Stakeholder Engagement and Information Disclosure
- This ESS (Environmental and Social Standard) recognizes the importance of open and transparent engagement between the borrower and project stakeholders for good international practice.
- Effective stakeholder engagement improves environmental and social sustainability, increases project acceptance, and contributes significantly to successful project designs and implementation.
- Stakeholder engagement is an inclusive process throughout the project lifecycle, supporting strong, responsive relationships crucial for managing environmental and social risks.
- Early engagement at the project development stage is most effective for risk assessment, management, and monitoring.
Objectives
- Establish a systematic stakeholder engagement approach to identify stakeholders, build and maintain positive relationships with them (especially project-affected parties).
- Assess stakeholder interest and support for the project and consider their views in project design and performance.
- Promote and facilitate open and effective engagement with project-affected parties throughout the life cycle, addressing potential impacting issues.
- Ensure timely and relevant disclosure of project information on environmental and social risks and impacts, making it understandable, accessible, and appropriate.
Scope of Application

- Borrowers need to engage stakeholders as an integral part of environmental and social assessment and project design/implementation.
Stakeholder Identification and Analysis

- Detailed analysis is needed to determine appropriate communication levels.
- Independent specialists may be required for comprehensive analysis and inclusive engagement planning.
Stakeholder Engagement Plan (SEP)
- Develop and implement an SEP proportionate to project specifics, in consultation with the Bank.
- SEP should include timing and methods of engagement throughout the project lifecycle, differentiating between project-affected parties and other interested parties.
- Communicate relevant information, consider concerns, engage community representatives, address grievances, and report to stakeholders.
- Plan for diverse engagement and consultation approaches, tailored to stakeholder needs.
Information Disclosure

- Early disclosure of project details is needed before project appraisal in a way that facilitates meaningful consultation, focusing on:
- Project purpose, nature, and scale
- Project activity duration
- Potential project impacts and mitigation proposals, highlighting disproportionately affected groups
- Proposed stakeholder engagement process
- Time/venue for public consultations
- Grievance mechanisms for addressing concerns
