HB 3: Law Enforcement

Created the Florida Law Enforcement Recruitment Bonus Program with one-time bonus payments of up to $5,000 for newly employed law enforcement officers
Provides a $25,000 benefit for adopting a child with special needs and a $10,000 benefit for adopting a child without special needs
Dependent children of law enforcement officers are eligible to receive a Family Empowerment Scholarship
Exempts veterans and applicants with an associate degree or higher from taking the basic skills test for law enforcement officer basic recruit training
Requires training in health and wellness principles for law enforcement officers
Allows law enforcement officers or former law enforcement officers to receive college credit at Florida public postsecondary educational institutions
Designates May 1 of each year as "Law Enforcement Appreciation Day"

HB 105: Regulation of Smoking by Counties and Municipalities

Provides exceptions to the state preemption of the regulation of smoking, allowing counties or municipalities to regulate smoking in certain limited circumstances
School districts may regulate smoking on school property
Local governments may impose more restrictive regulations on the use of vapor-generating electronic devices
Renames the Florida Clean Indoor Air Act to the "Florida Clean Air Act"
Authorizes counties and municipalities to restrict smoking within public beaches and public parks, except for unfiltered cigars
