# Lesson 2: Legal Bases of the Citizenship Training Program ## Objective Relate the significance of the legal bases to the Citizenship Training Program. ## Content - **Key Legal Foundations:** - **Presidential Decree 1706:** Provides for compulsory national service for Filipino citizens, which consist of three main programs namely: - **Civic Welfare Service:** Refers to the program component or activities contributing to the general welfare and the betterment of life for the members of the community or the enhancement of each facility, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and moral of the citizenry and other social welfare services. - **Law Enforcement:** Encompasses all programs and activities which are contributory to the maintenance of peace and order. - **Military Service/Military Training, Section 4:** The terms Military Service and Military Training referred to Commonwealth Act No. 1 as amended shall mean "National Service" and "Training for National Service." - **Commonwealth Act No. 1, Section 32:** The obligation to undergo military training shall begin with youth in school, commencing at the age of ten (10) years, and shall extend through his/her schooling until he/she shall reach the age of eighteen (18) years. - **National Service Training Program (Republic Act no. 9163):** It is a program aimed at enhancing civic consciousness and defense preparedness and youth by developing the ethics of service and patriotism while undergoing training in any of the following three (3) program components design especially to enhance the youths' active contribution to the general welfare. - **1987 Philippine Constitution: Articles II and III:** Outline the duties of citizens to defend the state, promote peace, and contribute to national welfare.
