ATSPM Part 2 – Tabuk AIR TRAFFIC SERVICE PROCEDURES MANUAL PART 2 TABUK – TWR/APP ATSPM Part 2 - Tabuk Explanatory Note The purpose of the Air Traffic Service Procedures Manual Part 2 (ATSPM P2) is published pursuant to subpart C of the GACAR 171.51,171.53 and is intended to standardize operating procedures for Air Traffic Services in the AoR of Tabuk ATSU within the Tabuk Area of Responsibility in accordance with Air Traffic Service Manual Part1 (ATSPM P1). The following document provides the Air Traffic Services Procedures Part 2 (ATSPM Part 2) for Tabuk ATSU. This document is provided as a subset to the ATSPM P1 and is only intended for use in conjunction with this document. To that end all static information detailed within the ATSPM P1 also applies to this document including: Interpretation of words: Glossary Abbreviations List of airports within the Kingdom of Saudi Arabia Units of measurement and conversion tables This document must replace and cancel the previous Tabuk ATSPM P2. These procedures cover the AoR of Tabuk ATSU AS a Circle radius 50NM, centered on TABUK DVORTAC excluding TABUK CTR and KHAMIS CTR. ALT FL155 / 700 FT AGL within 30 NM 2500 FT AGL 30 to 50 NM TABUK CTR 5 NM centered on OEAB ARP to the starting point SFC to 9500 FT AMSL Circle with radius of 15 NM centered on (ARP) AMSL SFC to 3500 FT AMSL. The following document provides the Air Traffic Services Procedures Part 2 (ATSPM Part 2) for Tabuk ATSU. This document is provided as a subset to the ATSPM P1 and is only intended for use in conjunction with this document. To that end all static information detailed within the ATSPM P1 also applies to this document including: Interpretation of words: Glossary Abbreviations List of airports within the Kingdom of Saudi Arabia Units of measurement and conversion tables This document must replace and cancel the previous Tabuk ATSPM P2. New Editions New editions of this ATSPM Part 2 is developed as required, under the direction of the Head of the Tabuk ATSU. In addition, a review of content to check for operational relevance, omissions and potential clarifications must be completed annually. Up to date copies of the ATSPM Part 2 must be distributed to all operational staff when issued. In addition, paper copies must be available to controllers within control room. Operational Letters, Operational Bulletins and Staff Memos Operational Letters, Operational Bulletins and Staff Memos are used to amend this document from time to time. These are contained in a separate file held in the TWR CAP. A copy is also held in Unit Operations. Operational Letters Operational Letters contain information of an operational nature that will be effective for the long term (one year or longer). Operational Letters must be numbered EDITION 2.0 APRIL 2020 8 ATSPM Part 2 - Tabuk consecutively. Together with new procedures and processes, all Operational Letters must specifically detail how they amend any processes or procedures set within this document. All Operational Letters that are put into force must abide by all appropriate SMS, QMM and Administrative Procedures. All pertinent operational information within Operational Letters must be reflected within this document. Operational Bulletins Operations Bulletins must contain information of an operational nature that is more temporary in nature and will be effective for a shorter period of duration (generally three months or less). Operational Bulletins must be numbered consecutively. All Operational Bulletins must specifically detail how they amend any processes or procedures set within this document. All Operational Bulletins that are put into force must abide by all appropriate SMS, QMS and Administrative Procedures. All pertinent operational information within Operational Bulletins must be reflected within this document. Staff Memos Staff Memos must contain information that is administrative or informative in nature only. Emails may be used as an alternative to Staff Memos for specific content, approved by the Head of the ATSU. Staff Memos may not amend any processes or procedures set within this document. GENERAL 1.1 ATS AUTHORITY The operational delivery of Air Traffic Services at Tabuk APP/Tower is the responsibility of the Controllers delivering the service. The services delivered must be in accordance with ATSPM Part 1 and Tabuk APP/Tower ATSPM P2. Specific data which is published in other documents, e.g. the AIP and Technical Operation Manual, is not normally included in this document, although items may be incorporated for clarity. EDITION 2.0 APRIL 2020 35 ATSPM Part 2 - Tabuk 1.2 UNIT ORGANIZATION 1.2.1 ATSU Organizational Chart Figure 1 ATSU organization chart 1.2.2 ATSU Organizational arrangements Tabuk ATSU is structured to most effectively deliver the ATS services described in Section 0 above AoR. Tabuk ATSU provides TWR/APP Control Services with the aim of achieving air traffic services objectives such as separating aircraft to prevent collisions, to organize and expedite the orderly flow of traffic, and to provide information and other support for air traffic as: Information on the status of navigation aids and other supporting services; MET information as provided by the MET office; Search and rescue when necessary. EDITION 2.0 APRIL 2020 36 ATSPM Part 2 - Tabuk 1.2.3 ATSU Positions Tabuk ATSU has its Organizational arrangements positions. Each position is assigned a specific task as indicated in Figure 1 1.2.3.1 Head of Tabuk APP/TWR The Head of Tabuk ATSU is responsible to the western Sector Manager ORG line of accountability for: Ensuring that the ATSU operates efficiently and is administered in accordance with relevant provisions. Directing the duties of ATC personnel and interpreting regulations to ensure conformity with ATS procedures. Supervising the training of ATSU personnel and make recommendations for the issuance and validation of ratings for controllers. Close liaison with local operators and interested organizations and providing all possible assistance to familiarizing them with ATS procedures and other operational procedures and regulations. Ensuring that all necessary technical equipment, publications and facilities are available and properly maintained. Preparing and issuing unit directives and local instructions orders and local operation. Maintaining records and submitting reports on personnel, traffic activity and all phases of ATS operations as required. Representing the ATSU in Technical Meetings, Conferences, Seminars, Workshop and share the decision/information with staff. Maintaining discipline, efficiency and proper deportment of ATC personnel Ensuring that the unit systems are serviced adequately at required intervals and in functional state. Ensuring that adequate security measures are maintained at the ATSU. 1.2.4 Coordination The primary role of the APP/TWR Supervisor is to facilitate proper communication between APP/ TWR Controllers and other stakeholders and to ensure that the TWR Controllers are not distracted from their operational duties. EDITION 2.0 APRIL 2020 37 ATSPM Part 2 - Tabuk 1.2.4.1 APP/TWR Supervisor The APP/ TWR Supervisor must coordinate with the Head of Tabuk ATSU regarding the following: If there is an incident or accident within the TMA/ CTR (Note that the Head of the ATSU must notify the Eastern Sector Manager. Any significant changes in the serviceability of communications, navigation, surveillance and/or ATM system equipment, and related facilities Any non-compliance with regulations and procedures including reporting misuse of equipment or facilities Complaints or incidents involving ATS Services Any other matters of general operational interest Coordination of VIPs and VVIPs Any incidents or reports that constitute a threat to the safety of an aircraft (Note that the Head of Tabuk ATSU must notify the Eastern Sector Manager) The TWR Supervisor must coordinate with the Tabuk APP Supervisor regarding the following: If there is an incident or accident within the CTR Any incidents or reports that constitute a threat to the safety of an aircraft. 1.2.4.1.1 Responsibilities The APP/ TWR Supervisor is responsible for ensuring that personnel on their assigned shift are operating safely following ATC procedures with the proper performance, discipline and deportment. They must also maintain awareness of CNS/ATM systems affecting the aerodrome; status and potential risks to continued safe operations. The APP/TWR Supervisor shall be present and provide active management support and guidance for all V-VIP, Military fighter, and other less common flight operations as directed by the Chief of ATC Operations. The APP/ TWR Supervisor shall notify the System Engineer of any outage or malfunctioning of equipment that is reported to him, 1.2.4.1.2 Reporting Chain The APP/TWR Shift Supervisor reports directly to the head of ATC Operations in respect of the operation of the APP/TWR.
