If the ticket is presented for cancellation more than 48 hours before scheduled departureof the train: Class CancellationCharges per Passenger st 1 AC Class/ Executive Rs.240/-+ gst Class 2nd AC/ First Class Rs.200/-+ gst rd 3 AC/ AC Chair Car Rs.180/-+ gst Sleeper Class Rs.120/- 2S class Rs.60/- 2. If the ticket is cancelled between 48 hours and up to 12 hours before the scheduled departure of the train: Cancellation charge shall be 25% of the total fare, subject to the minimum cancellation charges. 3. If the ticket is cancelled within 12 hours and up to 4 hours before the scheduled departure of the train: Cancellation charge shall be 50% of the total fare , subject to the minimum cancellation charges. 4. No refund shall be granted on the confirmed ticket, if ticket is cancelled within 4 hours before the scheduled departure of the train. 5. In case of a partially confirmed ticket: Full Refund of fare less Clerkage shall be given for confirmed passengers also if entire ticket is cancelled up to 30 minutes before the scheduled departure of the train. 6. Refund on Cancellation of Unused RAC or Waitlisted tickets: Full refund of fare less Clerkage shall be given for cancellation up to 30 minutes before the scheduled departure of the rain. 7. If no current counters at station originating journey: Night trains leaving between 21- 06 hrs (actual departure) refund given at station within 2 hrs after opening of Reservation Office. 8. PRS tickets can be cancelled at any PRS location within the time limts prescribed. 02 What are the rules governing Forfeiture and Refund of Wagon Demand Registration Fees? डब्ल्यूडीआिएफ की धनवापसी औि जब्ती के क्या तनयम हैं ? ANS: Forfeiture of wagon demand registration fee: Wagon demand registration fee is forfeited under the following circumstances 1. When wagon demand is cancelled after the physical supply of wagons. 2. When wagon demand is cancelled within 10 days of registration. 3. In case advance stacking permission has been granted, if the demand is cancelled is within 15 days from the time of advance stacking permission 4. When Wheat demand to ports is cancelled is within 30 days 5. When loading is not commenced within the free time allowed for loading. 6. An amount equal to WDRF will be collected from premier customers when they cancel their indents under any of the above conditions. 7. When consignor is not willing to pay freight charges as per existing railway tariff. 8. When WDRF refund is not claimed within 3 years as per limitations Act. 9. At congested Goods sheds, When the loading is not completed within twice the permissible free time, one subsequent pending indent of the said consignor will be cancelled along with forfeiture of WDRF. 10. Similarly, if he does not complete the loading within three times the permissible free time, two pending indents will be cancelled along with forfeiture of WDRF and soon. 11. When the party commences loading within the free time but takes more than the permitted free time, the wagon registration fee will not be forfeited but demurrage will be recovered. WDRF is refundable under the following circumstances. When wagon is booked and loaded. When supply of wagon is not made upto 10 days and the consignor wants to cancel his indent. When open wagon is supplied against an indent for covered wagon or vice versa and the consignor is not willing to load. ANS Selection of Wagons: Before the wagons are loaded, TXR Certification should be taken When TXR staff is not available, wagons should be jointly examined by SM and Consignor with a remark in RR Non-Water Teight (NWT) wagons not to be used for commodities damageable by wet Commodities to be loaded as per the flooring of the wagons Wagons should be thoroughly cleaned and dried before loading. Wagons having holes in the roofs should not be utilized for loading of articles, which are likely to catch fire easily. Whenever wagons become due for return date, they should be utilized for loading articles towards the owning railway direction. Explosive goods should be loaded only in powder vans or covered wagons with wooden floors. TXR certification required. II Two (2) marks question answers 01 Demurrage Charges / तविों ब – शुल्क 1. Definition:Charges levied for detention of rolling stock beyond the permissible free time allowed for loading/unloading. 2. Objectives: To reduce detention of wagons. To improve wagon turn round 3. Free time for loading / unloading for different types of rolling stock is notified by the railway board. 4. Normal working hours are from 06.00 to 22.00 or any other working hours as notified by railway administration. 5. All days are working days including dies non-days. 6. 50% of time is counted between 22-06 hrs for free time at Round the clock working Goods sheds. 7. Demurrage charges should be collected locally and not included in RR. 8. Accounted on the debit side of the balance sheet. 9. Rail users need to apply with details of indent and an undertaking Stacking will be done at their own risk and responsibility No. of Days : Up to 5 days – Sr. DCM, 6 to 10 days – DRM, More than days – GM Wagons will be supplied after the expiry of permitted time for advance stacking. No stacking charge to be levied till supply of wagons if supply is not done immediately after completion of stacking. Cancellation of Indents is not permitted up to 15 days from the time of AS permission If Indent is cancelled within 15 days: WDRF is forfeited Stacking Charge is levied from the time of AS permission till withdrawal of indent. Stacking Charge is leasable for no. of wagons indented irrespective of physical stacking done or not. Indent cancelled after 15 days from the time of AS permission granted and wagons are not supplied till such time: No stacking charge is levied Consignment should be removed within 24 hrs. of cancellation of indent else wharfage charges are levied. Stacking charges levied at wharfage rates. 03 Weighment of goods / मािकािु िाभाि 1. Traffic loaded from any terminals are required to be weighed. 2. PCCM monitors strict compliance of extant instructions regarding weighment of wagons. 3. PCOM notifies the Associate weighbridge(s) for each loading point and advise the same to all Zonal Railways and Board’s office. 4. Approval of PCOM of concerned Railway to be taken if Associate Weighbridge lies in other Railway 5. Consignments exempted from weighment Standard bags of uniform size HR Coils & other steel consignments Containerized EXIM traffic Chuni & De-oiled cake Petroleum Coke/Metallurgical code. 8 At least 5% rakes loaded with standard bags of uniform size to be weighed in a month. 9. In case of rakes loaded with non-standard bags and loose/bulk commodities, 100% weighment is mandatory. 10. The RR shall be prepared based on the weighment details furnished by Weigh Bridge within 24 hours of loading. 11. If the RR cannot be prepared within 24 hours from the time of loading, DCM/ Sr.DCM can permit another 24 hours time for preparation of RR. 12. If the weighment details are not received within 48 hours, RR should be prepared based on SWA (Sender’s weight Accepted). 04 Facilities for Female Passengers / मतहिा यातिय ों के तिए सुतवधाएों As per Section 58 of the Railway Act, 1989, separate accommodation shall be provided for ladies. As per Section 162 of the Railway Act, 1989, male passengers travelling in ladies compartment shall be removed from the coach , their journey ticket is forfeited and penalty of Rs.500 is also imposed. Boys below 12 years of age are permitted to travel with ladies in ladies compartment. As per Section 139 of the Railway Act, 1989, Ladies travelling without ticket shall not bedetrained during night time. They shall be detrained only during day time at train starting station, district HQ / major junction. Male TTE shall not enter ladies compartment for checking. Tejaswini squads are formed for checking tickets in ladies compartment. At some stations, separate counters / waiting halls are provided. Ladies Quota: Separate reservation quota is earmarked for lady passengers in all M/E trains. Lower Berth Quota for Ladies travelling alone: Ladies aged 45 years & above and pregnant women. 05 प्रतिबोंध औि प्रतिबोंध/ Bans & Restrictions ANS: Bans: 1. Bans are orders of Central or State Governments restricting the movement of commodities. 2. Stations/Goods sheds will be advised about the bans imposed through Commercial Circulars/Control Message/FOIS Message. 3. Stations/Goods Sheds should maintain a register and enter the banned commodities in it. 4. Register of Bans should be checked before accepting the indents. 5. Banned commodity can be accepted for booking if accompanied by a valid permit issued by the competent authority. 6. Booking against bans will be viewed very seriously and criminal action will be initiated against the person who accepted the commodity. 7. Delivery should not be granted if any banned commodity is received without permit and concerned authorities should be informed immediately. 8. Details of the banned commodities should be exhibited at every Station/Goods Shed. Restrictions: 1. Restrictions are imposed by Railway Administration (Especially Operating Dept.). 2. Restrictions are imposed on the movement of traffic in a route, via a junction or to a particular station. 3. The purpose of imposing restrictions is to Move the traffic swiftly Streamline the traffic Eliminate yard/junction congestion Minimize detention of rolling stock Restrictions are of two types a. With time limit b. Without time limit 4. Stations/Goods Sheds should maintain a register and enter the details of restrictions imposed. 5. Register of Restrictions should be checked before accepting the indents. 6. For booking against restriction, permission of PCOM is required. 7. Whenever wagons are received against restriction, higher official should be informed before granting delivery. 8. If goods are booked against restriction without permission, departmental action will be initiated against the person booking the wagons. 9. Details of the restrictions imposed should be exhibited at every Station/Goods Shed 06 समू ह आििण/Group Reservation 07 ित्काि य जना /Tatkal Scheme 1. Tatkal reservation scheme introduced to meet the urgent travel requirement of passengers at short notice. 2. Tatkal scheme is provided to full fare paying passengers only. 3. Tatkal scheme not allowed on concessional tickets/ free pass holders. 4. Tatkal reservation timings are 10:00 hrs for AC classes and at 11.00 hrs for Non- AC classes. 5. Tatkal Reservation can be availed one day in advance excluding the day of journey from the train starting station. 6. Tatkal scheme not available for IAC Class and for YUVA train passenger. 7. A maximum of 4 passengers can be booked on a Tatkal ticket. 8. Tatkal Charges are 10% of basic fare for II Sitting and 30% of basic fare for all other classes:- 9. Change of name on Tatkal ticket is not permitted. 10. Change of Boarding Point is permitted , before final preparation of chart 11. Duplicate Tatkal ticket can be issued only in exceptional cases on payment of Full fare including Tatkal charges by supervisors. 12. No refund is granted on fully confirmed Tatkal tickets in normal situations. 13. Wait list Tatkal tickets can be cancelled up to 30 minutes before scheduled departure of the train. clerkage charges will be collected for cancellation of waiting list tickets for each passenger. 08 ई-तिकि /E-Ticket 1. Objective: To facilitate the public to book their reservation tickets on line from the comforts of their home or office. 2. Customers shall register themselves in IRCTC website. The registration is free and user can’t register more than once in the website using same credentials. 3. E-ticket Booking/cancellation timings are 00:20 hrs to 23:45 hrs on all days. On opening day, booking starts at 08.00 hrs. 4. Full fare, child, senior citizen tickets, divyangjans having ID cards issued by DRM office and Railway Pass holders can also book e-ticket 5. Non refundable convenience fee is collected by IRCTC as follows For SL / II Class Rs.15- plus GST per ticket irrespective of number of passengers For all other classes Rs.30/- plus GST per ticket irrespective of number of passengers 6. An individual can book upto a maximum of 12 e- tickets in a month. 7. If Aadhar is linked, a maximum of 24 e-tickets in a month can be booked by each individual user. 8. Payment can be made through Net Banking, Debit Card/Credit Card and UPI etc. 9. After payment is made, the passenger can take out a print of the ticket, is called Electronic Reservation Slip (ERS). 10. A screen-shot of the e-ticket displayed through laptops /palmtops / Mobile phone is known as Virtual Reservation Message (VRM). 11. Passenger Travelling Authority: ERS/VRM/ SMS sent by IRCTC and any one of the 12 prescribed original ID proofs. 12. If passenger is not able to carry the ERS, but carrying proper identity card, he can be allowed to perform journey on payment of Rs.50/- per ticket. 13. If the e-ticket passenger is not able to carry prescribed ID proof, he will be treated as Travelling without Ticket. 14. Change of boarding point is permitted in PRS as well as in IRCTC portal 15. Confirmed E-ticket can be cancelled online four hours before the scheduled departure of the train. 16. RAC/Waiting List e-ticket can be cancelled up to 30 min before the scheduled departure of the train. 09 Preferential Traffic Order/ अतधमान्य यािायाि क्रम ANS 1. As per section 70 of the Railways Act 1989 no undue preference should be given to any individual or commodity in allotment of wagons. 2. As per section 71(1) (a) of Railway Act 1989 Central Government has powers to give preference for certain commodities in the interest of the Nation. 3. Railway Administration shall give priority / preference mentioned in the order. 4. PTO is current or valid for one year, but can be extended from time to time. 5. All the commodities are grouped into 6. 4 priorities, namely A, B, C and D. Priority ‘A’: Military Traffic Priority ‘B’: Relief material for victims of natural calamities. Food grains & Sugar for Public Distribution System. Priority ‘C’: Programmed traffic- - Coal &Coke, - Iron Ore traffic(C+, C & C-), - Non-refined Edible Salt, - Common Salt, - Fertilizers and - POL. Priority ‘D’: All traffic not included in priority ‘A’ to ‘C’ General instructions: 1. Traffic offered in Block Rake is given preference over traffic in piece meal. 2. Block Traffic will have preference over other traffic within the same class of priority in the following order: Traffic covered by contractual obligation under specific schemes like Wagon Investment Scheme (WIS), Freight Forwarder Scheme (FFS) etc. Traffic in rakes loaded from a Siding / Goods Shed of the station having round the clock working. Traffic from a siding having mechanized system of loading. Traffic offered in single point block rakes (including clubbed single point rakes) over two point / multi point block rakes and mini rakes. Traffic offered for more than 600 kms will be given preference over short distance traffic. 3(a). PCOM shall notify two days (Wednesday & Saturday) in a week for allotment of Rakes as per the date of Registration irrespective of the class of priority. 3(b). Monday and Friday are nominated two days for according high priority within the same class to traffic covered under Premium Indent Scheme. 4.
