10 Questions
What do Threshold Limit Values (TLVs) represent?
The maximum concentration of substances allowed in the atmosphere
Who has the authority to issue a special rule for establishing TLVs for toxic substances not listed in the table?
The Regional Office
How often does the Secretary review or update the Standards on threshold limit values?
Periodically
Who are the members of the technical committee that recommends updating the TLVs?
Physicians, engineers, chemists, and nurses
Where are other members of the technical committee drawn from?
Labor and employers’ sectors
When do the standards formulated by the technical committee become effective?
Upon announcement by the Secretary of Labor and Employment
What do threshold limit values refer to in the context of the text?
Time weighted concentrations for exposure
In the context of Rule 1072, what does a substance designation 'Skin' imply?
The substance can be absorbed through the skin
How should an employee's exposure to materials listed in Table 8a in an 8-hour workshift be limited?
By not exceeding the 8-hour time weighted average limit
What is the purpose of having a 'C' prefix for certain materials in Table 8?
To establish ceiling values for material exposure
Study Notes
Occupational Health and Environmental Control
- Rule 1070 establishes threshold limit values for toxic and carcinogenic substances and physical agents in the work environment.
- Threshold limit values represent the airborne concentration of substances that nearly all workers can be exposed to daily without adverse effects.
Threshold Limit Values for Airborne Contaminants
- Threshold limit values refer to time-weighted concentrations for an 8-hour workday and a total of 48 hours of work exposure per week.
- Exposure limits for materials with names preceded by "C" (e.g. Boron triflouride) shall not exceed the ceiling value given in the Table.
Exposure Guidelines
- Exposure to materials not preceded by "C" and materials in Table 8a shall not exceed the 8-hour time-weighted average limit.
- Short-period excursions in TLV values may be allowed, but with specific multipliers:
- from 0 to I concentration by 3 times
- from I to I 0 concentration by 2 times
- from over 10 to 100 concentration by 1 ½ times
- from over 100 to 1000 concentration by 1 ¼ times
Skin Notation
- Substances with "Skin" notation (e.g. DDT-Skin) indicate potential cutaneous absorption and require measures to prevent skin absorption.
Compliance Measures
- Administrative or engineering controls should be implemented to achieve compliance with Rule 1072.
- When controls are not feasible, protective equipment or other measures shall be used to keep employee exposure within the prescribed limits.
