Spring Fire Department Emergency Deployment Plan
- The Spring Fire Department has four levels of readiness for emergency deployment, based on the severity of the hazards or conditions.
- Level 1 is maximum readiness, which involves deployment of the full resources of the organization, an automatic recall for off-duty employees, all divisions, and a fully staffed Department Operations Center.
- Level 2 and Level 3 are high or increased readiness, which involves a possible automatic recall, and the Department Operations Center is staffed based on needs.
- Level 4 is normal readiness, where no hazardous conditions are imminent.
Department Operations Center (DOC) Staffing

Level 1 requires a fully staffed DOC with:
- Chief Officers
- Public Information Officer
- Representatives from Logistics, Training, IT, Apparatus Maintenance, and Facilities Maintenance.

Preparedness Procedures
- Each division within the department is responsible for specific preparations:
- Logistics: Setting up the DOC, filling supply requests, preparing extra equipment for dispersal, preparing reserve apparatus, distributing apparatus throughout the district, filling SCBA cylinders, and purchasing food and supplies for the DOC.
- Apparatus Maintenance: Making reserve apparatus ready for immediate use, refueling all apparatus to capacity, and maintaining high-water/water rescue equipment.
- Facilities Maintenance: Checking generator fluid levels, batteries, manual transfer tests, and crank tests, removing debris and objects that can be projectiles, checking and cleaning gutters, covering and insulating exposed plumbings, and maintaining detention ponds and fuel tanks.
Emergency Response Coordination
- All emergency responses are coordinated through the department's dispatch center.
- If the incident or event exceeds the department's resources, additional resources are requested through the Fire Desk at the Harris County Office of Emergency Management.
Unified Command
- The Department Operations Center (DOC) is operational when the department is at Level 1 or Level 2 status.
- The Fire Desk coordinates county-wide operations and acts as a liaison between the department and county operations.
Department Operations Center (DOC) Positions
- Position 1 (Far Left): Primary radio operator and primary dispatch role if needed.
- Position 2 (2nd from left): Call taker and support person for the primary radio operator. Manages SARCOP.
- Position 3 (2nd from right): Call taker and primary contact for the Fire Desk. Operates the 800-radio system.
- Position 4 (Far Right): Secondary radio operator and backup for the primary radio operator. Can take calls.
- The number of positions staffed is determined by the size of the incident or event.
Exempt Employee Compensation
- Full-time exempt employees assigned to Emergency Operations or the DOC during a state-declared disaster are compensated at an overtime rate for hours worked over 40.
- Overtime is approved for FEMA/TDEM events eligible for reimbursement.
