St. Vincent College of Cabuyao NSTP I National Service Training Program (Civic Welfare Training Services I) St. Vincent College of Cabuyao COURSE OUTCOMES: At the end of the course, the student-trainees are expected to: Demonstrate understanding of the objectives of the common module such as Introduction to NSTP, Philippine Constitution, Flag Heraldic Code of the Philippines, drug education, Disaster Awareness Preparedness and Management, environment protection, national security, self and Filipino society, and Volunteerism; Demonstrate comprehension of the supplemental modules like suffrage and election, health, values development, youth for sustainable development and gender development by applying strategies that develop creative and critical thinking; Demonstrate understanding of the different exercises, develop knowledge, skills and values through the teaching and learning exercises; and Demonstrate the acquisition of the sense of volunteerism or community service for community development. St. Vincent College of Cabuyao Learning Objectives: At the end of this semester, the learners are expected to: Show understanding of the National Service Training Program (NSTP); Recognize the Civic Welfare Training Service (CWTS) as the component of NSTP that aims to help alleviate social problems through the different community services; and Express commitment to be actively involved in various community services. St. Vincent College of Cabuyao What is NSTP? St. Vincent College of Cabuyao What is NSTP? Republic Act NO. 9163 otherwise known as the National Service Training Program Act of 2001, the Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and Department of National Defense (DND), In consultation with concern government agencies, The Philippine Association of State Universities and Colleges (PASUC), Coordinating Council of Private Educational Association of the Philippines (COCOPEA), Non- Government Organization and recognized student organization, hereby jointly issue, adopt and promulgate the following implementing rules and regulation to implement the provision of the Act. St. Vincent College of Cabuyao NSTP – CWTS Vision To train students to become innovators of social change with a culture of excellence and leader with integrity, competence, and commitment to render service to the community. St. Vincent College of Cabuyao NSTP – CWTS MISSION To enhance be developing the value of service and commitment for the welfare and better of life all members of the community. St. Vincent College of Cabuyao NSTP GOAL To enhance civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components. St. Vincent College of Cabuyao NSTP – CWTS Core Values NSTP – CWTS foster the following values: Love of God Human dignity Discipline, truth, goodness, and social responsibility Awareness, innovation, and creativity Respect, synergy, and professionalism Excellence and indigenous learning Protection and conservation of the environment Quality service delivery. ROTC NSTP Components CWTS LTS ROTC, institutionalized under Sections 38 and 39 of RA No. 7077, is designed to NSTP provide military training to Components ROTC motivate, equip, organized, and mobilize the youth for national defense preparedness. LTS is designed to train students to teach literacy and numeracy skills to NSTP school children, out-of- Components LTS school youth, and other segments of society in need of such services. CWTS is designed to involved students actively in activities contributory to the general welfare and the betterment of life the NSTP members of the community or the Components CWTS enhancement of its facility, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation, and morals of the citizenry. Republic Act No. 9163 St. Vincent College of Cabuyao Rule I – Guiding Principles What is the prime duty of the government to its citizens? Section 1. Guiding Principle. While it is the prime duty of the government to serve and protect its citizens, in turn it shall be the responsibility of all citizens to defend the security of the state, and in fulfillment thereof, the government may require each citizen to render personal, military or civil service. St. Vincent College of Cabuyao Rule I – Guiding Principles How does the government recognize the role of the youth in nation building? Section 2. Role of the Youth. In recognition of the vital role of the youth in nation building, the State shall promote civic consciousness among them and shall develop their physical, moral, spiritual, intellectual and social well being, It shall inculcate the ideals of patriotism, nationalism, and advance their involvement in public and civic affairs. St. Vincent College of Cabuyao Rule I – Guiding Principles How does the government recognize the role of the youth in nation building? Section 2. Role of the Youth. As the most valuable resource of the nation, youths shall be motivated, trained, organized and get involved in the military, literacy, civic welfare programs and other similar endeavors in the service of the nation. St. Vincent College of Cabuyao Rule II – Definition of Terms Section 3. As used in this implementing Rules and Regulation (IRR), the following terms shall mean. a. “National Service Training Program” (NSTP) – refers to the program aimed at enhancing civic consciousness and defense preparedness in the youth, by developing the ethics of the three (3) Program components specifically designed to enhance the youth’s active contribution to the general welfare. St. Vincent College of Cabuyao Rule II – Definition of Terms b. “Reserve Officers’ Training Corps” (ROTC) – refers to the program component, institutionalized under section 38 and 39 of Republic Act No, 7077, designed to prove military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. St. Vincent College of Cabuyao Rule II – Definition of Terms c. “Literacy Training Service” (LTS) – refers to the program component designed to train the students to teach literacy and numeracy skills to school children, out-of-school youths and other segments of society which is considerably in need of their services. St. Vincent College of Cabuyao Rule II – Definition of Terms d. “Civic Welfare Training Services” (CWTS) – refers to the program component of activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of their facilities, especially those devoted to improving health, education environment, entrepreneurship, safety, recreation and moral of the citizenry and other social welfare services. St. Vincent College of Cabuyao Rule II – Definition of Terms e. “Program Component” – refers to the services components of the NSTP as defined herein. f. “Clustering” – refers to the grouping of students enrolled in the different school and taking up the same NSTP component into one (1) group under the management and supervision of the designated school. St. Vincent College of Cabuyao Rule II – Definition of Terms g. “Cross Enrollment” – refers to the system of enrollment where a student is officially enrolled in an academic program of a school but allowed to enroll in the NSTP component of other school h. “Non-Government-Organization” (NGO) – refers to any private organization duly accredited by CHED or recognized by TESDA. St. Vincent College of Cabuyao Rule III – Program Implementation Who are required to complete one (1) NSTP component of their choice as a graduation requirement? Section 4. Coverage. All incoming freshmen students (SY 2002-2003) Enrolled in any baccalaureate, technical-vocational or associate courses. St. Vincent College of Cabuyao Rule III – Program Implementation Section 5. Program components a. All higher and technical vocational educational institutions must offer at least one (1) of the NSTP components. b. State Universities and Colleges (SUCs), shall offer the ROTC components and at least one (1) other NSTP components. c. The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA), Philippine National Police Academy (PNPA), and other SUCs of similar nature, in view of the special character of the this constitution are exempted for NSTP. d. Private higher and technical-vocational education institutions with at least 350 students cadets may offer the ROTC components. St. Vincent College of Cabuyao Rule III – Program Implementation Section 6. Duration and Equivalent Course Unit. a. Each of the aforementioned NSTP components shall be undertaken for an academic period of two (2) semester. It shall be credited three (3) units per semester, for the duration of 54 to 90 training hours per semester. St. Vincent College of Cabuyao Rule III – Program Implementation Section 6. Duration and Equivalent Course Unit. b. A one (1) summer program in lieu of the two (2) semester program may be designed, formulated and adopted by the DND, CHED, and TESDA. However, it will be subjective to the capability of the school and the AFP to handle the same. St. Vincent College of Cabuyao Rule IV – Fees and Incentives Section 9. Fees Higher and technical-vocational institution shall not collect any fee for any of the NSTP component except basic tuition fees, which should not be more that fifty (50) percent of the charges of the school per academic unit. Incentives School authorities concerned, CHED and TESDA shall ensure that health and accident group insurance is provided for students enrolled in any of the NSTP components. St. Vincent College of Cabuyao Rule V – Organization of NSTP Graduate Section 11. Organization of NSTP Graduates. What is the National Service Reserve Corps (NSRC)? a. Graduated of the non-ROTC components of the NSTP shall belong to the National Service Reserve Corps (NSRC) and could be tapped by the State for literacy and civic welfare activities, especially in times of calamities through the joint effort of DND, CHED, and TESDA, in coordination with DILG, DSWD, and other concerned agencies/associations. St. Vincent College of Cabuyao Rule V – Organization of NSTP Graduate Section 11. Organization of NSTP Graduates. c. Graduates of the ROTC program shall form part of the Citizen Armed Forces pursuant to RA 7077, subject to the requirement of DND. St. Vincent College of Cabuyao Rule VI – MISCELLANEOUS PROVISIONS Section 12. Certificate of Completion, Certificate of Completion with corresponding serial number issued by CHED, TESDA, or DND shall be awarded to students who have successfully complied with the program requirements.
