    Study Notes

Lecture 7: Introduction to Construction Occupational Safety & Health

    • Lecture outline includes Occupational, Safety & Health-OSH Fundamentals, OSH Legislation & Standards, and Site Safety Regulations & Framework.
    • Students are expected to express appreciation for OSH and understand its importance, recognize safety hazards, and appropriate safety measures on a Construction Site.
    • Objectives adapted from a mandatory 8-hour safety and health seminar for workers (RA 11058, Section 16 and DO 198-18, Section 3).

    I. Occupational, Safety & Health Fundamentals

    • Terminologies & Definitions:
      • Accident: An undesired event causing harm to people, property, or process; typically contact exceeding a threshold.
      • Incident: An undesired event that, under slightly different circumstances, could have resulted in harm, property damage, or process loss.
      • Control: An action to regulate or restrain a condition or event.
      • Hazards: Unsafe practices or conditions that, if uncontrolled, can lead to accidents.
      • Risk: The chance of physical or personal loss.
      • Safety: Controlling hazards to attain an acceptable level of risk.
      • Unsafe Acts: Behaviors deviating from standard procedures that can lead to accidents.
      • Unsafe Conditions: Circumstances allowing accidents based on equipment, materials, or environment.
    • Safety: Not just signs and handrails, but in people's minds (Tony Smith, National Safety Council 2006, Turin, Italy)

    I. Occupational, Safety & Health Fundamentals (Continued)

    • Terminologies & Definitions (continued):
      • All work exposes construction workers to hazards
      • Exposure to toxic substances, manual handling of materials, use of machinery, contact with electricity, stress
      • Occupational Safety and Health (OSH) is "the state of being certain that exposure to workplace conditions will not cause adverse effects to the well-being of a worker in terms of injury or illness”

    I. Occupational, Safety & Health Fundamentals (Continued)

    • Importance of OSH:
      • Based on three arguments:
        • Ethical principle: Employers have a moral obligation to protect employees from accidents and illness. Workers have a right to a safe and healthy workplace.
        • Economic necessity: Accidents and illnesses cause significant costs (loss of productivity, business reputation and closure)
        • Legal mandate: Violations lead to penalties or work stoppages

    II. OSH Legislation & Standards

    • Legal bases include:
      • PD 422-1974 (Labor Code of the Philippines) with OSH standards (1979, amended 1989).
      • RA 11058- an Act strengthening compliance with OSH Standards (January 25, 2019), with Implementing Rules and Regulation, DO 198-18
      • Department Order No. 13 (Guidelines Governing Occupational Safety and Health in the Construction Industry)
    • DOLE (Department of Labor and Employment) and its Occupational Safety and Health Center manage OSH standards.
    • Philippine OSHS standards are comparable to US OSHA.

III. Site Safety Regulations & Framework

    • Site Safety Standard Elements:

      • General government regulations (DO 198-18, DO 13, previous section OSH Standards).
    • Construction Safety Signages (and standard colors).

      • Representative regulations specific to construction site (e.g., electrical precautions, protecting public access)
      • Construction site safety areas and safety concerns. (e.g., falls, ladders, scaffolds)
