10 Questions

What is the purpose of convening the technical committee by the Director of the Bureau of Working Conditions?

To formulate and review technical standards

According to Rule 1072, what do 'Threshold Limit Values' refer to?

Safe levels of exposure for an 8-hour workday

In Rule 1072, what is the significance of materials with names preceded by 'C'?

They should not exceed the ceiling value

What does the 'Skin' notation indicate for listed substances according to Rule 1072?

They pose a risk of exposure through airborne or direct contact with skin

What is required when administrative or engineering controls are not feasible according to Rule 1072?

Use of protective equipment

What is the time frame that the threshold limit values (TLV) refer to in Rule 1072?

8-hour workday and 48 hours per week

How should an employee's exposure to materials in Table 8a be limited according to Rule 1072?

Based on 8-hour time-weighted average limits

What is the significance of materials with names preceded by 'C' in Table 8 according to Rule 1072?

They have ceiling values that should not be exceeded

When can a short excursion in the TLV value be allowed according to Rule 1072?

Under certain conditions as specified in the rule

What is the purpose of the 'Skin' notation for listed substances under Rule 1072?

Indicates potential cutaneous absorption

Study Notes

Rule 1070: Occupational Health and Environmental Control

  • Establishes threshold limit values for toxic and carcinogenic substances and physical agents in the work environment.
  • Threshold limit values refer to airborne concentration of substances, representing conditions under which nearly all workers may be repeatedly exposed daily without adverse effect.

Threshold Limit Values for Airborne Contaminants

  • Threshold limit values refer to time-weighted concentrations for an 8-hour workday and a total of 48 hours work of exposure per week.
  • All employees' exposure to materials specified in Table 8 and Table 8a must be limited in accordance with the following:
    • Materials with names preceded by "C" (Ceiling Values): exposure must not exceed the ceiling value given for that material in the Table.
    • Other Materials, 8-hour Time Weighted Average: exposure must not exceed the 8-hour time-weighted average limit given for that material in the Table.
    • Excursions in TLV values are allowed for short periods, but must not exceed the following:
      • from 0 to 1 concentration by 3 times
      • from 1 to 10 concentration by 2 times
      • from over 10 to 100 concentration by 1 ½ times
      • from over 100 to 1000 concentration by 1 ¼ times

"SKIN" Notation

  • Listed substances followed by the designation "Skin" (e.g., DDT-Skin) refer to the potential contribution to the overall exposure by the cutaneous route, including mucous membrane and eye, either by airborne or direct contact with the substance.
  • This notation is intended to suggest appropriate measures for the prevention of cutaneous absorption.

Compliance with Rule 1072

  • Administrative or engineering controls must first be determined and implemented whenever feasible to achieve compliance.
  • When such controls are not feasible to achieve full compliance, protective equipment or other appropriate measures shall be used to keep the exposure of employees to air contaminants within the limit prescribed.

Test your knowledge on the general provisions of Rule 1070 which establishes threshold limit values for toxic and carcinogenic substances in the work environment. Learn about airborne concentration of substances and the conditions under which workers may be exposed without adverse effects.
