CSA W47.1:19 Certification of companies for fusion welding of steel 5.6 Review of welding-related requirements and technical review (see Annex H) The company shall review the contractual requirements related to welding, together with any in-house data or technical data provided by the purchaser. The company shall establish that all the information necessary to carry out the welding manufacturing operations is complete and available prior to the commencement of the work. The company shall affirm its capability to meet all welding-related requirements and shall ensure adequate planning of all welding-related activities. The purpose of the review of requirements by the company is to verify that the scope of the work is within its capability, that sufficient resources are available to meet delivery schedules, and that the documentation is clear and unambiguous. Note: Capability includes a) the ability to provide the agreed-upon welding inspection; and b) the availability of approved welding procedure specifications, welding procedure data sheets, qualified personnel, and appropriate welding and associated equipment. The company shall ensure that any variations between the contract and any previous quotation related to welding are identified and that the purchaser is notified of any program, cost, or engineering changes that could result. 5.7 Equipment (see Annex H) Welding equipment shall be available and maintained in proper working order. 5.8 Inspection and testing (see Annex H) Inspection and testing shall be carried out as specified and agreed upon 5.9 Non-conformance and corrective actions (see AnnexH) Controls shall be implemented to ensure that a) items or activities that do not conform to specified requirements are identified to prevent inadvertent acceptance; and b) conditions that could adversely affect the quality of the welded construction are promptly identified and corrected. 5.10 Identification and traceability (see Annex H) If required, identification and traceability shall be maintained throughout the manufacturing process. 5.11 Quality records (see Annex H) Quality records shall be retained for a minimum of five years in the absence of any other specified requirements. 5.12 Advanced quality requirements (see Annex I} If the contractual requirements related to welding specify advanced welding requirements that exceed the requirements specified in Clauses 5.6to 5.11, the provisions of Annex | shall apply. Le stockage, reproduction, 1a distribucion, ou 1'ucilisation sur le réseau est interdit CSA W47.1:19 Certification of companies for fusion welding of steel 6 Welding engineer 6.1 General Division 1 and Division 2 companies shall designate a welding engineer, in accordance with the requirements of Clause 5.2. 6.2 Duties of the welding engineer The welding engineer shall provide welding engineering support for the company, as required by the company, to meet certification requirements of this Standard. As a minimum, welding engineering support shall include the development (with other personnel as appropriate) of new welding procedures when required, and the preparation of the corresponding welding procedure specifications and welding procedure data sheets, as well as periodic reviews of the company’s welding practices, as related to this Standard. The welding engineer may assign some of his/her duties to personnel under his/her direct supervision, but the welding engineer shall retain responsibility for the performance of the assigned duties. Note: The company may also require the welding engineer or other engineers to provide other engineering support for the company’s activities. The company may also utilize other qualified engineers to provide engineering support for the company’s welding activities. 6.3 Company visits by the welding engineer The retained welding engineer for Division 2 companies shall visit the company at a frequency agreed to between the company and retained engineer, but not less frequently than once every three months. The retained welding engineer for Division 2 companies shall provide to the company a record of his/ her visits to the company not less frequently than once every three months. The employed welding engineer for a Division 1 company, if not situated at the location of the company, shall provide to the company a record of his/her visits to the company not less frequently than once every three months. The company shall make these records available to the CWB's representative. Note: The determination of the frequency of visits may include the level of complexity of the fabricated work, the volume of fabricated work, end user requirements, or other factors as applicable. 6.4 Qualifications of the welding engineer 6.4.1 The welding engineer shall be a licensed or registered professional engineer in a Canadian provincial or territorial association or corporation of engineers. When the company seeking certification is located in a country other than Canada, the welding engineer shall demonstrate comparable qualifications to the satisfaction of the CWB. 6.4.2 The welding engineer employed or retained shall have a minimum of five years of applicable welding experience related to the production of steel weldments (carbon and/or stainless steel). Le s Certification of companies for fusion welding of steel CSA W47.1:19 g) h) manual, semiautomatic, mechanized, robotic, or automatic welding; and welding procedure development and testing. 6.4.3 Each steel a) b) c) d) e) welding engineer shall demonstrate knowledge of the following subjects related to the welding of weldments (carbon and/or stainless steel): the fundamental properties of steel; welding fundamentals; welding metallurgy; welding procedures and practice; and welding codes and standards. This knowledge may be demonstrated by providing proof of examinations passed in these subject areas at approved educational institutions or from continuing education courses (see Clause 4.9 and Annex A) or based on certification or qualification granted by other recognized organizations. 7 Welding supervisor 74 The welding supervisor shall have a minimum of five years of welding-related experience pertinent to the company’s type of operations. The welding supervisor may also contribute to the development of welding procedures. 7.2 Each welding supervisor shall have a thorough knowledge of the company’s welding procedure specifications and related data sheets for processes with which he/she is involved, as well as a thorough knowledge of those portions of applicable standards pertaining to his/her normal work. 7.3 Each welding supervisor shall be able to read drawings and properly interpret welding symbols and shall have a knowledge of weld faults, quality control, and inspection methods, pertaining to his/her normal work. 74 Each welding supervisor shall be familiar with the proper operation of the types of welding equipment for which he/she is responsible. The supervisor shall demonstrate to the CWB that qualified personnel can perform the task of robotic welding programmer and operator. 7.5 Examinations shall be required except where exemptions can be claimed in accordance with Clause 4.9. A company with a clearly defined and limited scope of operations may request that examinations be focused specifically on the company’s operations, and a nontransferable qualification will be issued. 7.6 The following educational qualifications shall be considered to reduce the number of years of experience required of a welding supervisor in Clause 7.1: a) reduction of one year by i) the successful completion of a course recognized by the CWB in the fundamental principles and practices of welding; or i) certification as an engineering technician or senior engineering technician provided that one of the two years of practical experience necessary for certification as an engineering or senior engineering technician has been spent in the welding fabrication industry in any two of the following capacities: welder, welding inspector, fitter, or layout person; +b) reduction of two years by certification as an engineering technologist provided that-one of the two years of practical experience necessary for certification as an engineering technologist has been spent in the welding fabrication industry in any two of the following capacities: welder, welding inspector, fitter, or layout person; and c) reduction of two years for graduates of a welding engineering technician or welding engineering technologist program at a community college or equivalent. The qualifications of a certified engineering technician, senior engineering technician, or technologist are those recognized by the provincial or territorial Association of Certified Engineering Technicians and Technologists; where provincial or territorial regulations are at variance, alternative qualifications that are deemed equivalent shall be acceptable. 7.7 If the welding supervisor is continuously employed in that position, his/her qualification shall remain in effect indefinitely unless there is a specific reason to question his/her capability to perform that function. 7.8 Where proper control of welding operations cannot be exercised by fully qualified welding supervisors, on a temporary basis such control may be delegated by the welding supervisor(s) to a person of lesser qualifications deemed competent by the company and acceptable to the CWB. Note: Delegated individuals should have adequate knowledge of welder qualifications and welding procedures and inspection. Storage, copying, dlscribucior i1lsacion sur le réseau est interd CSA W47.1:19 e) f) g) Certification of companies for fusion welding of steel inspectors certified to CSA W178.2; technicians/technologists; and/or supervisory/management staff. 8 Welding personnel 8.1 General 8.1.1 The company shall only use tack welders, welders, and welding operators qualified in accordance with this Standard for the type of work being performed under the scope of the company’s certification. 8.1.2 Except for specific cases identified in relevant clauses, the qualification of welding personnel shall be transferable between certified companies. 8.1.3 The company shall use only robotic welding programmers and robotic welding operators qualified in accordance with this Standard for the robotic applications performed under the scope of the company’s certification. The company shall be responsible for determining the qualification requirements for the robotic welding loader. 8.2 Qualification process for welding personnel 8.2.1 Welding personnel may be qualified on the basis of any of the following methods: a) by successfully meeting the qualification requirements specified in this Standard; b) by successfully performing a procedure qualification test in accordance with this Standard. In certain cases the qualification will be limited to that procedure and is only valid while the welder or welding operator remains employed by his/her employer at the time of qualification. This qualification shall be nontransferable. For cases where a procedure qualification test or combination of tests meets or exceeds the requirements for a particular classification, a transferable qualification may be issued; or c) by successfully meeting the qualification requirements specified in other recognized national or international standards. The qualification system and test requirements shall be similar to and meet or exceed the requirements of this Standard and be accepted by the CWB. A qualification record providing evidence satisfactory to the CWB that previous qualification tests were successfully completed and duly witnessed by a qualified independent third party shall be provided for the qualification to be recognized. In this case, qualification shall include all conditions and limitations on the original qualification including remaining time of validity or the period of effectiveness of the qualification as specified in Clause 8.3.3.1, whichever is less. The CWB shall issue documentation reflecting successful qualification obtained through such arrangements (see also Clause 8.2.4). 8.2.3 A welder, welding operator, robotic welding programmer, or robotic welding operator who does not have a valid transferable or an appropriate nontransferable qualification identification document before being employed on production shall pass the appropriate welder qualification test assemblies for the positions to be welded in production under the direct supervision of the welding supervisor, who shall sign and date a declaration that the results are satisfactory to this effect and retain the fully identified specimens for later inspection by the CWB's representative. Such a welder, welding operator, robotic welding programmer, or robotic welding operator shall be designated probationary and shall be so reported to the CWB for official test and in the interim shall be restricted to welding under supervision, in the positions successfully completed. 8.24 8.24.1 Welding of the test assemblies shall be visually supervised by the CWB’s representative. 8.24.2 When mechanical testing is to be performed on the test assembly, the preparation and testing of the specimens shall be performed by a) an organization or laboratory accredited by a national accreditation body (e.g., Standards Council of Canada) whose scope certification includes the relevant mechanical testing; b) awelding inspection organization certified to CSA W178.1 whose scope of certification includes the relevant mechanical testing; or c) other organizations or laboratories acceptable to the CWB. 8.24.3 At the option of the company or an organization specified in Clause 8.2.2, mechanical testing may be performed on the test assembly by the company or organization noted in Clause 8.2.2. 8244 Witnessing of the preparation or mechanical testing of test specimens by a CWB representative is not required unless required as a condition of acceptance under Clause 8.2.4.2 c). 8.24.5 Evaluation of mechanical test specimens shall be done by a CWB representative. 8.2.4.6 When radiographic testing is to be performed on the test assembly, the preparation and testing of the assemblies shall be performed by a) an organization or laboratory accredited by a national accreditation body (e.g., Standards Council of Canada) whose scope certification incudes radiographic testing; b) awelding inspection organization certified to CSA W178.1 whose scope of certification includes radiographic testing; or c) other organizations or laboratories acceptable to the CWB. Le stackage, raproduction, ia ibution, ou 1'ucilisacion sur le résasu e interait 25 CSA W47.1:19 Certification of companies for fusion welding of steel 8.24.7 Witnessing of the preparation or radiographic testing of test assemblies by a CWB representative is not required unless required as a condition of acceptance under Clause 8.2.4.6 c). 8.2.4.8 The interpretation and evaluation of radiographs shall be done by a CWB representative. 8.2.5 The CWB shall be responsible for issuing a tack welder’s, welder’s, welding operator’s, robotic welding programmer’s or robotic welding operator’s qualification identification document. 8.3 Period of effectiveness for the qualification of welding personnel 8.3.1 General The initial qualification of a tack welder, welder, or welding operator shall begin on the date when the successful test results have been determined. 8.3.2 Tack welder qualification 8.3.2.1 A tack welder’s qualification shall remain in effect indefinitely (while the tack welder is employed by a - certified company) unless there is a specific reason to question his/her ability or the period of validity is limited to a shorter period by the qualification granted under Clause 8.2.1. 8.3.2.2 In cases where the tack welder’s ability is questioned, he/she shall be required to requalify. 8.3.3 Welder qualification 8.3.3.1 A welder’s qualification shall remain in effect for two years unless there is a specific reason to question his/her ability or the period of validity is limited to a shorter period by the qualification granted under Clause 8.2.1. 8.3.3.2 In cases where the welder’s ability is questioned, he/she shall have his/her qualification suspended immediately and shall be required to pass a check test in the position and class held (see Tables 18, 19, and 20) before the qualification is reinstated. 8.3.3.3 A welder’s qualification may be revoked by the CWB under the following conditions, when a) the welder is not engaged in a given process for a period of three months or more; b) awelder having a transferable identification card leaves the employ of the company and is not reemployed by a certified company for a period longer than three months; or c) awelder having a nontransferable identification card leaves the employ of the company with whom such qualification has been obtained. Le stockage, reproduction, la distribution, ou l'utilisation sur le réseau es 26 3500785873 CSA W47.1:19 Certification of companies for fusion welding of steel 8.3.34 When a welder does not weld for a period of three months or more in the position and class in which he/she qualified, or when a welder does not weld for a period of 12 months or more in the F group designation (see Table 1) in which he/she qualified but is still engaged in welding, it shall be the duty of the responsible welding supervisor to ensure the competency of the welder when he/she returns to the higher class, process, or F group designation for which he/she is qualified. 8.3.4 Welding operator qualification 8.34.1 A welding operator’s qualification shall remain in effect indefinitely unless there is a specific reason to question his/her ability or the period of validity is limited to a shorter period by the qualification granted under Clause 8.2.1 or 8.5.5. 8.34.2 In cases where the welding operator’s ability is questioned, he/she shall have his/her qualification suspended immediately and shall be required to pass a check test in the position and class held (see Tables 18, 19, and 20) before the qualification is reinstated. 8.34.3 A welding operator’s qualification may be revoked by the CWB under the following conditions, when a) the welding operator is not engaged in mechanized or automatic welding with the process for which the qualification was obtained for a period of one year or more; b) awelding operator having a transferable identification card leaves the employ of the company and is not re-employed by a certified company for a period longer than one year; or ¢) awelding operator having a nontransferable identification card leaves the employ of the company with whom such qualification has been obtained. 8.3.4.4 A welding operator qualified with a single electrode process shall be deemed qualified for welding with multiple electrodes for the same process and vice versa. 8.3.5 Robotic welding programmer 8.3.5.1 If the programming function for party company, no qualification the satisfaction of the CWB that requirements of the company’s robots employed for welding activities is supplied by an external third is required to be issued by the CWB. Le stockage, reproduction, la distzibution, ou L'ucilisacion sur le réseau est incerdi 27 CSA W47.1:19 Certification of companies for fusion welding of steel 8.3.5.3 A robotic welding programmer’s qualification may be revoked by the CWB when the robotic welding programmer is not engaged in robotic programming with the process for which the qualification was obtained for a period of one year or more. 8.3.5.4 The qualification issued by the CWB for robotic welding programmer performing tests on the test assembly shown in Figure 35 shall be transferable. 8.3.5.5 The qualification of a robotic welding programmer shall remain in effect for two years unless there is a specific reason to question his/her ability to weld or program. 8.3.6 Robotic welding operator 8.3.6.1 A robotic welding operator’s qualification shall remain in effect for the period specified in Clause 8.3.6.3 or 8.3.6.4 unless there is a specific reason to question his/her ability to operate the robot. 8.3.6.2 A robotic welding operator’s qualification may be revoked by the CWB when the robotic welding operator is not engaged in robotic welding with the process for which the qualification was obtained for a period of one year or more. 8.3.6.3 The qualification issued by the CWB for a robotic welding operator performing tests on the test assembly shown in Figure 35 shall be transferable and shall remain in effect for two years. 8.3.6.4 The qualification issued by the CWB for robotic welding operator performing tests on an alternate test assembly shall be non-transferable and shall remain in effect indefinitely. 8.4 Renewal of qualifications 8.4.1 Qualifications may be renewed as follows: a) welders whose qualifications have not expired may extend their qualifications for a two-year period from the expiry date of the current qualifications by successfully completing a check test as specified in Tables 18, 19, and 20. A welder whose qualification has expired may be reinstated by successfully completing within three months of the expiry date the check test as specified in Tables 18, 19, and 20; b) welders whose qualifications are for arc spot welding of decking and/or sheet steel may renew their qualifications every two years by successfully completing the same tests used to obtain the initial qualifications.
