USRAP Processing Guide
- The USRAP Processing Guide provides standard operating procedures for refugee case processing using the START case management system, in compliance with Department of State Bureau of Population, Refugees, and Migration (PRM) and Refugee Processing Center (RPC) policies and requirements.
Case Status
- The case status includes: Acceptance to the USRAP, Processing Active/Complete, Processing Stopped, Pending, Default, New, Refugee, Immigrant, Parolee (Afghan), Parolee (non-Afghan), Not Adjudicated, Ready for Departure, Departed, and Arrived.
Case Processing
- Availability indicates if a case is being actively processed in the USRAP.
- USCIS Interview and other communication events are recorded in the Contact Log.
- Third-party contact information is entered in the Contact Log, and applicants must sign the Third Party Authorization Form to share sensitive case information.
- Shared applicant emails are discouraged, and applicants are informed of the privacy risk.
Communication
- RSCs record related inquiries for applicant-facing websites or website issues in the Website Inquiry event.
- Withdrawal Requests and other communication events are recorded in the Contact Log.
- Requests for updated contact information, registration appointments, and travel documents are communicated and recorded in the Contact Log.
- Cases can be re-activated or reopened upon request.
Case Management
- RSC case processing staff may record comments in three locations: Comments Tab, Activity Log, and Additional Details.
- Case Groups link cases together for tracking purposes, processing requirements, resettlement, and/or travel.
- Supporting documents are uploaded to the Case Group-level Supporting Documents tab for EV/P-3/LAU/CAM Case Groups.
