION. The Chiefs of the Division of Police and Fire shall have the exclusive right to suspend any of the officers or employees in their respective Divisions for incompetence, gross neglect of duty, gross immorality, habitual drunkenness, failure to obey orders given by the proper authority, or for any other just and reasonable cause. If any officer or employee be suspended, as herein provided, the Chief of the Division concerned shall forthwith in writing certify the fact together with the cause for suspension, to the Director of Public Safety, who, within five days from the receipt thereof shall proceed to acquire into the cause of such suspension and render judgment thereof, which judgment, if the charge be sustained may be suspension, reduction in rank or dismissal, and such judgment in the matter shall be final, except as otherwise hereinafter provided. The Director of Public Safety, in any such investigation, shall have the same power to administer oaths and secure the attendance of witnesses and the production of books and papers, as is conferred upon the council. Charter of the City of Columbus, Ohio, Sec. 109. APPEAL TO CIVIL SERVICE COMMISSION. Any person in the Division of Police or Fire under the exclusive control of the Chief thereof, who is suspended, reduced in rank or dismissed from the Department by the Director of Public Safety may appeal from the decision of such officer to the Civil Service Commission within ten days from and after the date of such suspension, reduction or dismissal. In such event said director shall, upon notice from the commission of such appeal, forthwith transmit to the commission a copy of the charges and proceedings thereunder. The commission shall hear such appear within ten days from and after the filing of the same with commission and may affirm, disaffirm, or modify the judgment of the Director of Public Safety, and its judgment in the matter shall be final. Charter of the City of Columbus, Ohio, Sec. 110. CLASSIFICATION OF EMPLOYEES IN DIVISION OF POLICE AND FIRE. The Director of Public Safety shall classify the service in the Division of Police and Fire in conformity with the ordinance of the council declaring the number of persons to be employed therein, and shall make rules for the regulation and discipline of such Division consistent with the provisions of this charter. OFFICERS\ 202.00 Officers of the Division of Fire shall be responsible for the guidance, training, counseling and discipline of their subordinates and shall inspire and motivate the members under their command so as to promote and maintain morale and efficiency while accomplishing Division goals. 202.02 Officers shall be just, dignified, and firm in their dealings with subordinates, and others. They shall not use violent, abusive or immoderate language. 202.04 Officers shall make certain that all rules, regulations, and orders are strictly carried out and obeyed, and shall set an example to their subordinates in showing due regard for such regulations and orders. In all cases, obedience must be prompt, implicit, unquestioned, and unequivocal. 202.06 Officers shall promptly report to the proper authorities any transgressions of the Division\'s rules, regulations, or general code of personal conduct. Such reports shall include well sustained and documented charges submitted in writing. 202.08 Officers in disagreement with an order or directive shall first obey the order and then may express themselves to their superior officer. Their opinions will be received with respect and shall be given due consideration. However, they shall refrain from expressing dissatisfaction with Division orders or directives to, or in the presence of their subordinates. 202.10 Officers shall promptly obtain the information necessary to answer any questions on the part of their subordinates relative to the interpretation of regulations or orders, and in emergencies shall prescribe the immediate action to be taken. 12. 202.12  Officers shall promptly relay all written communications through proper channels. No officer or other Division member shall suppress, disregard or unduly delay any such communication. 13. 202.13  The use of electronic communications does not circumvent the need to properly notify the Chain-of-Command*.* Communications submitted by email through the chain of command shall be sent to the next level only. Members shall not cc/bcc all levels of the chain of command when submitting electronic communications. 202.13.1 Officers shall promptly approve, acknowledge, and/or comment on communications received by email before submitting to the next level of the chain of command. No officer or Division member shall suppress, disregard, or unduly delay any such communication. 202.14 Officers of the Division shall be included in the definition of the general term \"Division Members\" and shall be governed by all rules and regulations pertaining to such members. GENERAL\ 204.00 All members of the Division of Fire shall be governed bythe customary rules of good behavior observed by law-abiding and self-respecting citizens. 204.02 Members of the Division of Fire shall not destructively criticize the Division or its policies, programs, actions, or officers. They shall not perform any acts or make any written or oral statements which tend to bring them into disrepute or ridicule. 204.04 Members shall not use indecent profane, harsh or abusive language while on duty or when in uniform. 6. 204.06  Members shall not drink any intoxicating beverage while on duty and shall not report for duty in an intoxicated or hungover condition. 7. 204.07  Members, when not on duty but attending a Division sanctioned event,and approved by the Fire Chief, may consume alcohol when in their Class A uniform. Members will be held accountable for any behavior unbecoming of the member. 8. 204.08  Members shall not possess, use, or be under the influence of any opiate narcotic, hallucinatorydrug, or other compound of an unlawful nature, whether on duty or off. 10. 204.10  Members shall not engage in altercations or fights while on duty or when in uniform, except in a life-threatening situation. 11. 204.11  Members shall not display disregard for accepted communitystandards. 1. Division members shall not possess obscene literature, photographs, or other such material in Division facilities. 2. Members shall bring the presence of obscene material to the attention of their Company Commander or Bureau Head. 3. Members shall not view obscene films or videos on Division premises. 12. 204.12  Members shall not incur liabilities which they are unable or unwilling to pay, nor shall they refuse to pay all legal debts. 204.14 Members shall not smoke in designated NO SMOKING areas, other potentially hazardous areas, or any area or situation that would create an unfavorable impression on the general public. 204.16 Members shall not threaten, intimidate, coerce, or interfere with their superiors, other members, or the public. 204.18 Members shall be courteous, respectful, and considerate in their dealings with other Division members and the public. 204.20 Members shall not display unfriendliness or indifference in contacts with other Division members. They shall maintain a spirit of cooperativeness and good will toward all Division members and shall exchange proper greetings and acknowledgments as conditions warrant. 204.22 Members shall accord all officers of the Division the proper respect due their rank, and it is mandatory that they address and refer to all officers by their proper titles. 204.24 Members shall maintain a valid driver's license, and shall immediately notify ES-2 and submit a written report to the Chief, if such license is suspended or revoked, or their driving rights are limited in any manner. The Chief will evaluate the underlying facts and determine if the member is to be assigned to administrative duties or relieved from duty in any assignment. Validity of driver's license will be checked annually by Mask Repair during facepiece fit testing. 204.26 Members are subject to being contacted in case of necessity during their off-duty time. They shall at all times maintain a telephone where they can normally be contacted, and shall be sure that the number of such telephone is known to their immediate superiors. 204.28 Members shall not join or be a member of any organization or society the object or purpose of which shall either directly or indirectly seek to interfere with the discipline or conduct of the members of the Division, or the exclusive control of the Division by the Director of Public Safety. 204.30 Members shall not directly or indirectly send to or present before City Council, the State Legislature, or any other legislative body, any legislation within their scope of duties with the Division of Fire without the expressed written permission of the Fire Chief and Director of Public Safety. 204.31 Members shall not directly or indirectly (including cc/bcc on email communications) send to the Director of Public Safety Office, City Council, and/or Mayor's Office any Division related information without the expressed written permission of the Fire Chief. This policy applies to the ranks of Deputy Chief, Battalion Chief, Captain, Lieutenant, and Firefighter. 204.31.1 Assistant Chiefs and the Public Information Officer shall notify the Fire Chief of any communications sent to the Director of Public Safety Office, City Council, and/ or Mayor's Office. 204.32 Members shall not be absent for five consecutive working days without properly notifying their superior, as such action implies voluntary termination of employment. 204.34 Members shall not be delegates, representatives, or members of any political convention whose purpose is the nomination of a candidate for any political office. They shall not engage in partisan electioneering nor actually participate in political campaigns or conventions of any political party, but shall retain the inviolate right to vote at any election as they may decide. 204.36 Members while in uniform or while functioning as an employee of the Division of Fire or representing themselves to be an employee of the Division of Fire shall not, directly or indirectly, in any manner solicit, suggest, or request contributions, subscriptions, or donations, or engage or take part in any scheme or enterprise intended or likely to induce or influence any person to purchase tickets for fairs, concerns, lectures, exhibitions, theatrical performances, picnics, or entertainment of any kind, or to make presents or gifts in money or goods of any description without the sanction of the Fire Chief in writing. 204.38 Members shall not use official Division of Fire channels of communication to send out to other members of the Division any communication, whether written, verbal, or of a general nature, without having the sanction of the Chief. 204.40 Members shall not make false reports or gossip concerning the character or conduct of any other member, or of the business of the Division, to the discredit or detriment thereof. Nor shall they publicly express opinions on any case in which the Division is involved or the circumstances surrounding same. 204.42 Members shall, in the performance of their duties at fire or emergency scene, prevent the removal or unnecessary disturbance or articles of a suspicious nature, and shall act quietly and carefully with a view of obtaining proper and reliable evidence in all cases. 204.44 Members shall endeavor to detect, and obtain evidence to convict, persons reporting false alarms of fire. 204.46 Members shall give courteous attention to citizens calling in to make complaints,and shall give all possible assistance in referring them to the proper authority. 204.48 Members shall not knowingly falsify or alter anypersonnel records, pay records, or other records or reports. 204.50 Members shall not report late for work or be absent without leave from quarters, emergency scenes, or other assigned duty locations. 204.52 Members shall discharge their duties with the greatest degree of silence compatible with efficient performance and existing conditions so as not to create or add to confusion. 204.54 Members shall not possess unauthorized weapons or explosives while on dutyor when in uniform. 204.56 Members shall not willfully, or continually, violate any of the rules or regulations of the Division, nor shall they be guilty of neglectful inefficiency or indifference in the following of orders or performance of duty. 204.58 Members shall not be guilty of careless or unauthorized operation, sabotage, theft, or misappropriation of vehicles, tools, equipment, or other property used by them or entrusted to their care. 204.60 Members shall not be guilty of the unauthorized posting or removal of notices or signs, or of unauthorized writing in any form, on any of the Division bulletin boards. Station Captains shall be responsible for the proper posting and removal determinations, except as stated in (1.) below. 1. Any official division communication distributed to division fire stations is authorized to be posted. This includes, but is not limited to, bulletins, vacancy lists, transfer lists, and newsletters. The Station Captain shall determine whether or not these communications shall be posted, except inthe case of a directive from a supervisor to post the same. 2. Station Captains are authorized to post any information pertaining to the operation of the station. This includes, but is not limited to, house fund information; house cleaning and maintenance schedules, work schedules, street schools, and training. 3. Local \#67, IAFF, in accordance with past practice, shall be allotted space on the station bulletin board or shall be provided a bulletin board. Official union communications, as approved by the Union President or designee, are authorized to be posted. This includes, but is not limited to, union bulletins, flyers, retirement dinner notices, and voting information. 4. Any other communication must be stamped or noted "Approved for posting by the Fire Chief" before it is considered to be authorized for posting. Posting will not be authorized for any items for sale or for the promotion of any "for profit" business or activity. 204.62 Members shall not misuse any Division of Fire forms, records, lists, or confidential information of any nature. 204.64 Members shall maintain a clean personal appearance and shall keep themselves in the proper physical condition necessary to perform the duties of their position; they shall participate in Division physical fitness program unless excused by the Chief. 204.66 Members shall not litter or otherwise contribute to poor housekeeping, unsanitary, or unsafe conditions on any Division premises. 204.68 Members shall abide bysafety rules and common safety practices. 204.70 Members shall not loaf or otherwise waste time during prescribed working hours and shall not stop work or prepare to leave work before the specified quitting time except as authorized by the Chief. 204.72 Members are expressly prohibited from using Division vehicles or apparatus for the purpose of running personal errands or attending to other business that is not Division- related. Specific examples of such unauthorized use would include, but not be limited to, using fire apparatus or vehicles for shopping, banking, etc. Members required to use their Division vehicles while on stand-by status shall use good judgment in order to prevent criticism of the Division. 204.74 The attention of every member of the Division is hereby directed to the Rules and Regulations of the Columbus Municipal Civil Service Commission, and the Cityof Columbus Central Work Rules. Each and every such rule and regulation is hereby adopted and made a part hereof and is in force and effect the same as though fully written and contained herein. REPORTING ARRESTS OR COURT ACTIONS\ 204.80 If arrested and unable to report for their regularly scheduled assignment, Division personnel shall immediately notify the Fire Alarm Office. 204.82 Division personnel may onlyuse previously scheduled annual vacation, monthly vacation or request LWOP in accordance with 712.15\*. 204.84 In any of the following circumstances, prior to or immediately upon reporting for the first tour of duty after being notified of the court action, Division personnel shall notify the Fire Chief in writing through the chain of command. 1. Division personnel who are subject to arrest, court action, or court appearance, except divorce and/or child custody proceedings. However, notification shall be made when there is an arrest or court action resulting from nonpayment of child support. 2. Division personnel who initiate lawsuits relating to their employment with the Division of Fire. 3. Sworn personnel who are served with criminal temporary protection orders or any court orders related to domestic violence. Forward copies of the orders along with the written notifications. 4. All sworn and any other Division personnel who operate motor vehicles on duty and who are subject to the loss, suspension, or revocation of their driving privileges. In addition, involved personnel shall provide documentation of conditional driving privileges, if applicable, along with the written notifications. 5. Division personnel who receive a subpoena from, or otherwise assist or intend to assist, a party in any civil or criminal matter that is adverse to the interests of the Division of Fire or the City of Columbus. 6. Division personnel who receive a subpoena from, or otherwise assist or intend to assist, the defense in a criminal case. PERFORMANCE OF DUTIES 1. 206.00  Members of the Division of Fire shall devote their full time and attention to the 2. 206.01  Members shall not neglect their duties. The use of any personal electronic devices shall be limited to times when the goals of the Division have been met and it does not lend itself to criticism from the public. 3. 206.02  Any members engaging or planning to engage in off-duty employment or business activities which might possibly conflict with the performance of their duties or the interests of the City of Columbus are required to notify the Fire Chief of such activities at the earliest possible convenience. 206.04 Members of the Division shall be considered as being available for active duty at all times, whether officially classified as being on-duty or off-duty. They shall be prepared to act immediately upon determining that their services are required. Also, members shall, at all times and in all places, conduct themselves in a manner creditable to the Division of Fire. 206.06 Members shall conform to and readily obey, and shall not question or be guilty of deception or evasion of, any rule, resolution, regulation, or other directive, whether general, special, or verbal, which relates to the government of the Division or its members. 206.08 Members shall normally receive orders and directives from their immediate superiors. However, all members shall comply with all orders issued by any superior officer of the Division. 206.10 Members flouting the authority of any superior officer by obvious disrespect or by disputing or ignoring such officer\'s orders shall be guilty of insubordination. 206.12 Members shall carry out the last order given pursuant to the following: Members given an order while already under previous orders shall first respectfully advise the officer issuing the most recent order of their original orders and by whom such orders were issued. They shall then be guided by the instructions of the officer issuing the most recent order. 206.14 Members shall refrain from exceeding their authority in giving orders. Wrongful or injurious exercise of authority is strictly prohibited. Any member acting in obedience to an improper order shall be protected against penalty. 206.16 Members shall exert their greatest effort to perform to the best of their ability under all circumstances. They shall not display cowardice or lack of energy or such character as to amount to incompetence or gross neglect of duty. 206.18 Members who, by continued lack of judgment, knowledge, neglect, or habitual carelessness, cause or contribute to loss of life or excessive damage to property shall be held responsible for their actions. 206.20 Members who neglect to acquire the necessary knowledge to adequately perform their various duties shall be deemed inefficient. Ignorance of regulations or orders will not be accepted as an excuse for any violation thereof. 206.22 Members shall report to their company commander, or the person authorized to receive such reports, any information they may have regarding obstruction of streets, dangerous buildings, leaky hydrants, or any other information pertinent to the City of Columbus or the Division of Fire. 206.24 Members shall, when exposed to a contagious disease while on duty, report this fact to their immediate superior as soon as possible and complete all required forms and reports as detailed elsewhere in this manual. 206.26 All Division members, including officers, shall be guided by all orders and directions received by them from the Fire Alarm Office. No member shall ignore or disregard such orders or directions or attempt to issue orders to the Fire Alarm Office. 206.28 Members receiving orders or directions from other members, when the name of the directing officer is given, shall regard such orders as coming directly from the designated officer, and shall promptly carry out said orders. 206.30 Members of the Division shall perform such other duties as are required of them by their superior officers and by the rules and regulations and other orders of the Division of Fire. 206.32 TAKING COMPLAINTS: The Division of Fire Complaint Form PI-12 will be available in the Safety Director's Office, the Administrative Office, and the Professional Standards Unit*.* Complaints shall be immediately referred to the Administrative Office or the rofessional Standards Unit. In the event a citizen comes to a fire station or any other Division facility to lodge a complaint, that citizen is to be assisted in calling the Administrative Office or the Professional Standards Unit. In cases occurring after business hours, the citizen should be advised that a recorded message can be left at 645-4046 and someone will contact them to confirm the information left on the recorder*.* Notation will be made in the station or bureau log denoting that a citizen was assisted in lodging a complaint. The Administration Office or designee shall assign the investigation of the complaint to either the Professional Standards Unit or a supervisor in the Chain of Command. A file copy of all complaints received will be retained by the Professional Standards Unit*.* MEDIA RELATIONS\ 208.00 When news media or other commercial entities wish to take pictures and/or video inside Division facilities the request must be referred to the Public Information Office for approval. If no staff member in that office can be reached, after reasonable attempts have been made to contact them, the on-duty Deputy Chief may approve the request, if the Deputy Chief decides it is in the best interest of the Division. The Fire Chief and Administration Office may also grant approval*.* All other requests to take pictures or videos inside fire facilities may be granted at the discretion of the Division member in charge of the facility at the time. 208.02 Members of the Division shall use discretion when providing Division information. Any questions or concerns regarding the release of information shall be directed to the Public Information Officer. This does not prohibit members from explaining basic Division routine to fire station visitors. 208.04 No Fire Division member, acting as a Fire Division member, may participate in any news conference or interview without the prior approval of the Fire Chief, the Administration Office, or the Public Information Officer except emergency scene operations as described below and subsequent follow-up interviews with the Incident Commander relative to a recent incident*.* All contacts with the news media require the prior approval of the Fire Chief, the Administration Office, or the Division PIO except emergency scene operations as described below and subsequent follow-up interviews with the Incident Commander relative to a recent incident*.* 208.06 Any contact from the news media to a Fire Division member - whether in person, by telephone, electronic means, or in writing - must be reported to the Public Information Officer as soon as possible. 208.08 No news media event may take place in any Fire facility or on any property under the control of the Fire Division unless coordinated by the Public Information Officer. 208.10 Although it will not be standard practice to make fire division employees available to the media occasional contact may be necessary. Employees retain their first amendment right of free speech. This does not in any way circumvent the need to properly notify individuals as stated in section 208.04 of this manual. Employees must understand that if they choose to exercise this right they are doing so at their own free will. Shedding a negative light on the Division of Fire or the City of Columbus may violate other policies and procedures of the division and or the Cityof Columbus. Keeping in mind, these interviews will be done ONLY on their own time, off duty, out of uniform. The employee must clearly state that they are not speaking on behalf of the Columbus Division of Fire or representing the division in anyway. 208.12 An employee's First Amendment Right to free speech is limited once they become a public employee. An employee can freely speak about concerns they have that an average citizen may have. An employee may not freely discuss employee relations, generally employer operations or discipline without prior approval. EMERGENCY SCENE MEDIA\ 210.00 The standard operating procedures for working with the media and handling the MEDIA SECTOR on an emergency scene are: All media representatives shall be referred to the Media Sector. If the Division Public Information Officer (PIO) is on the scene, all responsibilities of the Media Sector will be delegated to the Division PIO. If the PIA alone is on the scene, the Incident Commander will retain full responsibility for the Media Sector, or delegate it as appropriate. The PIA will assist with media related tasks, as directed bythe person in charge of the Media Sector. 210.02 The Division PIO will serve as the Division spokesperson in any situations where the Division PIO is on the scene and determines that it is appropriate to act in this capacity. The Division PIO's decision to retain the role of spokesperson will carry the authority of the Fire Chief. 210.02 The Public Information Office will be notified by the FAO of any major incident that occurs. 1\. 2. 3.\ PIO. 4. If both the Division PIO and the Public Information Assistant (PIA) are on the scene, the PIA will assist in the Media Sector, as directed by the Division SCOPE OF EMPLOYMENT\ 212.00 Off duty firefighters performing duties pursuant to the legal orders of the Fire Chief are considered acting within the course and scope of employment of the City of Columbus for the purpose of granting injury or death benefits. This applies to off duty firefighters fulfilling Special Duty assignments or similar duties approved and directed by the Fire Chief. 212.02 An off duty firefighter coming to the aid of a person or property will be considered acting within the course and scope of employment of the City of Columbus when: 1. Refraining from such would have a severe and immediate detrimental effect on the person or property, AND 2. When the aid is the same and/or similar to that which would be provided by the individual as a member of the Columbus Division of Fire, AND 3. The firefighter is not acting within the course and scope of employment of another employer, or as an independent contractor, or while self-employed. 212.04 A firefighter acting within the course and scope of employment of another employer, whether compensated or not, as an independent contractor, or as a self- employed person will not be deemed to be in the course and scope of employment for the City of Columbus. This includes paid or volunteer Fire or EMS service performed for another jurisdiction or employer except as provided in 212.00. 212.06 Firefighters serving as a volunteer or paid member in other communities or organizations are advised to seek information regarding health and death benefits available to them for performing services on behalf of the other agency and/or make arrangements to meet their needs from personal sources. 212.08 Participating in an organized activity such as supporting a charity, special cause, union function, sports activity, etc. is not considered to be in the course and scope of employment for the City of Columbus if the activity is not a Division sanctioned Special Duty assignment. 212.10 Special Duty assignments are restricted to activities that pertain to the business of the Division or special programs sanctioned by the Division. The Chief of the Division will exercise his discretion in approving Special Duty for either the specific activity or for the member submitting a request. SUBPOENA PROCEDURES 230.00 Members will not be compensated, or relieved of duty with pay, for subpoenas which are not a result of their duties and/or position with the Division of Fire, or for instances in which the member is either a plaintiff or complaintant in a civil action or administrative proceeding, or a defendant in a criminal action. 230.10 Division members are expected to honor any subpoena they receive, but they will be eligible for overtime compensation only if they follow the appropriate procedures as listed in current Division S.O.P.'s. This Division-wide training program shall be progressive, well-developed, effective, and continuous in nature. It will include the following (5) general categories: 1. Recruit Training 2. Apprenticeship Training 3. In-Service Training 4. Officer Training 5. Specialized Training RECRUIT TRAINING\ 300.02 Recruit training is the initial phase of basic training received by newly appointed Division members. It consists primarily of fundamental instruction and training sessions conducted at the Division Training Academy. Recruit instructors include those Division members designated as permanently assigned Training Academy personnel, other Division members selected from the Emergency Services Bureau, and various other fire Division or civilian personnel, according to need. 300.04 Recruit training sessions cover a wide range of subjects including basic firefighting evolutions, ventilation practices, ropes and knots, tools and equipment, building construction, apparatus driving and tilling, hose lays and engine operations, self-contained breathing apparatus practices, chemistry of fire, search and rescue, first aid procedure and numerous other subjects. The length of the recruit training period is subject to change, depending upon existing conditions and needs. 300.06 Members of the Division who have attained Journeyman Firefighter Status may apply for temporary recruit instructor positions by completing the Division of Fire Instructor\'s Profile (Form TA-514) and filling out an Application for Temporary Instructors. These forms can be obtained from member\'s Battalion Chiefs, and must be submitted through normal Division channels to the Chief of Training. APPRENTICESHIP TRAINING:\ 300.08 It is the policy of the Division of fire to hire and train recruit firefighters under the auspices of the Joint Apprenticeship and Training Committee (JATC) program, monitored locallybymembers of the fire Division with equal representation from the Local IAFF union. The JATC carries out this function by reviewing programs and reports and by making recommendations for change or improvement to the Fire Chief. 300.10 Apprentice training involves a thirty-six (36) month program for all firefighters hired after November 1993, consisting of national training standards developed specifically for firefighters. 300.12 Each Division member employed and trained under the Apprenticeship Program shall be covered by a written agreement, acknowledging the terms of the Apprenticeship Standards. All apprentice firefighters shall be subject to a 12 month probationary period, beginning with the effective date of their appointment. In addition, an apprentice firefighter may be terminated for failure to successfully complete the requirements of the apprenticeship program. 300.14 The apprenticeship program will be implemented in accordance with procedures approved by the Fire Chief and on file in the Bureau of Training. 300.16 Any recruit firefighter who fails to successfully complete all necessary requirements of recruit training will be recommended for dismissal. 300.18 Any probationary firefighter who fails to obtain Fire Safety Inspector Certification before the end of their probationary period will be recommended for dismissal. Any probationary firefighter who fails to obtain EMT-B certification before the end of their probationary period will be recommended for dismissal. Any probationary firefighter who fails to obtain all required Division of Fire qualifications before the end of their probationary period will be recommended for dismissal. 19. 300.19  Recruit company commanders shall actively guide and assist their company members in initiating self-studyprograms, and will assure that they participate in regular in-service training sessions and company level school activities. 20. 300.20  All Journeyman Firefighters shall receive official certification acknowledging this status. 21. 300.21  Instructors may remove from the classroom or training site, any individual, of any rank, if in the instructor's judgment that individual is preventing the other participants from receiving the full value of the training. In so doing, the instructor has this authority granted to him/her by the Fire Chief. This authority is also extended to guest instructors from outside the Division. IN-SERVICE TRAINING\ 300.22 The Division of Fire In-Service Training program shall consist of three (3) general phases. All Division members shall participate in this program to the extent that their rank and individual duty assignments allow. The three (3) general phases are: 1. 1:  Division-wide standardized training. 2. 2:  Personal training needs. 3. 3:  Physical Training. In each of the three phases, specific training activities should be continued until the desired levels of proficiency are achieved. The Training Bureau will conduct training and continued education for all Division personnel, in order to ensure that all Division personnel are receiving and/or engaging in the training necessary to maintain desirable levels of knowledge and skill. 300.32 Personal Training Needs: Company commanders shall continuously evaluate the personal training needs of their respective companies and individual company members. They shall also be guided by the directions of their Battalion Chiefs with regard to these needs. Examples of personal training needs include: apprentice firefighter program requirements, the study of street and hydrant locations, pre-fire planning of target hazards, incident command and fire ground procedures, driving and tilling practice, fire station procedures, and any number of various other related and necessary skills that may not be adequately covered under the Division-wide standardized training program. 300.34 Physical Training: All company commanders and Division members assigned to their companies or under their supervision are encouraged to participate in some form of physical training each day. Ordinarily, such training will involve a recognized form of physical activity such as calisthenics, volleyball, weight-lifting, table tennis, jogging, basketball, etc. In most cases, these physical training activities will take place after the completion of the Division daily routine (i.e. after 1800 hrs. on weekdays and after 1200 hrs. on weekends and holidays. Note: See Section 408.00 \"DIVISION DAILY ROUTINE\"). OFFICER TRAINING\ 300.38 Programs involving instruction and training in the various aspects of leadership, management, supervision, employee counseling, instructor training, and other subjects associated with successful performance as a fire officer will be offered at various times throughout the year. Veryoften Division members who will be asked to participate in these officer training programs will be those whose standing on the current promotional eligibility list indicates probable advancement in the ranks. Instructors for officer training sessions may be members of the Fire Division, or civilian personnel having special knowledge and training in the particular fields of studyinvolved. SPECIALIZED TRAINING\ 300.40 The Division Training Academy will conduct educational programs as necessary when training concerning specialized procedures or equipment is required. Before being presented to Division members, outlines and lesson plans covering the proposed training sessions will be submitted to the Training Academy for review, and shall be subject to the approval of the Fire Chief. Examples of such specialized training would include such things as hazardous materials training; heavy rescue training; specialized first aid and medic training; air crash firefighting; training concerning new apparatus, tools, or equipment; fire prevention and arson investigation training; bomb squad training; and various other subjects or areas of concern. Also included in this category will be programs concerning the training and instruction of the Auxiliary Firefighting force, the extent and subject matter of which shall be determined by the Fire Chief. STAFF DISTRIBUTION POLICY\ 302.00 It is the policy of the Division of Fire to maintain a desirable balance of staff among the battalions of the Emergency Services Bureau on each unit. This balance shall be maintained among units and among battalions. 302.02 Each Deputy Chief shall attempt to keep all battalions balanced in staff. He/she shall balance these battalions a duty day in advance, and shall try to provide at least two members per battalion above the Division minimum standards. 302.06 If a Battalion Chief has an insufficient number of firefighters on any given tour of duty, he/she shall immediately notifythe Deputy Chief, stating the specific needs. If the Deputy Chief is not available, the Administration Officer or the Chief should be contacted. 302.08 Company Commanders who at roll call cannot meet Division Minimum Staffing Standards shall immediatelynotifytheir Battalion Chief. If necessary, they shall hold a member of the off-going unit until such time they receive clear directions from their Battalion Chief. MINIMUM STAFFING STANDARDS\ 302.10 ENGINE COMPANIES: Four (4) members assigned per unit. This may be accomplished with either: one officer and three (3) firefighters or with four (4) firefighters. Engine companies are permitted to run with a crew of three (3) between the hours of 0800 to 2000 when necessary to accomplish the business of the Division. Engine companies are not to run with less than one officer and three (3) firefighters after 2000 hours unless the third firefighter is on Division business and is in constant communication with the alarm office and capable of immediate response to the scene of an emergency to which his/her apparatus has responded. 302.12 LADDER COMPANIES: Four (4) members assigned per unit. This may be accomplished with either one officer or three (3) firefighters or with four (4) firefighters. Ladder companies are permitted to run with a crew of three (3) between the hours of 0800 and 2000 when necessary to accomplish the business of the Division. There shall be an officer in charge of ladder companies whenever possible in keeping with the guidelines listed in Section 404.88 of this manual. Ladder companies are not to run with less than one officer and three (3) firefighters after 2000 hours unless the third is on Division business and is in constant communication with the alarm office and capable of immediate response to the scene of an emergency to which his apparatus has responded. 302.14 RESCUE COMPANIES: Three (3) members assigned per unit ACTING OFFICERS\ 306.00 An officer or firefighter of the Division designated to act in a capacity higher than that to which such member has been duly appointed shall be known as an Acting Officer. 306.02 Acting Officers shall have all of the authority and be allowed all of the privileges of the position in which they are acting. They shall be obeyed and treated with due respect. 306.04 Acting Officers shall maintain a level of competence commensurate with the requirements and responsibilities of the position involved. 306.06 Acting Officers shall properly execute those duties required of the position in which they are acting. 306.08 Acting Officers shall adhere to the policies of the Officer in whose position they are acting, within the framework of Division guidelines. They shall refrain from making any changes in standing procedures affecting such policies. GUIDELINES FOR SELECTING ACTING OFFICERS\ 306.10 See the current agreement between the Cityof Columbus and Local \#67 IAFF for requirements and guidelines for selecting acting officers. 306.12 Firefighters who are designated as Acting Officers and are acting in the capacity of a Captain or Lieutenant shall be considered as \"Acting Lieutenants\". 306.14 An officer designated to act in the capacity of a Battalion Chief shall wear a white helmet with orange reflective markings at times when such protective headgear is needed. Acting Battalion Chief helmets are assigned to each Battalion chief vehicle. 306.16 If a member refuses to willingly accept the responsibility of the position of Acting Officer, the immediate superior of such member may order temporary compliance until a qualified replacement is available. 306.18 An Acting Lieutenant, or an Officer acting in a higher capacity, shall be superseded upon the arrival of a duly appointed officer. 306.20 When a Station Captain is off duty for whatever reason, the member authorized to work as acting Station Captain will be one assigned to the same unit as the Station Captain. This will be the case regardless of the length of the Station Captain\'s absence. 306.22 An Acting Station Captain will assume all duties and responsibilities of the normally assigned Station Captain. 306.24 A Lieutenant acting as Station Captain will function as a Captain on the fireground. DELEGATION OF AUTHORITY\ 308.00 Supervisors cannot efficiently perform all of the duties for which they are responsible. To be effective theymust delegate authority and responsibility to others. 308.02 The process of delegation consists of giving subordinates the authority and responsibilityto act on behalf of those delegating such duties. The authority and responsibility being delegated must be clearly defined. 308.04 Over-supervision defeats the purpose of delegation. Once a job is delegated, the subordinate should be left on their own to carryout the assignment, and should be held accountable for the results. 308.06 When delegating authority, remain within the chain of command; delegate to immediate subordinates only. 308.08 Ordinarily, supervisors should not delegate in any of the following: 1. Situations requiring their own knowledge or skills. 2. Situations involving extremely important matters that may have serious consequences. 3. Situations involving appraisals of their subordinates. 4. Situations requiring the rewarding or punishing of subordinates. 5. Situations requiring the status and position of the supervisor. DOCTRINE OF COMPLETED STAFF WORK\ 310.00 Completed staff work is the study of a problem and the presentation of a solution in such form that all that remains to be done on the part of the supervising officer is to indicate approval or disapproval. The subordinate should work out the details and provide a finished product that the supervisor can adopt by simply signing their name. 310.02 Writing a memorandum to a superior officer does not constitute completed staff work. Writing a memorandum for a supervisor to send to someone else does. 310.04 The theory of completed staff work does not preclude a rough draft, but such presentation must not be a half-thought-out idea. It must be complete in every respect except that it may be lacking the required number of copies and need not be immaculate. A rough draft must not be used as an excuse for shifting the burden of formulating the action to the superior officer. 310.06 The final test of completed staff work is this: If the person submitting the final draft were the Chief, would they be willing to sign the paper, risking their professional reputation on its being complete and well written. If the answer is negative or even doubtful, it is not yet completed staff work. DIVISION TRANSFER POLICY\ 312.00 See the current agreement between the Cityof Columbus and Local \#67, IAFF for the Transfer Policy.\" TEMPORARY TRANSFER POLICY\ 314.00 All employees of the Division of Fire are subject to temporary transfer from their normal duty assignments at anytime. These temporary transfers will usually involve officers and firefighters working the three platoon system. These will usually be limited to filling vacancies on the employees assigned work shift (unit). 314.02 Employees temporarily transferred for the purpose of filling vacancies or maintaining balance among the battalions shall be chosen on the basis of existing needs. The following guidelines shall apply: The Deputy Chiefs shall attempt to staff the battalions so that at least one Chief Officer responds to all large fire assignments. Battalion Chiefs requiring personnel with specialized skills or certifications such as EMS personnel shall choose any similarly qualified members from their own battalions before requesting such personnel from other battalions. 314.06 Battalion Chiefs may request particular members from the companies in their respective battalions when they deem such action necessary. 314.08 Currently certified Emergency Medical and Rescue personnel temporarily transferred to another battalion to reach or exceed minimum manning standards, shall be utilized as EMS personnel whenever possible. 314.10 Division members reporting for temporary assignments, including call-in and/or overtime duty shall seek out and report to the officer in charge of the company to which they have been assigned. Whenever possible this shall be done prior to the official reporting time. These members shall report their name, rank, and normal duty assignment to the officer at this time. 314.12 Members temporarily transferred (tt'd) to other fire stations or duty assignments, shall obtain all information necessary to assure timely arrival. This is especially important when a member is tt'd to another station or duty assignment for the first time. 314.16 If it becomes necessary to temporarily transfer firefighters to fill in for absent officers, the procedures governing the selection of acting officers shall be followed. (NOTE: See Section 306.10) TEMPORARY TRANSFERS FOR PERSONAL REASONS\ 314.20 Any Division employee who, for personal reasons, feels the need to temporarily change duty assignments, shall notify their battalion chief of this need and submit a PR-2 requesting such assignment. The request should state the reason and approximate length of time needed. 22. 314.22  The member\'s battalion chief should attempt to make the necessary arrangements within his own battalion whenever possible. Temporary transfers for personal reasons involving assignment to other battalions shall be coordinated bythe Deputy Chief. 23. 314.23  Temporary transfers for personal reasons shall be for a minimum of one 24-hour work shift, and for no more than ninety consecutive calendar days. The Emergency Services Assistant Chief reserves the option of deciding specific work assignments, based on existing personnel needs. 314.26 Personnel permanently assigned to EMS positions who request temporary transfer out of the EMS field, will receive no EMS pay differential for the duration of their temporary transfer. DIVISION GROOMING AND HAIR STANDARDS CODE 316.00 316.02 316.04 316.08 All members of the Division of Fire shall be guided bythose standards of good grooming as may be established and set forth by the Chief of the Division. All Uniformed Division members shall conform to the specifications of the Division Grooming and Hair Standards Code as outlined in this document. All members shall be held strictly accountable for compliance with the Division Groomingand Hair Standards Code. The member's regularly assigned supervisor or current supervisor shall also be held accountable for such compliance. Members shall be clean shaven when standing roll call and at all other times duringtheir normal tour of duty. This is especially important during inspections and otherday to day contacts with the public. This shall apply to any off-duty ceremonies or other occasions where members are acting as representative of the Division of Fire,whether in or out of uniform. (NOTE: Temporary deviations {see 316.16} from this policy for certified medical reasons may be allowed upon approval of the Human Resource Office.) 316.10 Members shall not wear goatees or beards. Mustaches and side burns are permittedif compliant with sections 316.12 and 316.14 (NFPA1500 and OHSA 1910). 316.12 Facial hair that passes between the sealing surface of the face piece and the face of thewearer is not permitted. Members who have facial hair at any point where the face piece is designed to seal with the face or whose hair could interfere with the operationof the unit shall not be permitted to use respiratory protection at emergency incidents,or in hazardous or potentially hazardous atmospheres and shall be considered to be in violation of the Division Grooming and Hair Standards Code. (20-005 1/23/2020) 316.14 If a member has facial hair that is between the skin and face piece sealing surface, the member will not be permitted to conduct face piece testing and will be considered non-compliant. (NFPA 1500 / OHSA 1910). 316.16 Facial hair may be worn on a temporary basis when deemed necessary due to a certified medical condition. The approval of the Human Resource Office is required in all cases. Individuals who receive this approval and have the required certified medical condition will wear a full beard no longer than one-eight (1/8\") of an inch inlength. Said member shall not be permitted to function in any role requiring respirator/sealed face piece (SCBA). 316.18 All members shall comb or style their hair in a manner consistent with the provisions of this section. The length of the hair shall not exceed the maximum limits of grooming set forth in this section. 316.20 If the style, length or other feature of any member's hair is determined to be a health or safety hazard, or in any way hampers, interferes with, or restricts firefighting duties, it shall be in non-conformance with the Division Grooming and Hair Standards Code. PERSONNELHAIR STANDARDS\ 316.24 FOREHEAD - when combed, hair shall be at least one (1\") inch above the top of the eyebrow. 316.26 SIDE OF THE HEAD - when combed, hair shall be cut, shaved, trimmed or pulled away so as to follow half the ear. No hair shall overlap the ear so as to obscure the lower one-half (1/2) of the ear from sight in any manner. Hair shall be no thicker than one and\ one-half (1 1/2\") inches from the sides of the head. 316.28 SIDE OF THE HEAD - Sideburns shall be no wider than one and one-half (1 1/2\") inches at any point, and shall be no thicker than one-half (1/2\") inch from the temple or cheek. 316.30 BACK OF THE HEAD - Personnel with hair that extends below the bottom edge of the shirt collar shall wear their hair in an upward sweep, bun, braid or other style so that it will not extend below the middle of the shirt collar or dress blouse when head is held erect. 316.32 TOP OF THE HEAD - Hair shall be no thicker than three (3") inches from the contour of the head. 316.34 All members may wear conservative unobtrusive hair control devices which correspond to their hair color or uniform, as long as no health or safety hazard is thereby created. Consideration shall be made for religious headwear by the Human Resource Office and Health and Safety Bureaus. GENERAL STANDARDS 316.36 Members working in administrative positions (except fire recruits) may wear a single pair of plain earrings of the post or button type in pierced ears. All other personnel shall not be permitted to wear earrings of any type due to safety regulations for emergency services and fire operations. 316.38 All preceding hair requirements applywhether or not the uniform cap or fire helmet is worn. 316.40 Please note that the current grooming policies and procedures may not specifically encompass all grooming styles or situations. Those styles not specifically covered will be reviewed by the Chief of the Fire Division. The Chief and Human Resource Office will determine compliance or non-compliance. SMOKING POLICY\ 317.00 Smoking shall be prohibited in all Cityvehicles. Smoking shall be prohibited in all Cityfacilities. DIVISION GRIEVANCE PROCEDURES\ 318.00 See the current agreement between the Cityof Columbus and Local \#67, IAFF for the Grievance Procedure. DIVISION PROMOTION POLICY\ 322.00 Members of the Division of Fire who place high enough on Civil Service Promotional Eligibility Lists to be considered for promotion during the life of the list should understand the policy of the Division regarding promotions. 322.02 When an opening is to be filled by promotion, those members eligible to be promoted will be evaluated with regard to their qualifications and the requirements of the position to be filled. The eligible Division member who is judged to be the most highly qualified in all pertinent respects will be recommended for promotion. 322.04 It is Division Policy to be fair and equitable in selecting and recommending the most qualified individual from among those eligible to be promoted. Information on which to base this judgment must be comprehensive. Methods of obtaining this information may include: (1) personal interview, and (2) written reports from present and previous superior officers. 322.06 Candidates for promotion, whose ability to adequately perform the duties required of the new position is questionable, will be informed of this fact. These members will be advised of the reasoning behind such opinion and will be given every opportunity to improve their performance so that they might be recommended for promotion. EMPLOYEE SUGGESTION POLICY\ 326.00 It is the policy of the Division of Fire to encourage all Division members to submit suggestions concerning the improvement of any aspect of the operations of the Division. 326.02 Suggestions shall be addressed to the Chief of the Division and shall be processed through proper channels of communication. Officers or supervisory personnel at intervening levels of authority shall review such suggestions and enter pertinent remarks when asked to do so by the member submitting the suggestion. If an intermediate supervisor does not agree with the suggestion, he/she shall enter \"disapproved\", followed by his/her signature, and shall attach a note explaining his reason for disapproval. Initials or signatures without comment will indicate approval. No intermediate supervisor shall fail to forward a suggestion through proper channels or shall take an unreasonable amount of time in either approving or disapproving a suggestion. 326.04 Members submitting honest, objective suggestions, whether or not such suggestions may be of a critical or unfavorable nature, shall in no way be incriminated or otherwise adversely affected as a result of such action. 326.06 Members wishing to remain anonymous may do so by omitting their signature. However, it should be understood that little credence will normally be attached to such communications, especially where alleged statements of fact are proffered. 326.08 All suggestions shall be accepted, reviewed, and acknowledged. When possible, an explanation or statement regarding the status of each suggestion will be included with such acknowledgment. 326.10 Employee suggestions with regard to recommended changes in anyof the manuals or documents of the Division, including vehicle or equipment specifications, training and procedures manuals, and other forms or documents shall conform to the following procedure: 326.12 The recommended change, correction, addition, or deletion will be put in writing on Form RT-154 (Official Intra-Divisional Communication) and will be addressed to the Chief of the Division. 326.14 A specific reference to the manual or publication in question shall be made, including the title, page number, section, and/or paragraph number. A quotation of the applicable portion of the document as presently worded shall also be included. 326.16 The recommended change will then be presented by stating \"I recommend that the above section be changed to read as follows:\", or another similar statement to that effect, depending upon the exact recommendation. 326.18 This communication will then be submitted, through proper channels, to the Chief. As is the case with regards to general suggestions, all communications will be acknowledged. COMMUNICATIONS - WRITTEN\ 336.00 In most cases, communications initiated by Division personnel regarding policies, requests, suggestions or other official business will be placed in a standard Division of Fire Intra-Departmental Communications envelope, left unsealed, and addressed to the Fire Chief. These communications shall be forwarded through proper channels - without unreasonable delay - after having been reviewed and signed by each intermediate supervisor. 336.02 Supervisors who are not in agreement with any letter or communication shall precede their signature with the word \"disapproved\", and shall add a note explaining the reason for such disapproval. Initials or signatures without comment will indicate approval. Communications for which an \"approved\" or \"disapproved\" would not be appropriate or indicated, are to be marked \"acknowledged\" and initialed. Under no circumstances shall an intermediate supervisor fail to promptly forward any letter or other communication through proper channels. 336.04 When in accordance with written Division policies, Division personnel may send or receive official letters or communications of a highly personal, sensitive, or confidential nature. Such communications should be placed in a sealed envelope, addressed appropriately, and marked \"CONFIDENTIAL - FOR ADDRESSEE ONLY\" on the front of the envelope. This mail shall be forwarded promptly and shall not be opened, signed or initialed by any intermediate supervisor or member. No routine, non-confidential, or non-job related communications are to be sent by this means. BULLETINS 336.08 All bulletins shall remain in effect until superseded by another bulletin, systems manual revision, or an official revision of any other applicable Division manual, document or communication, or until the discard date. 336.10 At the beginning of each year, the Administration Officer shall distribute an index of bulletins issued during the previous year. This index shall list the bulletins by their "number" and "identification" or title. 336.12 All Division members shall read and acknowledge all bulletins and other official communications received, as is further explained in Section 400.36 of this manual. Members on vacation or away from duty for extended periods of time for any reason shall immediately upon their return to duty read and determine the intent and pertinence of all bulletins released during their absence. 336.14 Division officers and other Division members at every level of supervision shall accurately explain the purpose and intent of all bulletins and similar communications when they relay or make such information available to their subordinates. 336.16 Each supervisor shall assure himself/herself of his/her subordinates understanding. He/she shall promptly provide answers to any questions that arise. 336.18 Information submitted in response to bulletins requesting replies must be processed through proper channel on an official intra-Divisional communication. BULLETIN SUBMITTAL\ 336.20 Whenever a proposed bulletin is submitted to the Chief for approval, attached will be a listing of the current Division documents that the new bulletin will affect. The list will identify the relevant sections that will be superseded, deleted, amended, etc. Included will be suggested revisions to the affected documents. This submittal shall follow the doctrine of completed staff work. 336.22 Proposed bulletins will be submitted through the member's chain of command to Research and Development. Research and Development will review the proposed bulletins for content and formatting before forwarding to the Fire Chief. A copy of each proposed bulletin shall be submitted electronically, in "Word" format to facilitate amendments and for archiving. 336.24 All Division Bulletins will be prepared in the following format:\ (A bulletin template is available on the computer network) *(Revised 12/31/15)* SUBJECT:\ TITLE:\ PURPOSE: ORIGINATING BUREAU: EFFECTIVE DATE: DISCARD DATE: **DEPARTMENT of PUBLIC SAFETY DIVISION of FIRE** **COLUMBUS, OHIO** Use one of the subject categories listed below \*. Signature block for Signature block for Originating Bureau Head Fire Chief \*SUBJECT categories: Administration, Apparatus, Athletics, Community Relations, Communications, Computers, EMS, Equal Opportunity, FAO, Fire Prevention, Fire Stations, Forms, Hazmat, Maintenance, Payroll, Response, Supply, Training, or Uniforms. 336.26 All "bulletins" must be signed by the Division Originating Bureau Head and/or the Chief of the Division. 00-000 *(Bulletin number will be added by Administration Officer after approval)* 336.30 Following approval, the Office of In-Service Training will be responsible for placing all new Bulletins, SOPS, on-line training, and notices for training on the Division's distance learning platform. This will insure accurate and consistent format and placement of the Division's on-line training content. *(Added 12/31/15)* DIVISION UNIFORM AND FIRE CLOTHING REGULATIONS\ 338.00 The importance of the personal appearance of all employees of the Division of Fire cannot be overemphasized. This is especially true with respect to all working relationships and other day-to-day contacts with the public. As perceived by the citizens of the City, each individual member of the Division is the Division of Fire. All members have an inherent responsibilityto wear the appropriate class of uniform in a manner consistent with the professional standards of the Division of Fire. 2. 338.02  Inspection of Uniforms: It shall be the direct responsibility of the respective Company Commanders or other immediate supervisors to inspect their subordinates various uniforms, including a day to day inspection of the uniform that is worn while on duty. Immediate supervisors shall also be held accountable for the proper appearance of their subordinates during their tour of duty. Where applicable, the immediate supervisor shall be responsible for assuring that the complete uniform of the members under their command is functional, well maintained, and conforms to Division specifications and SOPs. 3. 338.03  Replacement and Purchase of Uniforms: Additional uniform articles may be purchased from any approved source, providing all such items conform to the specifications and SOPs set forth by the Fire Chief. These specifications and SOPs are subject to change as the Chief of the Division may direct. The Uniform Clothing Committee will evaluate new and/or replacement products and make any recommendations to the Fire Chief. Pursuant to the current Collective Bargaining Agreement, the City of Columbus will purchase and replace the required items outlined in SOPs 04-03-10, 04-03-11. (NOTE: For replacement uniform items refer to SOP 04-03-11) 338.06 Required Uniforms and Fire Clothing: There are five (5) general classes of Division of Fire Uniforms: Class A Dress Uniform Class B Administrative Uniform Class C Work Uniform Class D Structural Firefighting Uniform Class E Civilian Dress All members attending a uniform turnout or assembling or working in groups, outside of the station, shall dress in the same class of uniform. Realizing that individuals differ in the number of particular items of uniform that they require, an "adequate number" of the necessary items is stipulated and shall be defined as follows: 1. Each member of the Uniformed Division shall have a complete dress uniform, ready and available for wear at all times during each tour of duty. 2. Members assigned to duties requiring the wearing of a work uniform shall have a sufficient number of the designated items ready and available for wear at all times during each tour of duty. This uniform should be kept clean and wrinkle-free and should present a professional appearance, being without tears and not presenting a faded or worn out appearance. 3. All uniformed members shall have at least one (1) full set of class D structural Fire fighter turnout gear. The specific list of required and optional articles of uniform clothing for Division of Fire personnel is defined in current Division SOPs. 338.08 338.10 DRESS UNIFORM (Class A)\ 338.12 The Dress uniform will consist of a black, tropical wool, double breasted blouse; white long sleeve dress shirt; white crew neck T-shirt (if a T-shirt is to be worn); black tie; black trousers; black leather belt; uniform cap; black socks; and polished black, plain-toe, leather oxford shoes. The proper Division badge shall be worn centered on the left pocket tab. The name bar will be centered over the right breast in line with the left pocket tab. Collar insignias designating rank or assignment and sleeve stripes with appropriate time-service insignias shall be worn on blouse as stipulated. Female Division members shall wear the division approved black single-breasted blouse with slacks/skirt as the Dress uniform. An approved overcoat with liner as selected bythe Chief of the Division may be worn with the Class A uniform. All shirt buttons shall be properlysecured. All shirttails shall be tucked inside of trousers. Shoes will be completely fastened. 338.14 (Class A) OPTIONALCLOTHING ITEMS\ Black gloves and solid black scarf may also be worn with the Dress Uniform. ADMINISTRATIVE UNIFORM (Class B)\ 338.16 The Administrative uniform will consist of a short or long sleeve white shirt with badge holder and pocket flaps, white crew neck T-shirt (if a T-shirt is to be worn); black trousers; black leather belt**,** with regulation issued plain belt buckle; black socks; polished black, plain-toe, leather oxford shoes. The Division badge will be worn over the left pocket and the name bar will be centered 1⁄4 inch above and over the right pocket flap. Collar insignias or shoulder boards designating rank or assignment shall be worn. All shirt buttons shall be properly secured, with the exception of the neck button, which will remain open. All shirttails shall be tucked inside of trousers. Shoes will be completely fastened at all times. A black tie may be worn with the long sleeve shirt. 338.18 (Class B) OPTIONAL CLOTHING ITEMS\ An administrative jacket may also be worn as part of the Administrative uniform as weather conditions dictate. Division logo and name and title, if appropriate, shall be embroidered. Black coat-style sweaters without collar and with zipper front may be worn with the administrative uniform. Black gloves, black stocking hat, uniform cap and solid black scarf maybe worn with the administrative uniform as weather conditions dictate. Navy blue coveralls may be worn as part of the administrative uniform when work conditions dictate and approved by immediate supervisor. WORK UNIFORM (Class C)\ 338.20 Navyblue short or long sleeve shirt; Navy blue crew neck T-shirt (if a T-shirt is to be worn with the work shirt); navy blue trousers, black synthetic web belt; black socks; and, black shoes or boots. Work shirt shall be embroidered with first initial and last name, title, if appropriate, over right pocket, collar rank insignia, if appropriate, and Division logo over left pocket. T-shirt shall be embroidered with first initial and last name, title, if appropriate and Division logo over left pocket. All shirt buttons shall be properly secured, with the exception of the neck button which will remain open. All shirttails shall be tucked inside of trousers. Shoes or boots will be completely fastened at all times. 338.22 (Class C) OPTIONALCLOTHING ITEMS\ A division approved work jacket may also be worn as part of the Work uniform as weather conditions dictate. Division logo and name and title, if appropriate, shall be embroidered. Navy blue division approved work sweatshirt may be worn; division logo and name and title shall be embroidered. Navy blue division approved golf shirt with collar and pocket at left breast, division logo and name and title shall be embroidered. Black gloves or solid black wool scarf maybe worn with uniform when weather requires. Division approved knit stocking caps or baseball caps may be worn outside the station when weather conditions permit. Baseball caps shall only have the division logo embroidered on the front of the hat they may also have the members' legal last name or companydesignation embroidered on the rear of the hat. Stocking caps can be plain or embroidered as above. No hat may be worn while in quarters. Bomb Squad Members shall be permitted to wear black 100% cotton Mil-spec BDU pants and shirt with black 100% cotton T-shirt when involved in bomb activities. The members' name and rank will be in gold lettering on black tape over the right shirt pocket. The division logo will be embroidered according to SM 338.24 over the left shirt pocket. Fire Prevention Investigators and Inspectors, Rescue Technicians, HazMat Technicians, and Support Services personnel shall be permitted to wear division approved navy blue coveralls as the work uniform as needed. Physical Training Wear (PTW) may consist of T-shirts, sweatshirts, gym shorts, and sweatpants. All items shall be Navy blue and 100% cotton. PT shoes and socks shall be athletic shoes and socks, black or white. Nightwear (2000-0700) may consist of Division issued or Union Logo, T-shirts, golf shirts, and sweatshirts, PT gym shorts and PT sweatpants. Division issued navy blue shorts. (Refer to 338.36) STRUCTURAL FIREFIGHTING UNIFORM (Class D)\ 338.28 The Division provides members with all required firefighting clothing and equipment. Replacements will be made as required. (See current Collective Bargaining Agreement) CIVILIAN DRESS (Class E)\ 338.30 Division members who have been granted permission to wear civilian clothing as their normal apparel while on duty shall be guided by the suggestions of their immediate supervisors with regard to appropriate clothing. Suitable and generally conservative styles should prevail, including in most cases dress shirt and tie or equivalent attire. WEARING OF THE UNIFORM 338.32 DRESS UNIFORM (Class A)\ The dress uniform shall be reserved for ceremonious occasions or as designated by the Fire Chief. This will be the uniform turnout for parades, promotional ceremonies, awards ceremonies, funerals, etc. The dress uniform shall be worn when advised by the member's Battalion Chief. Chief Officers may be permitted to wear the Dress uniform when they deem appropriate. ADMINISTRATIVE UNIFORM (Class B)\ All administrative personnel who do not expect to be regularly involved in hands-on training or incident responses shall wear the Administrative uniform. WORK UNIFORM (Class C)\ The work uniform shall be worn by any member throughout the day, regardless of assignment. The work uniform shall be worn at roll call and when performing inspections. Members may wear long or short sleeves work shirts. Off going units may wear the division issued or union logo tee shirt, golf shirt, approved station logo shirt or sweatshirt during roll call. Company officers have the authority to allow the wearing of the division approved T-shirt in lieu of the work shirt during structural firefighting, training involving physical activities, and apparatus/station/hydrant maintenance. Navy blue shorts may be worn by station personnel from May 1st to September 1st. Members wearing shorts must wear a division issued golf shirt with name and division logo at all times. Members must also wear a low cut, all black sock that covers the ankle and low cut black athletic shoe. Black work belt must be worn with the fatigue short at all times. STRUCTURAL FIREFIGHTING UNIFORM (Class D)\ All members of the Uniformed Division shall maintain a Class D (Structural Firefighting) uniform and shall wear such uniform in compliance with Division Standard Operating Procedures.\ In order to assure that everymember is adequately protected, by wearing only gear that meets NFPA standards, the Division needs to have a standard issue uniform, which an officer can verify visually as being acceptable. 338.34 338.36 338.38 Without prior approval of the Fire Chief, Division members while on the fireground shall wear only structural fire gear issued by the Division of Fire. This includes boots, gloves, hoods, helmets, coats, and pants. Members are allowed, but not required, to purchase and use their own flashlights and hand tools. No alterations or additions of any kind are to be made to turnout gear except as authorized by the manufacturer and approved by the Fire Chief. 338.40 CIVILIAN DRESS (Class E)\ Civilian Dress shall be worn when it is desirable to remain undercover as determined by the Fire Chief or his designee. 338.42 SPECIAL UNIFORMS\ Nightwear may be worn between the hours of 20:00 and 08:00. PT gym shorts and sweatpants may be worn while in bedrooms or the dormitory between the hours of 20:00 to 07:00. Physical Training Wear may be worn while actively participating in physical training. Optional items not division approved, as part of the work uniform, shall be removed within 30 minutes of the cessation of physical training. PT garments are not to be worn away from quarters unless under turnout gear. Special Dutyuniforms will be the appropriate Class A -- E uniform, as determined by the Fire Chief. 338.44 SPECIALWEATHER CONDITIONS\ Division issued or union logo T-shirts, sweatshirts or golf shirts may be worn between 08:00 and 20:00 with permission of the Deputy Chief during unusual circumstances. An example of such circumstances is high heat and humidity conditions when the ambient temperature plus the relative humidity is greater than 150. T-shirts should be worn to reduce heat stress. 338.46 SPECIALRULES FOR WEARING THE UNIFORM\ Exceptions to the rules governing the wearing of the uniform may be made at any time at the discretion of the Chief of the Division. Fire Division Bureau Heads may be allowed to grant discretion to members of their bureaus where uniform regulations are concerned.
