## 1987 Philippine Constitution: Articles II and III The 1987 Philippine Constitution states that the prime duty of the government is to serve and protect the people. It may call upon the people to defend the state, and all citizens may be required to render personal military or civil service. The maintenance of peace and order, the protection of life, liberty, and property, and the promotion of the general welfare are essential for the enjoyment of democracy by all people. ## Preamble The sovereign Filipino people, imploring the aid of Almighty God, establish a government that shall embody ideals and aspirations and promote the common good. They also conserve and develop their patrimony, and secure for themselves and future generations the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace. Thus, they ordain and promulgate this Constitution. ## DepEd Orders ### Citizenship Advancement Training DepEd Orders outline the structure of the Citizenship Training Program (CTP) in public and private schools, emphasizing community service, military orientation, and law enforcement. ### DepEd Order No. 35, s. 2003 Under the Basic Education Curriculum, the incumbency of DepEd Secretary Edilberto C. De Jesus implemented the Citizenship Advancement Training (CAT). CAT is a restructuring of the Citizens' Army Training at the secondary level. This training, implemented for the first time with the revised rules and regulations, is now a component of Music, Art, Physical Education, and Health. CAT has two components: Military Orientation and Community Service. ### DepEd Order No. 54, s. 2003 This order clarifies the implementation of Citizenship Advancement Training. It was issued in June 2003 to operationalize the program and update previous issuances.
