USRAP Processing Guide

  • The USRAP Processing Guide provides standard operating procedures for refugee case processing using the START case management system, in compliance with Department of State Bureau of Population, Refugees, and Migration (PRM) and Refugee Processing Center (RPC) policies and requirements.

Case Status

  • The case status includes: Acceptance to the USRAP, Processing Active/Complete, Processing Stopped, Pending, Default, New, Refugee, Immigrant, Parolee (Afghan), Parolee (non-Afghan), Not Adjudicated, Ready for Departure, Departed, and Arrived.

Case Processing

  • Availability indicates if a case is being actively processed in the USRAP.
  • USCIS Interview and other communication events are recorded in the Contact Log.
  • Third-party contact information is entered in the Contact Log, and applicants must sign the Third Party Authorization Form to share sensitive case information.
  • Shared applicant emails are discouraged, and applicants are informed of the privacy risk.

Communication
